The purpose of this amendment is to provide the following:
1. Provide technical questions and answers submitted by the specified deadline for technical questions.
36C77623B0002 EHRM Infrastructure Construction – Grand Island Technical Questions and Answers
1. Spec section 28 13 00 states that it is an expansion of the existing physical access control system. Who is the manufacturer of the existing system?
A. CcURE 9000, by Siemens
2. The drawings indicate to add devices to the existing fire alarm system. The existing manufacturer information was not on the drawings. The spec section 28 31 00 was referenced in the spec document but is not actually included.
A. Can this spec be issued? There is no intention to issue this specification at this time.
B. Who is the existing fire alarm manufacturer? Existing SimplexGrinnell system. New devices shall work with this existing system.
3. The solicitation document indicates a project duration of 365 days, but the General Requirements Section 01 00 00 Part 1.3.A. states 180 calendar days. Please confirm total project duration.
A. Use 365 days.
4. Is a copy of the ‘VA infrastructure Standards for Telecommunication Spaces’ that is mentioned in the specifications available?
A. ISTS 3.1 can be found online at https://www.cfm.va.gov/til/spclRqmts.asp#TelecomInfraStds
5. Is there a color requirement OR legend for the Communications Copper Horizontal CAT6A cable
(DIV 271513)?
A. Blue cable per ISTS 3.1
6. Are the telecommunications faceplates required to be stainless steel or plastic/nylon (if plastic what color)?
A. Faceplates shall be plastic. Color determined by local VA prior to purchasing.
7. Is there a color requirement OR legend for the Communications Copper Horizontal CAT6A jacks?
A. Color not specified by ISTS 3.1. Verify with local VA prior to purchasing. For bidding purposes assume color Blue.
8. Sheet T-401, detail notes refer to spec sections 271500 for slack loop length; the referenced spec section is not in the bidding documents and the slack loop length is not listed.
A. 271500 reference is an error. Assume 3’ slack coil lengths.
9. The Index of Drawings page GI002 does not accurately portray drawings that are included in
Attachments 3 through 11. There are additional drawings in the attachments, drawings provided that are out of order, etc. Can you provide a revised Index of Drawings to ensure no drawings are missing from the Attachments 3 through 11?
A. Refer to revised Index of Drawings.
10. For COVID-19 Policies, to be considered fully vaccinated do you just need the initial two shots or do you need the following booster shots? Can you also clarify do unvaccinated people just need to test once before arriving onsite or do they need to be tested throughout the project if they are onsite for several months?
A. According to the CDC - Yes, you are fully vaccinated even if you haven’t gotten your booster yet. The definition of fully vaccinated does not include a COVID-19 booster.
Fully vaccinated, however, is not the same as having the best protection. People are best protected when they stay up to date with COVID-19 vaccinations, which includes getting a booster when eligible. The testing requirement for unvaccinated people applies throughout the project.
11. FAR Clause 52.236-6 Superintendence by the Contractor is included in this contract by reference. Please confirm that the Contractor is to provide a unique, full-time superintendent to this project, regardless of other awards currently underway at the Grand Island VA Medical Center.
A. If the GC that is awarded the contract has other projects on site, the VA will leave it up to the GC if they have capacity to have a superintendent support more than one project. The VA is not opposed to this idea, as long as the projects the GC has awarded to them do not suffer.
12. Will the government consider including FAR Clause 52.216-4 Economic Labor and Material Price
Adjustment to this contract? Bids are due 1-10-23 and award will likely not happen for at least 90 calendar days following that date, it is likely material prices will change between the bid date and award date given the volatility of the current market. Including this clause to the contract would allow Contractor’s to provide the best value to the Government because contingencies would not have to be added to the cost of work to cover any material price increases.
A. No
13. Page 6 of the solicitation document states, “reference statement of bid item(s) contained in attachment 1 – specifications for a more detailed description of this requirement”. In reviewing attachment 1, the referenced “statement of bid items” was not located in attachment 1. Please provide the “statement of bid items” document for review.
A. Contracting to remove this, there is no statement of bid items. GC to refer to the CD’s for what they deem a bid item
14. 1-HA10G General note 1 states that hazards material accuracy is not guaranteed. Can the government provide more information on the hazardous materials abatement scope of work to allow abatement contractors an opportunity to provide an accurate proposal? If not, please provide estimated quantities of each hazardous material type to be removed to allow for fair and equal bidding or stipulate dollar values to be used as an allowance for the hazardous materials abatement scope.
A. Refer to HAZARDOUS BUILDING MATERIALS INSPECTION REPORT, Addendum 1.
15. Section 010000, paragraph 1.3 states PoP is 190 calendar days, solicitation documents box 11 states PoP is 365 calendar days, which is correct?
