About this file
This document is a Request for Brand Name Justification for the Department of Veterans Affairs (VA), specifically for the Iowa City Health Care System. The justification is for purchasing 22 Best Access Systems brand Best CORMAX, X Series line door lock cylinder cores for a construction project (Project 636A8-22-102) to upgrade doors and door hardware. The procurement will be a 100% Service-Disabled Veteran-Owned Small Business set-aside, awarded as a Firm-Fixed Price contract.
The justification emphasizes the need for these specific door lock cylinder cores due to their unique security features, including a patented design that prevents unauthorized key duplication and provides drill and pick resistance. The VA conducted market research confirming no other manufacturers produce interchangeable cylinder cores with their existing system. The document includes certifications from the Chief of Engineering and the Contracting Officer, with digital signatures dated in 2025, and is effective from 11/15/2024. The acquisition is processed under FAR 13.106-1 for purchases over the Micro-Purchase Threshold ($2K) but not exceeding the Simplified Acquisition Threshold ($250K).

3. Unique characteristics that limit availability to only a brand name source, with the reason no other supplies or services can be used. The Best Access Systems brand, Best CORMAX, X Series line of door lock cylinder cores are the only door lock cylinder cores that are installed at the Medical Center. The primary purpose of installing the same door lock cylinder cores throughout the facility is the physical security of the facility. The Best CORMAX, X Series line of door lock cylinder cores are among the most secure in the industry. Their patented design prevents unauthorized key duplication and makes them drill and pick resistant. Having a standardized system of door locks at the facility aids in key control and organization which also promotes physical security. Introducing a different brand of door lock cylinder cores would increase complexity and reduce physical security. Best Access Systems is the only manufacturer of the Best CORMAX, X Series line and they are only sold through a network of authorized dealers. A secondary purpose of installing the same door lock cylinder cores is to be able to pre-stock standard items and have them ready for scheduled maintenance or unplanned repairs. The Best CORMAX, X Series line is also interchangeable with some older Best brand door lock cylinders at the facility. This backward compatibility also makes maintenance, repair, and upgrades easier and more cost effective. Finally, Best offers a 3-year warranty and has a nationwide installation and service network.
