Table Solicitation # 36C77623B0066 EHRM Infrastructure Upgrades – Kansas City Technical Questions and VA Response Tracking Sheet

ITEM NUMBERDATE QUESTION RECEIVEDDICIPLINEQUESTIONGOVERNMENT RESPONSE
1.017/27/23CIVILConfirm the single 4" conduit called out on TN003 is in addition to the FOC conduits and manholes shown in the civil sheets. The technology sheet is for illustrative purposes only. The quantities should be as labeled on the civil plans.
1.027/27/23CIVIL/ TECHNOLOGYProvide more detail on the size, construction, and entry/exit on the 18'-20' deep fiber manholes. Detail 3 on TN 003 indicates manhole dimensions of 6'X6'X6' which doesn’t line up with CU profile drawings where some manholes are over 20' deep. Also, manholes over 8' deep are not typical for FOC cabling due to accessibility concerns. How would you ever put a ladder in a 20' deep manhole and maintain OSHA's 4-1 rule?Depths shown come from avoiding existing utilities and minimizing number of manholes/bore pits. Adding more bore bits will become a hindrance due to the congested nature of utilities on site. Manholes at approximately station 2+00, 10+50, 14+75 could theoretically be minimized if the directional boring company can accommodate change slopes in the middle of the run without a new bore bit. Manhole at approximately 5+50 cannot be minimized.
1.037/27/23CIVILConfirm bore pit sizes indicated on the Civil sheets are adequate for safe access in those 20'+ deep excavations.Bore pits are only shown for illustrative purposes, actual size is under contractors discretion.
1.047/27/23CIVIL/ TECHNOLOGYConfirm bore pit sizes indicated on the Civil sheets are adequate for installing the manhole drain piping indicated on TN003.Bore pits are only shown for illustrative purposes, actual size is under contractors discretion.
1.057/27/23CIVIL/ TECHNOLOGYDetail 3 note 1 references sheet 00-TS001 for manhole locations. Please provide this sheet if applicable or point us to the correct plan sheets for exact manhole locations.Use civil sheets for manhole locations.
1.067/27/23TECHNOLOGYTN sheets show cable tray conduit routed over head in the above ceiling connecting all TRs. It is known that existing site conditions will prohibit cable tray installations, and that the use of cable tray will be much more impactful to the 24/7 operations of this facility vs the use of j-hooks. The Key notes on the cable tray note that "where clearances or obstructions do not permit installation of cable tray, provide j-hooks as required for cable distribution" Please confirm that we are to include the cost of cable tray as shown in our bid day pricing, and after award the use of J-hooks in lieu of cable tray will be evaluated and priced as accordingly.Bid as shown on the drawings.
1.077/27/23CIVIL/ MECHANICALPlease provide plumbing plan sheets to indicate the drain piping associated with each fiber manholeDrain pipe away from manhole, following downhill topography around manhole.
1.087/27/23CIVILPlease confirm which, if any, fiber conduit duct banks require concrete encasement per note 3 on CU100 (typ). Keep in mind most of these utilizing directional boring methods. Concrete encasement isn’t typical with directional boring.Any duct bank with over 5 feet of cover does not need concrete encasement. VA standards require concrete encasement for lines shallower than the 5' cover for security purposes. Directional boring locations have over 5' cover. Some duct bank within the bore pits or near buildings are shallower and would need concrete encasement.
1.097/27/23CIVILPlease provide conduit section view details for all FOC on civil sheets that indicate conduit size and quantity required. We are unable to find the conduit size anywhere.Numbers needed are shown on utility plans. All conduits are 4". Layout will be either 2 rows, 2 columns, or 2 rows, 3 columns.
1.17/27/23ELECTRICALConfirm general note 8 on ETG001 does note apply to division 27 and 28 conduits low voltage conduit and only applies to power conduits.Disregard General Note 8 on ETG001 for Division 27 and 28 low voltage conduits.
1.117/27/23GENERALPlease confirm all items required to be relocated as a result of this contract are identified in plan. Contractor cannot be responsible for unforeseen conditions. Example is any plumbing piping ending up in the ceiling TR ceiling space as a result of any expanded / ne TRs.All known items are shown on drawings. Contractor shall coordinate with VA COR to address any unforseen items that are uncovered during construction.
1.127/27/23GENERALPlease provide keynote for the dark line between building 26, building 3, building 56 and building 2.The dark line represents Straw wattle for erosion control on the pavement where silt fence cannot be used.
1.137/27/23GENERAL/ TELECOMFiber backbone riser diagram shows building 55 connected back to building 1 main telecom room. Building 55 is located on a different site, several miles away. There are no civil plans indicating the routing of this fiber. If required this would require easements, etc… please confirm if it is required for building 55 to connect to building 1. and if so, please provide required design information to accomplish this.Building 55 is not to connect to Building 1 backbone.
1.147/27/23CIVIL/ TECHNOLOGYConfirm conduit size for duct banks shown on civil sheets. All conduits are 4" as noted on technology sheets.
1.157/27/23ELECTRICALDetail 2, and 4 on EP501 provides duct bank details for power and comm. Please identify where this detail applies.Detail '4' for Concrete encased duct bank, applies to the medium voltage / primary side of transformer "T17". Reference Keynote 6 on sheet 40EP101 for additional information. For Detail '2' of EP501 reference sheet 40EP101 and 04EP101 for detail callouts.
1.167/27/23ELECTRICALDetail 1 and 3 on EP501 indicates that the zone PDU units are provided by others. Please confirm if they are OFOI, OFCI, or CFCI. Also please confirm who that all rubber cords and connectors are provided with the PDU.The equipment on Detail '1' and '3' on EP501 shall be contractor furnished, contractor installed. Detail note stating otherwise shall be disregarded. Reference Detail '2' on EP502 for all cordset power requirements.
1.177/27/23GENERAL/ TELECOMShould the contractor assume all new TBB sized in accordance with TIA (750MCM CU in most instances) since none is shown in plan? If an existing TBB is found, but not sized in accordance with TIA will we have to replace? How should the cost for this unknow be accounted for bid day?Contractor shall provided new TBB sized in accordance with TIA standards. Any notes stating otherwise shall be disregarded.
1.187/27/23GENERALConfirm the VA will provide us with the as built coordination study for our use incorporating the equipment provided and installed under this contract. All document requests for existing documentation shall be coordinated with VA COR after award.
1.197/27/23ELECTRICALDetail 2 on EP 506 indicates a utility vault. Please advise where this detail is applicable.Provide vault per Detail '2' on EP506 as a pulling means for feeder 04-P-03 from Building 4 to Building 40. Final vault location shall be coordinated with VA after award.
1.27/27/23ARCHITECTURAL/ MECHANICALAre there any survivability requirements with the fiber risers on this project? I can’t tell if the riser rooms are 2 hr rated or sprinklered.Contractor shall reference contract drawings and specifications for all survivability requirements. All floor penetrations must be 2 hr rated.
1.217/27/23GENERAL/ ELECTRICALNo sub metering requirements are indicated on the online diagrams. Please confirm none are required. If they are required, please advise what type, and who is responsible for integration.Contractor shall meter the following (2) points for 30-days in accordance with NEC 220.87: the main of "MP" in Building 2 on sheet 02EP611; the 480V, primary side of the Building 5 75kVA transformer on sheet 04EP611.
1.227/27/23GENERAL/ ELECTRICAL/ ARCHITECTURALFor areas where new basket tray is specified who is responsible for removal and replacement of existing ceiling system? Cable tray cannot be installed through accessible ceiling tiles and ceiling tile demolition was not called out in the architectural plan set.Design intent is to remove, save and reinstall ceiling components as necessary for all work above ceiling.
1.237/27/23GENERALShould we include any provisions for night work on any of these buildings? All work within the hospital shall be outside of normal business hours for this project. Some exceptions may be allowed for non patient care areas.
1.247/27/23GENERAL/ ALLWhen contracting the new TRs with no ceilings, please advise what other systems (if any) such as chilled water, electrical not serving the comm rooms, duct work, etc will require to be relocated out of that space.Contractor shall reference contract drawings and specifications for all items to be relocated.
1.257/27/23ELECTRICALIs a ground wire required within all of the basket tray? If so what size and how often should it be bonded to the basket tray? Please reference Detail '2' and Detail '3' of sheet EP505 for cable tray bonding requirements.
1.267/27/23TELECOMReference the plan view telecom sheets. Telecom drops/designators are shown in the rooms and cable trays are shown in the corridors. If the existing conduit stub ups from the telecom drop/designation to above ceiling in the room what is the pathway requirements through the existing walls back to the cable tray? Will that cable require to be installed in a sleeve as it penetrates through the wall back to the corridor cable tray or should we assume that pathway is existing to be reused like the in wall conduit? Please reference the following General Notes on Plan View Telecom Sheets (100-series drawings): 3, 5, 9, 12. Additionally, please referenced Detail '3' on sheet ET501; provide gangplates where required.
1.277/27/23ELECTRICALConfirm all cable trays should be priced with minum 4 dividers per detail note 2 on ET501Correct.
1.287/27/23CIVILPlease ask the design team for a geo tech report. This project has some significant excavation on it, we need to understand if rock could be encountered, and if it is how, it will be treated from a cost standpoint.Geotech was only part of this project under structural scope, so only one boring for building foundations was done. VA may have past geotechnical reports available.
1.297/31/23GENERALWhere is building 55? It looks like it is 10 miles away in the Sterling, MO. area. Are we really placing (2) new fibers to that building from the VAMC 4801 Linwood Blvd. MCR?No, Building 55 is not to connect to building 1 Backbone. Building 55 is located at 4251 Northern Avenue, Kansas City, MO 64133
1.37/31/23TECHNOLOGYOn sheet 0-TN601, note 6 says that those (12) OS1 and OM4 cables are part of a separate contract? Is that the Data Center Project and not to be priced in this project? No, the data center work is not part of this project.
1.317/31/23TECHNOLOGYOn sheet 0-TN601 the drawing only shows an OM4 fiber going to the TR’s in Building #1. But a General note 4 says “each TR will have a 24 OM4 fiber and a 12 OS1 fiber” Does the Keynotes override the General notes?Building 1 connectivity is 24 strands OM4 and 12 strands OS1 per leg per the riser diagram
1.328/2/23ELECTRICALWhat is the current existing fire alarm system equipment? No fire alarm work is included in this contract.
1.338/2/23ELECTRICAL/ TECHNOLOGYWhat existing access control system, and who provides the devices and system upgrade? The existing access control system consists of iStar hardware and Software House software. A qualified low voltage contractor authorized to install iStar / Software House equipment shall be eligible to provide devices and system upgrade.
1.348/2/23ELECTRICAL/ TECHNOLOGYWhat is the existing CCTV system and cameras, who provides the equipment and system upgrade?Reference Specification 28 23 00 2.3.H. Equipment is contractor furnished, contractor installed.
1.358/2/23GENERALSpecification states to provide an SSHO, can the project superintendent have dual duties as the superintendent and SSHO?The contractor shall comply with all specification requirements. Contractor requests to have personnel perform multiple required duties shall include qualified resumes and shall be reviewed and approved by the VA COR post-award.
1.368/2/23GENERALSpecification states to provide a CQC System Manager, can the project superintendent have dual duties as the superintendent and CQC System Manager? The contractor shall comply with all specification requirements. Contractor requests to have personnel perform multiple required duties shall include qualified resumes and shall be reviewed and approved by the VA COR post-award.
1.378/2/23GENERALIf the superintendent is able to provide combined SSHO and CQC System Manager capabilities, will they be able to perform all three positions in tandem?Individuals may not perform more than 2 positions concurrently.
1.388/2/23GENERALThe drawing TN601 shows the types of fiber to each building. Currently, Only Building #1 has OM4 24-strand multimode fiber. However, per the spec section 271000 section 2.3G says that if the fiber cables are in the same building as the MDA (does not transit outside plant pathways) and less than 400 meters, use 24 OM4 MM and a 12 SM fiber cables. Buildings 26 and 15 are not in an outside transit pathway and are basically all one large building. There cable pathways are through the ceilings and riser closets. So, the buildings 1, 15, and 26 are really all the same building just different sections are called different numbers. So my question is do we go by the fiber cables that are shown on TN601 or do we follow the specification section? What that does is add OM4 Multimode fiber to buildings 15 and 26 and not just a 24-strand SM. Hope that makes since. The drawings should be adhered to for these buildings.
