1. 7/28/2024 7/31/2024 We request the NAICS code for this solicitation be revised to 541330. The project’s scope of work encompasses extensive engineering services which align more closely with the NAICS code 541330. The A/E services detailed include significant mechanical, electrical, and plumbing (MEP) design, alongside structural and civil engineering tasks. Based on the Scope of Work specific engineering activities include site investigation, subsurface structural capacity assessment, and the design and rerouting of utilities such as sanitary, water, steam, electrical, and telecommunications systems. Furthermore, the project involves comprehensive design services, including HVAC, fire safety, and plumbing systems, all of which are primary components under the engineering services category. Given the engineering-intensive nature of the work, a change to NAICS code 541330 is justified to accurately reflect the project's requirements.
The NAICS code for the Request for SF330s, Solicitation # 36C77624R0127 has been officially revised to 541330 Engineering Services (Size Standard $25.5M).
2. 7/29/2024 7/31/2024 It appears that a great deal of the work required for this contract will be engineering-related. Would the government consider changing the NAICS Code for this project to 541330 to reflect who will be doing the work under this contract?
Based on the significant Engineering Services required for this project this appears fair and appropriate. Here is a list of some of the Engineering Services required for this project:
• Structural
• Civil
• Electrical
• Fire Protection
• Mechanical
• Plumbing
• Commissioning
• Security
As you can see there are a significant number of Engineering Services required to complete this project with the support of an Architectural team.
Almost all Architectural Service projects have Engineering Support. Depending on the scope, many Engineering Services contracts do not require Architectural Services. Since this project is very heavy Engineering and Architectural, the Engineering NAICS which also provides a higher

small business threshold appears to be much more appropriate.
3. 8/1/2024 8/6/2024 Selection Criteria for Specialized Experience and Technical Competence states “recent” projects are defined as services provided and ended or ongoing within the past 5 years. Can you please confirm that this includes construction period services? I.e., if a design was completed in 2018 but the A-E provided construction period services through 2020, will this project meet the 5-year window?
Yes, CPS is a continuation of an existing AE Contract. Therefore, work completed against an AE Contract completed in 2020 fits within the 5 year recency requirement.
