About this file
This is a Request for Single Source Justification document from the Department of Veterans Affairs for a construction project at the Iowa City Health Care System. The document justifies the sole-source procurement of Honeywell's Lenel Access Card Readers (ACRs) for Project 636A8-22-102, which involves upgrading doors and door hardware in various medical center buildings. The requirement covers ten doors that need new Lenel ACRs and Power Supplies, specifically designed to integrate with the existing Lenel OnGuard Physical Access Control System (PACS). The overall construction project will be competitively solicited as a 100% Service-Disabled Veteran-Owned Small Business set-aside and awarded as a Firm-Fixed Price contract. Market research confirmed that no other manufacturers produce ACRs fully compatible with the facility's existing system, supporting the single-source justification under FAR 13.106-1.

3. Unique characteristics that limit availability to only a single source, with the reason no other supplies or services can be used. A Honeywell Lenel OnGuard Physical Access Control System (PACS) in use at the Medical Center. The primary purpose of installing Lenel Access Control Readers (ACRs) is that they are designed to properly integrate into and work with the Lenel OnGuard PACS in service at the Medical Center. Lenel Access Control Readers (ACRs) are the type currently installed throughout the facility. Lenel ACRs have numerous technical features, and certain salient technical characteristics, that ensure that they integrate into the Lenel OnGuard PACS without issue. See IFB Attachment – Specifications (Division 28, Sections 28 05 00 - Common Work Results for Electronic Safety and Security and 28 13 00 - Physical Access Control Systems). The second purpose of installing Lenel ACRs is to be able to pre-stock standard items and have them ready for scheduled maintenance or unplanned repairs. Maintaining a fully operational PACS system is one of the keys to physical security at the Medical Center.
4. Description of Market Research conducted and results, or statement why it was not conducted. Market Research was conducted prior to selecting Honeywell’s Lenel Access Card Readers (ACRs) for the Medical Center. Research indicates that there are no other
