Question 32

Q: Will the government consider adding FAR Clause 52.216‐4 Economic Price Adjustment – Labor and Material?

The construction market is very volatile, and the cost of materials is continually fluctuating. By adding this FAR Clause to the contract, it allows the government to secure the most competitive pricing during the bidding process and mitigates risk for the Contractor knowing they will be compensated if material prices change, provided the paperwork submitted with the claim is aligned with the requirements of the FAR. If this clause is not incorporated into the contract, how does the government intend to handle material price escalation requests/claims?

We are only providing past performance information we performed as a Prime Contractor therefore it is not necessary for every sub we list to complete Attachment 4, correct?

A: Yes, correct, an offeror that is not using any past performance from any of its subcontractors in its proposal would not be required to complete Attachment 4 for every subcontractor listed. However, Solicitation Attachment 1, Past Performance Questionnaire, Part 2, Section 2A. still requires an offeror to provide names of

SUBCONTRACTORS TO BE UTILIZED ON THIS CONTRACT.

Question 39

This is a maximum and offerors may be submit less than five relevant projects.

Question 48

Q: Page 35, paragraph 4.3 indicates the Past Performance Section is limited to 25 pages.
