8-18-23 We understand that the Government intends to award a lump sum contract for this Task Order. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc.? Can an Equitable Price Adjustment (EPA) per contract length as one of the Defense FAR Supplement (DFARS) 216.203-4(1)(ii) clause be added to the RFP?

Design intends to place major raceways within the interstitial. To minimize penetrations thru the interstitial floor cable trays may be run between the ACT and the deck below the interstitial space. Coordination and approval of interstitial penetrations will be needed.

The VA standard does request that these positions are separate people. QC and SSHO may share positions.

Attachment 22 states the Contractor Core Working Hours are 7:00AM to 4:30. Please confirm that we will be able to access occupied work areas during this stated work period.
It is intended that these timeframes are the prime hours of construction. This project will require some night and weekend activity. Exact project phasing and access will be coordinated on a weekly basis to ensure patient care is able to continue throughout construction, but the VA will work with the Contractor to ensure once mobilized, construction progress is continuous.

Buildings 14 and 22 need to be re-fed prior to any demo work. Fully install and commission the new duct bank from hand hole/manhole to hand hole/manhole prior to any demo work.
The portion noted with demo line is to be removed.

Please refer to Keyed Note 7 on Drawing B23- E500. The UPS run time is 10 minutes with 60 kW of UPS modules at full capacity. Only 50 kW of the system’s full capacity of 100kW will be installed by this project.

VA currently uses ID-One PIVs. And some of the card readers used here include HID pivClass.

It is recommended that the contracting team plan for 15% of this project to be completed after hours and on weekends. This aligns with other VA projects around the country.
Variations from this percentage will be completed on an as needed basis.

Since the main hospital is 24 hours, shutdowns will be coordinated with the local VA to impact healthcare as little as possible. Fire watches will be required during shutdowns. It may be better to perform fire protection shutdowns during normal business hours as more VA staff will be on site.

Additional time, at no cost, may be considered when brought up during the first schedule review. Each time extension after that will be discussed on a case by case basis.

Full Time observation will be required during the activities identified. This individual would not be required to be on site or a part of the project where the identified activities are either not being performed or completed.

Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc., from the affected areas prior to construction.
Where specifically referring to the data device replacements, it is intended that the Owner will notify staff in those areas that construction will be taking place and they have the choice to remove personal items if desired. Where replacing data devices is minimally invasive, it is likely that furniture will remain in each space.
The installing contractor shall include the time and manpower as needed to temporarily move furniture away from walls to allow work to proceed. Where required, the contractor shall include the disassembly and reassembly of systems furniture.

We have attached drawings from AutoGate. Please review and advise if this is an approved option for the Vehicle Security Gate required by keynote 16 on CS101, and specification 34 75 13.13.
The provided vehicle gate option in the detail on CS512,513 and associated cutsheets provides a K12/L3 crash rating that refers to a barrier's ability to stop a 15,000-pound vehicle moving at 50 mph. VA would need more details such as the manufacture information. Electrical would need to know its requirements to verify it is compatible with the current design. The information provided is insufficient.
