A quick review of the specifications and it looks like the
BAS System needs to be BACnet IP. Do you know if there is an existing Campus BAS System that this new facility will need to connect too? Nothing in the documents defines any existing campus wide system.
Per the VA:
The facility’s existing Building
Automation System (BAS) direct-digital control system is manufactured by Siemens, and the main interface Engineering Control
Center (ECC) is the new Boiler
Plant with additional workstations in the HVAC Shop and the 6th floor mechanical space in the Bed
Tower. Any direct digital controls
(conforming with BACnet automation protocol standards) installed as part of this project must seamlessly integrate with the existing SIEMENS Desigo
BAS. The general contractor is responsible for retaining the
Systems Integrator and coordinating the control points and sequence of operations with the
Systems Integrator. The facility’s
Systems Integrator is Siemens
Controls; they are responsible for, and are to be retained by the general contractor, for generating required system graphics, developing points, trends, alarms, etc. The general contractor shall review the capabilities, communication network, services, spare capacity of the existing control system and its ECC prior to beginning this project.

802, which does not need waste. FD-E receives waste from this area. This item will be removed from the waste plan by Addendum. P-802 which is an internal wall mounted hose connection is documented in specification section 224000 on page 7.

a. (6) One Hour Session for Engineering & Security Staff
b. (4) Two Hours Sessions for the Engineers

Personnel.
d. In total will be 38 Hours.
Please confirm this requirement.

Please verify if lead and asbestos abatement is to be included in the contract, if so please provide all information regarding the lead and asbestos conditions currently on site including the investigative reports.

HVAC add alternates. They are for power information only. The electrical disconnect/conduit/conductors for an HVAC unit that is an alternate is to be a part of the alternate.

Piles within 3.5 feet pf each other are subject to this requirement. See also spec section 316316 paragraph 3.3

Please also include sump pump pit and sloping details if required.

Per sheetsSJ404 and A344, please confirm the elevator drawings have been coordinated with structural as it doesn’t appear to be because the rails are not shown or accounted for in the structural sections. Please advise on the detail and/or condition for where the elevator rails pass through the composite deck in the double bank elevator or if the rails terminate at the deck. If this is the case, please confirm that there is adequate space for the elevator equipment at the composite deck landing.
Refer to addendum deleting structural slabs in west elevator shaft and clarification on elevator divider beams which also provide rail supports.

am reviewing the specs and subcontracting notice of limitations. My specific question is the 85% mandate.
Does this mean that freedom can only subcontract with
Service Disabled Veteran owned small businesses and veteran owned businesses?
No. The VA believes this question stems from an erroneous understanding of “Attachment 08 –
Limitations on Subcontracting” and thus, would like to clarify. Pursuant to 38 U.S.C. 8127(k)(2), “the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in
852.219-10 or VOSBs as set forth in 852.219-11.”
38 U.S.C. 8127(k)(2) can be seen from two viewpoints: (1) as establishing a maximum percentage of dollars that can be paid to non-
SDVOSB subcontractors or in the alternative (2) establishing a minimum percentage of dollars that must be reserved for SDVOSBs. (Cost of materials are not considered to be subcontracted and are thus excluded from the calculation of the
85% threshold) For example, suppose a contract award $1,000,000 excluding materials. Pursuant to 38 U.S.C. 8127(k)(2) no more than $850,000 may be paid to subcontractors who are not
SDVOSBs. Conversely, no less than $150,000 may be paid to SDVOSBs. Note that because this is a SDVOSB set aside the awardee will be a
SDVOSB and the amounts paid to himself (for self-performance) counts toward this 15% reserve requirement. Simply put, 15% of the contract cost
(excluding material costs) must be performed by the awardee or similarly situated companies.
There are no limitations on the remaining 85% of contract costs.

VA please advise that the standard spec such as Pass &
Seymour 5362CD is acceptable for this application considering this is an office building?
