About this file
This document contains technical questions and responses related to Solicitation #36C77622B0031 for EHRM Infrastructure Upgrades at the Tomah VA Medical Center. The project involves infrastructure upgrades to electrical systems, building management systems, HVAC, communications infrastructure, physical security systems, and fiber optic backbone across multiple buildings. Questions addressed sensor types and locations for monitoring split systems, who is responsible for providing different sensor types, standards for sensor installation, and clarification on routing electrical feeds to the appropriate building generator. The general contractor will bid directly to the Department of Veterans Affairs Technology Acquisition Center in Austin, which is managing this infrastructure upgrade opportunity.

1. 7/19/22 7/20/22 I did not see a lay-out for the fire detection and alarm or a physical access and security. Did I miss something or is there a lay-out coming for my vendors to bid off of?
Fire alarm: Refer to electrical drawings and division 28 specification section for specific information. In general, electrical enlarged plans show new fire alarm devices to include detection in each telecommunication room (TR).
Access control/ security: Refer to telecom drawings and division 27 and 28 specification sections for specific information. In general, dual authentication card readers are shown outside of each TR on the individual floor plans, access control panels and power supplies, as well as video surveillance cameras are shown in the TR room enlargements.
2. 7/19/22 7/20/22 There is no controls specification section (23 09 23) there is, however, a section about DDC trending in 01 91 00(3.5) so it seems that at least the following points need to be in the DDC system:
1. Space temperature
2. Supply air temperature
3. Space Humidity
4. Water Sensor
5. DX cooling enable
6. Split system on/off
Yes, all these points need to be included. In addition, see Split System Sequence of Operation on M201.

3. 7/19/22 7/20/22 It also needs to be indicated who and how these points are to be obtained. It needs to be very clear if the units need to come with all of these points or if they will need to be provided by the DDC contractor. Currently the 23 81 43 only calls for the unit to come with a BacNet controller that shows points and refers to the non-existent 23 09 23 section so they wouldn’t know what points need to be provided.
It is up to the bidding contractor to decide who will provide these points, typically this is done by the controls contractor.
4. 7/19/22 7/20/22 Who is providing Humidity sensor next to split system space sensor?
It is up to the bidding contractor to determine who provides the sensors, typically controls contractor.
5. 7/19/22 7/20/22 Will it come with the unit or be a separate sensor? See above.
6. 7/19/22 7/20/22 Who provides the other sensors at the cabinet? It is up to the bidding contractor to determine who provides the sensor, typically controls contractor.
7. 7/19/22 7/20/22 What does per VA OIT mean? VA Office of Information and Technology
8. 7/19/22 7/20/22 Are there special standards for these sensors and where/how they are installed?
Yes. See pages 64-67 of the attached VA OIT standard, note that all requirements of the full document are included in project scope.
9. 7/19/22 7/20/22 Are they also supposed to be integrated into the BAS? Yes
10. 7/19/22 7/20/22 Are they part of a separate system? No
11. 7/19/22 7/20/22 Also, who will Johnson Controls be bidding to on this?
The General Contractor?
Yes
12. 7/19/22 7/20/22 Sheet B409-EP300 & B410-300 say to take the feeds for the ATS to B424. I know B411 has a generator next to it.
Are the feeds supposed to go to b411 instead of B424?
Building 411 generator is not large enough to support the loads for 409 and 410. We need to feed as shown
