The cable counts appear to identify Data and Voice ports, however, in some instances where the cable numbers for Data and Voice are both 0 but the Ports/“P” identifier identifies a quantity. Are the correct cables per outlet related to the Ports/”P” identifier? Drawing snapshot below
RLF – The wrong tag was used on the New Area Sheets. The tag should have read “2D or “4D”. The “P” count indicates how many CAT 6A data ports need to be installed. The Cabling Notes on sheets TN-40x also indicate the total number of data ports for each TR. This number should correlate with the “P” port count. These counts can be used for the bidding process. The New Area sheets will be updated and provided as a Revision to correct the port detail. A General Note will be added that all voice ports are to remain in faceplates as is. The New Area sheets will show 2D 1V in some cases to indicate where voice drops are located.
The above snapshot also shows existing drop locations on the new work plans. Are these to remain in place or to be demolished after cutover.
RLF – The “Existing” tag was used in error on data ports on the Demo Area sheets (TD-10x). “Existing” tags are to be used with Wireless Access Points on the Demo Area sheets to show the WAP location. All data ports shown are to receive new cable. The existing cables to the WAPs are to be replaced with (2) Cat6A cables. No WAP devices are to be removed or added from the current or new configuration, just the cabling.
There is a Cerner Note on Drawing TN000 that states the below, however, this note does not appear on the new installation drawings. Can you please confirm the requirements for providing allowance cables? Also, can you please confirm the allowance drops will be identified prior to cable installation and cutover?
RLF – The design team is not aware of where the CERNER drops will be located. We also do not know what equipment is anticipated at these drop locations. I was told by the VA to allocate 10 drops for CERNER equipment to be placed. The VA COR will have to provide this information. In many cases, the equipment may be able to be placed utilizing existing drops. The COR will need to compare the CERNER information with the drop utilization counts from the Demo Area sheets to verify need for additional connectivity.
VA – Provide allowance for 10 additional 2-port CAT 6A drops. Allow 150 FT for each run. Coordinate with COR on locations.
Is there an RCDD requirement for project management/oversight in Division 27?
RLF – No.
The sheet notes in the drawing states:
"Contractor to coordinate with the existing access control vendor to install a new panel in the new TR. The card reader and keypad for the new TR are to be fed from the new access panel. Existing card readers and keypads will be moved to the new control panel under a different project."
Can the existing Access Control vendor provide the panel capacity of new panels to accommodate existing readers? example: 4 door, 8 door or 16 door panels?
RLF – Although moving existing card readers from existing panels to new panels is not in scope of the EHRM project, it makes sense that coordination should be done to have the Aceess Control vendor place a new panel in the new TR that would have capacity to move exiting readers for that zone at a later time. I would expect the panel to have capacity, but not filled with controllers under this project.
VA – Provide 16-door panel.
Please confirm the superintendent shall not have any shared duties as a QCM, SSHO or any other roles on the project.
ES – Superintendent can share duties.
VA – Contractor Quality Control (CQC) System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control (01 45 00 Quality Control, 3.4, B.). See response to Item No. 7 below.
Please confirm the SSHO shall not have any shared duties as a QCM, superintendent or any other role on the project.
ES – Per VA direction.
VA – SSHO is a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO (01 35 26 Safety Requirements, 1.7, C.).

Is the contractor required to provide the licensing for the new Security Cameras? Or will the VA be providing that?
VA = Contractor is responsible.
Please confirm contractor to include an allowance for 10 additional 2-ports cat 6a information outlets in their proposal per technical drawing floor plan or if the contractor shall account for additional cables required. contractor shall account for an additional 20% of cables, devices, and patch panels indicated on drawings in order to accommodate the full scope of the project within base bid.
RLF – contractor is to include an allowance. Since additional drops may be located once furniture is moved, an allowance is recommended to prevent change orders.
Please confirm that this project is a competitive Service-Disabled Veteran-Owned Small Business Set-Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protege partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.
VA – This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Any offeror submitting a bid as a joint venture must provide a certification from each SDVOSB joint partner, signed by an authorized official of each partner to the joint venture, stating that the parties to the joint venture (1) have entered into a joint venture agreement that fully complies with paragraph (c) of 13 CFR § 128.402 and (2) will perform the contract in compliance with the joint venture agreement. This certification must be submitted with the offeror’s bid, so the partnership needs to be approved prior to the bid date. Mentor firms are encouraged to assist protégé firms under VA’s Mentor-Protégé Program in obtaining acceptable bid, payment, and performance bonds, when required, as a prime contractor under a solicitation or contract and in obtaining any required bonds under subcontracts.
Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor-Protégé program cannot provide a Payment & Performance bond for a SDVOSB.
VA – A large business that is not a part of an SDVOSB Joint Venture/Mentor Protegee team cannot provide Payment & Performance bond for an SDVOSB.
Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor-Protégé program cannot provide a bid guarantee for a SDVOSB.
VA – A large business that is not a part of an SDVOSB Joint Venture/Mentor Protegee team cannot provide a bid guarantee for an SDVOSB.
Please confirm contractor must provide a dust-tight 1-hour rated temporary construction wall with locking door to isolate the area of work when altering rated walls in the facility.
RLF – The temporary construction is only needed for Existing TR spaces that will be renovated to be New TR spaces. Temporary enclosures are not needed for New TRs that do not have existing active Network Switches in them. ES – Yes.
Please provide a current soils report for the campus.
AK – Geotech/Soils report was not performed as part of this project.
Please provide a plan showing the existing landscape with existing materials called out including grass, rock, shrubs/bushes, trees, and sizes of trees.
TS – Existing landscaping information beyond what is currently shown in the drawings is not available. For reference, here are two photos of existing conditions for reference of the landscaping in the disturbed area:
Are we to assume that areas with existing data devices will not require new wall sleeves? If new sleeves are required, please provide a count.
RLF - Existing corridor paths will utilize existing routes, which will need to be fire stopped after the cable runs. Wall sleeves will be needed for floor penetrations and entry into TR spaces. The count is 217 4” EZ Path for vertical and horizontal penetrations.
Are we to assume that areas with existing data devices will not require new conduit? If new conduit is required, please provide a count.
RLF - Existing data devices will not require new conduit. New conduit is required in some areas of the fiber run on the T-0xx sheets. The new conduit is called out when needed.
Are we to assume that areas with existing data devices will not require new boxes? If new boxes are required, please provide a count.
RLF - New back boxes are not required for this project. Some boxes will need a blank faceplate due to demo of cables.
Specs call out to use OS1, can we use OS2 instead? Typically, OS1 has been replaced by the newer OS2 which is also available for indoor applications and may have shorter lead-times.
Yes
After removing existing WAP devices, are we to re-install the same devices as well?
RLF - WAP devices and locations are not to change. Only the cabling to the WAP. Each WAP is to receive 2 CAT6A data cables.
Are we required to use all plenum rated cabling for all areas? Or is Riser rated cabling acceptable?
RLF – Plenum rated is required
Are we to install the patch cords at the workstation end as well as the headend within each IDF?
RLF – Patch cables are required to be provided by the contractor for the TRs and the MCR. Patch cables are to be provided by the VA at the workstation end.
Is there any network equipment that needs to be removed / re-located within the IDFs? If so, how many pieces of equipment need to be removed / re-located per IDF?
RLF - On this project, IDFs are referred to as Telecommunication Rooms (TR). Switches, racks, and cable tray need to be removed from old TRs as part of the demo. The switches are to be turned over to the OIT team to get them reprogrammed for the next new TR. All 2 post racks are to be returned to the VA. Demoed cable tray can be reused for horizontal runs as long as it is 12”x4” or larger. Cable\Ladder tray that is smaller than 12”x4” can be re-used for vertical cable fastening to walls
Can it be confirmed that J-hook pathway is acceptable for fiber routing within the same building when cable tray is not viable?
RLF – Yes. If both A and B side are in the same hallway, they must be run on opposite sides of the hallway.
Please confirm there are no requirements for the contractor to utilize or submit any files or plans in Revit.
ES – No files or plans to be submitted in Revit.
Please confirm per section 01 00 00 that contractor is to provide a commercial photographer/subcontractor with 3 years’ experience and that indexing/navigation will use AutoCAD drawings to be interactive online. This requirement has been waived on the majority of EHRM infrastructure projects.
ES – Per VA direction.
VA –Photographic documentation is required but requirement for use of commercial photographer is deleted. See response to Item No. 44 below.
Please confirm the pre-determined intervals in which the photographic documentation is to be done.
ES – Per VA direction.
VA – See response to Item No. 45 below.
Please provide a list of what work is to be included with the photographic documentation.
ES – Per VA direction (Assume new construction /demolition).
VA – Photographic documentation at TR and MCR locations.
1. Existing space before demolition
2. Space after demolition
3. New construction structural (as applicable)
4. New construction flooring before fill (as applicable)
5. New construction in-wall condition before closing.
6. New construction above ceiling condition before closing (as applicable)
Please confirm that contractor is to provide online hosting, security measures and redundant server back-up of the photographic documentation for the duration of the project.
ES – Per the VA Contracting Officer Representative (COR).
VA – Delete this requirement.
Can the contractor QC manager serve as the photographer if they meet the requirement of having experience photographing construction projects. The term “Commercial Photographer” is vague, has no licensing requirements or any other information required.
ES – Per VA direction.
VA – See response to Item No. 43 above.
Please confirm if this project will require a Special Inspector of Record (SIOR) or if the VA will be satisfied with the contractor QC Manager serving this function and supervising all independent Special Inspectors required by the contract documents.
ES – Per VA (QC Manager is OK with Design Team) direction.
VA – Special Inspections are to be performed by an independent third party. Special inspections do not take the place of the three phases of control inspections performed by the Contractor’s QC Manager.
No statement of special inspections or schedule of special inspection has been provided. Please confirm if any third-party special inspection is required. If so, please provide a list of inspections required, the statement of special inspections, and the schedule of special inspections.
ES – Not applicable.
Please confirm the contracting team shall be responsible for all temporary furniture moves to allow for project work to proceed.
VA – Contractor is responsible.
Suggested matrix of responsibility on sheet T1000 states “CONDUIT SLEEVES (NOT SHOWN BUT REQUIRED FOR PROPER INSTALLATION OF SYSTEM)” Please confirm these locations or give a quantity to use as this request is conflicting with other information in the technology sheets for a scope of work. Given this is a fully designed project we would expect this to be shown on the drawings and not covered by a catch all phrase when it has not been included in the bidding documents by the designer.
RLF – There is not a “T1000” sheet on this project. Please verify Sheet name from the 100% Bid Set.
EZ Paths were recommended on this job when there is not an existing conduit or cable tray path. Conduit Sleeves are needed for building entry points (fiber going to another building) on this project. The EZ Path count is (217) - 4” EZ Path for vertical and horizontal penetrations.
Please confirm the General Contractor of this project shall directly hire the Control System Integrator in a contract separate from the contract procuring the controls contractor.
CAH – Reference specification section 230923.9, Part 1.4.A.1 “Single Source Responsibility of subcontractor”. Controls contractor under this contract “shall be responsible for complete design, installation, integration, and commissioning of the system.”
Please confirm if this project is tax exempt, if so will the VA provide the certificate after award?
VA – This project is not tax exempt. All state and local sales or use taxes for construction materials must be included in the bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.
Please confirm which allowances listed on sheet TN000 are accurate and to be included by the contractor in their base bid. There are differing quantities listed in multiple locations.
RLF – On Sheet TN000 “Telecommunications General Notes” section I is to be used for the allowance.
Please confirm the ceiling types for bidding purposes in rooms with data devices. This will have a significant impact in pricing based on potential patching and access panels in these rooms if they are hard lid versus ACT.
ES – Per the drawings, all TR’s are to have exposed ceilings. Patch and repair to only happen to spaces outside of the TR’s that may be affected by construction.
Are we to assume that areas with existing data devices will not require new fire rated wall sleeves? If new sleeves are required, please provide a count so that bidders will be aligned in scope of work.
RLF - Paths through the 1 Hour rated walls for the TRs and MCR must have sleeves. Existing paths through corridors are to utilize existing equipment. ES – Existing data devices will not require new fire rated wall sleeves.
Given this is supposed to be a fully designed project we would expect this to be shown on the drawings and not covered by a catch all phrase when it has not been included in the bidding documents.
RLF - I don’t see a “T1000” sheet on this project. Please verify Sheet name from the 100% Bid Set.
EZ Paths were recommended on this job when there is not an existing conduit path. Conduit sleeves are needed between buildings for this project. The count is (217) - 4” EZ Path for vertical and horizontal penetrations.
Please confirm the rough in required to the corridors from rooms with data outlets, is this conduit extending from the rooms into the corridors or just vertical conduit running up from the outlet? If running conduit into the fire rated sleeve, please provide a detail showing this connection.
RLF – New ¾" rough ins are required for new access-controlled doors to the cable tray. Existing data devices are to use the existing path from the corridor to the back box.
Please confirm the new conduit will be in the wall and not surface mounted. In wall will have a significant cost impact with patching/painting.
RLF – No new rough ins are anticipated for data drops. Existing rough ins are to be used. Coordination of new cables with demo of old cables must be coordinated for the cutover. The existing rough in diameter may cause staging of installing new cables. The VA must confirm use of surface mounted devices.
VA – Use of surface mounted not permitted.
Are we to assume that areas with existing data devices will not require new boxes? If new boxes are required, please provide a count.
RLF – No new rough ins are anticipated for data drops. Existing rough ins are to be used. Coordination of new cables with demo of old cables must be coordinated for the cutover. The existing rough in diameter may cause staging of installing new cables.
Existing box sizes are not shown in the documents for data outlets. Please clarify how to proceed with figuring if existing boxes will be re-used or if new boxes will need to be provided.
RLF – Since the typical back box supports 4 cables currently, and the new Cat6A slim cables (.23” diameter) are not expected to require a new back box. Installing and cutting over to the new cables may need to be staged.
Existing conduit sizes are not shown in the documents for existing data outlets, please clarify what conduit size and fill should be assumed by the contractor for existing data outlets. If the conduit size is not sufficient to an existing outlet will the VA require a new conduit?
RLF – During survey we have seen both ½” and ¾" conduit used for rough ins. Since the typical conduit supports 4 cables currently (in some cases 6), and the new Cat6A slim cables (.23” diameter) are not expected to require a new conduit. Installing and cutting over to the new cables may need to be staged.
Please provide wall types or assumed wall types for rooms that are being cabled and will need new fire rated sleeves. This has been problematic on many other EHRM projects as without this information the contractor has no way of knowing if coring through CMU/Masonry/Concrete is required.
ES – The contractor is open to Pre-bid site walk. Refer to general note 6 on Sheet AE-001.
Please confirm that steel fabricator and erector must both be AISC certified.
AK – Steel fabricator and erector to be AISC certified per contract specifications. ES – Yes.
Please confirm work hours for this project. Will the contractor be given access to all areas during these work hours if scheduled in advance with the VA?
ES – Response to be provided by VA.
VA – Normal business hours are 8:00 a.m. to 4:30 p.m. To minimize disruption to hospital operations, work will be required to be performed at other than normal business hours.
1. No work is to be performed during federal holidays unless coordinated and approved by the COR.
2. Work in all areas shall be scheduled with the COR. Any work that impacts the normal operations of the medical center requires 2-weeks notification.
3. Outpatient areas operate during normal business hours Monday thru Friday. Work in Outpatient areas to be performed at other than normal business hours.
4. Inpatient areas operate 24/7. Work in Inpatient areas to be performed at other than sleeping hours. No work from 10:00 p.m. to 7:00 a.m. Sleep Study area of Building 1A hours may vary.
5. Critical Care areas and other areas with restricted access shall be coordinated with the COR for scheduling access for work.
Please clarify how the contractor can quantify and price the following statement from sheet TN100 “existing ceilings throughout corridors and rooms with existing cabling may need to be removed and replaced to accommodate construction. contractor is responsible for identification of scope of work associated with this removal and installation within base bid”.
RLF - I am not familiar with sheet TN100. Our Comment and Symbol sheet is TN000. This statement is also not familiar to me. I am not aware of any ceiling that would need to be removed and replaced as part of this project, unless referring to a hard ceiling. Offices that are being renovated into a TR will have the ceiling removed, but not replaced.
Please clarify how the contractor can quantify and price the following statement from sheet TN100 “the contractor is responsible for moving owner furniture to allow for existing data drops to be replaced. contractor to coordinate with the owner for dates and times that the furniture can be moved”.
RLF – The quantity of drops behind furniture that needs to move is unknown. This is not a quantifiable number without extensive research.
Please clarify how the contractor can quantify and price the following statement from sheet TN100 “these drawings do not identify each individual item to be removed. the contractor is responsible for determining items which must be removed to facilitate new construction. see architectural plans for exact limits of demolition and construction. these plans are based on past project drawings and site observations. the drawings are provided to the contractor as an aid in determining the extent of work required for demolition and to provide general information about existing systems. these drawings may not be accurate in all areas. the contractor shall visit the site and become familiar with existing conditions and is encouraged to review facility drawings prior to the bid submittal”.
ES – Contractor to field verify.
Reference Drawing TN603
On the above details, it shows four (4) sensor locations on each rack. Are each of these four (4) sensors to be provided as a combined Temperature & Humidity Sensor or are some of these temperature-only sensors and others humidity-only sensors?
RLF – The product description confirms the device is to measure temperature and humidity. Temperature and Humidity Sensors are to be provided on racks in the MCR only. TR racks do not require these sensors.

PDUs can be provided as “Basic”, “Metered”, or “Monitored”. On the above details, the REMARKS statement seems to imply that each new PDU must have the capability of being “monitored”. Do all the 208v PDUs for this project need to be the “Monitored” type?
RLF – All PDUs need to be “monitored”. A data cable needs to be run to each PDU during the installation.
Reference Drawing TN603
Question A - PDUs for telecommunications enclosures seem to be 120v “Basic” type as shown in Detail 12. Since they appear to NOT be “monitored” type, are temperature and humidity sensors required to be installed on any of the telecommunications enclosures?
Question B – The sensors shown in Detail 4 appear to be for Computer Room Racks only (Qty-20), what are the specifications (i.e., BOD) for temperature and humidity sensors on the telecommunications enclosures?
RLF – We received guidance that temperature and humidity sensors are not needed in TR/TE spaces. The 20 racks in the MCR would require 80 temp and humidity sensors connected to 40 PDUs.
Reference Drawing M700
On the above detail, it indicates that the rack mounted temp and humidity sensor arrays are to be used for monitoring and alarm only. Is the Temperature controls contractor required to provide four (4) individual temperature monitoring points and four (4) individual humidity monitoring points for each individual rack?
CAH – Refer to revised detail on sheet M700 issued as “Revision 2: Design Alert 13” dated 7 February 2024. Rack mounted temperature and humidity sensors are not required in TRs.
Reference Price Schedule
The price schedule for this project indicates Marion, IL VAMC. Should this be changed to Memphis VAMC?
VA – The location above the price schedule is incorrect. The correct location is the Memphis, TN VAMC.
Reference Tax Exemption Certificate
Will the awarded Contractor receive a Tax Exemption Certificate for this project?
VA – No, this project is not tax exempt.
Reference Tax Exemption
Is this project exempt from State, Local and Use taxes?
VA – This project is not tax exempt. All state and local sales or use taxes for construction materials must be included in the bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor’s use of any tax exemption directly applicable to the Government under this procurement.
Reference Project Labor Agreements
The solicitation section 2.8 states the following:
This project is in Memphis, TN. Are Project Labor Agreements required for this project?
VA – In accordance with Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, Project Labor Agreements are required for this project.

Drawings do not seem to show where the controller will be mounted within each room or where the power for each controller will originate or terminate. Who is responsible for running power (120vAC) within each room to each new temperature controller? |
CAH – TCC is responsible for providing all necessary elements for controls indicated. New controls are intended to be integrated into existing FMCS infrastructure. If a separate temperature controls panel is determined to be required in a TR or MCR, TCC is responsible for coordinating power to this equipment with EC.
In the Main Computer Room (MCR), is the temperature control contractor supposed to monitor any points associated the Dry Coolers and/or Pumps? If so, what specifically?
CAH – Yes, monitor “High Head Pressure” and “Low Suction Pressure” via CRAC controller. Dry Coolers and Pumps should directly communicate with CRAC units.
In the Main Computer Room (MCR), is the temperature control contractor supposed to control any points associated the Dry Coolers and/or Pumps?
CAH – Repeat question. Answer restated below:
Yes, monitor “High Head Pressure” and “Low Suction Pressure” via CRAC controller. Dry Coolers and Pumps should directly communicate with CRAC units.
If control of the Dry Coolers is required, please provide a sequence of operation for the Dry Coolers and Pumps.
CAH – Design intent is for CRAC, Dry Cooler, and Pump units to be provided as unified manufacturer’s system. Dry Coolers and Pumps should directly communicate with CRAC units and be controlled by manufacturer’s system controller as required for CRAC units to operate per the sequences indicated the drawings.
Will the Dry Coolers and Pumps come with a BACnet network integration card (NIC) on their control boards?
CAH – Basis of design equipment should have internal controls logic for dry coolers with dual pumps controlled by dry coolers via integral electrical panel. Dry Coolers and Pumps should directly communicate with CRAC units.
TCC to wire to terminal strip on dry coolers provided with unit alarm connection to indicate “Standby Glycol Pump ON” per manufacturer’s wiring instructions.
Is the contractor responsible for buying the Power IQ (PIQ) for eConnect software to monitor the 208vAC “Monitored” type PDUs including the Temperature and Humidity sensor arrays on the Computer Racks?
RLF – Contractors are responsible for all equipment, accessories, and software (if not a part of an existing system) for a complete function system.
What is the total quantity of Computer Racks on the project where the 208v Monitored PDUs are required?
RLF – I count 76 TR racks which would be 152 PDUs plus the 40 from the MCR would be 192 PDUs total.
The mini-split units specify that a temperature sensor is to be provided by the OEM. Are the individual mini-splits within the TR Rooms required to be monitored for alarms and high temp?
CAH – Refer to revised detail on sheet M700 issued as “Revision 2: Design Alert 13” dated 7 February 2024. Mini-split units should be provided with BACnet enabled controllers to communicate with FMCS. Space temperature and humidity sensors to be provided by TCC.

Reference AE001, Detail 2 TEMPORARY WALL CONSTRUCTION ELEVATION This elevation says to provide a TRIATEK MONITOR in the wall. Below is from the supplier website:
“The Room Differential Pressure Sensor is a sensitive mass air flow sensor designed to measure the pressure differential between a reference space (like a hallway or ante room) and the monitored space (like a lab or patient isolation room). It is installed the door. The Room Differential Pressure Sensor communicates with FMS-2000C or FMS-2000M and the Venturi air valves. They work together to provide a rapid response to changing conditions to help maintain a protective environment. This sensor provides real-time measurements to the room displays so you can be confident your current room status is accurate.”
