About this file
This document is a Questions and Answers (Q&A) file for a Department of Veterans Affairs (VA) solicitation to upgrade doors and hardware at the Iowa City VA Medical Center. The solicitation (36C26325B0015) is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and involves comprehensive door and hardware replacement, with specific requirements including 1-hour rated temporary walls, tuberculosis testing, fire stopping inspection, and Lenel access control system integration. The project has a 212-day work limit, with work beginning 10 days after Notice to Proceed (NTP), and involves coordinating with VA's on-site Contractor Officer Representative (COR) and VA locksmith.
Key technical details include replacing doors with 1-3/4" thickness, using specific hardware manufacturers (HES, Norton, LCN, Von Duprin), managing temporary construction cores, and following strict ICRA (Infection Control Risk Assessment) containment protocols. The VA will not provide storage or break areas, and contractors must handle flooring repairs, wall protection removal, and potential commissioning workflows. The project involves complex coordination, with specific requirements for working hours (Monday-Friday, with designated off-hours and weekend considerations), personal protective equipment requirements, and adherence to VA Technical Information Letter (TIL) guidelines. The contract will be a Firm-Fixed-Price with current prevailing wages consistent throughout the project duration.
