About this file

This file contains the VA's responses to a pre-proposal Request for Information (RFI) for Solicitation No. 36C26126R0049, Project No. 570-23-223, to renovate the first floor of Building 1 at Fresno VA Medical Center to establish an Acute Respiratory Clinic (ARC). The project is a firm-fixed-price construction contract with a 224-calendar-day period of performance following Notice to Proceed, set aside for service-disabled veteran-owned small businesses (SDVOSB), with NAICS code 236220. The RFI responses address 74 distinct questions submitted by interested contractors across architectural, mechanical, electrical, plumbing, fire protection, structural, hazardous materials, infection control, and project management disciplines. Key scope elements include renovation of approximately 1,200 square feet of clinic space on the first floor, demolition and selective interior modifications, installation of Class IV ICRA (Infection Control Risk Assessment) containment with negative pressure HVAC systems, rerouting of active chilled water risers within a former casket lift shaft, installation of new dedicated exhaust fans on the penthouse roof in an N+1 redundancy configuration, integration with existing building fire alarm and building automation systems (Johnson Controls Metasys BACnet native), deferred design for fire sprinkler and fire alarm systems, asbestos abatement in select locations, and commissioning responsibilities assigned to the VA rather than the contractor.

Critical coordination and planning requirements identified in the responses include: contractor responsibility for developing a comprehensive phasing plan to maintain hospital operations; submission of a fully vetted Infection Control plan and Method of Procedures for utility outages to the Contracting Officer's Representative (COR) at least three weeks prior to execution; mandatory VA badging and background checks for all personnel; on-site staging limited to Parking Lot C with security fencing required; compliance with Class IV ICRA standards requiring dedicated Site Superintendent and Quality Control personnel (with limited potential to combine SSHO and CQC roles only after VA review); field verification of all existing conditions including structural concrete (estimated at 3,000 psi without testing), chilled water system routing, electrical panel capacity, and utility conflicts; contractor procurement of water supply flow test data for fire sprinkler deferred design; coordination of critical utility outages (AHU-1-8 serves 54,000 CFM to main hospital; chilled water shutdown limited to 4-5 hours maximum with night-time execution preferred during summer months); and pre-staging of temporary barriers outside abatement zones during asbestos remediation activities. The VA will provide commissioning services, coordinate IC training and barrier inspections, furnish existing as-built drawings for reference only (Teter Drawings noted as most accurate for mechanical systems), and handle season changeover for hydronic systems based on ambient night temperatures above or below 60°F. Contractors must submit technical proposals not exceeding 70 pages total and coordinate with COR on all deferred design submittals, BAS integration, construction sequencing, and post-construction TAB (Test and Adjust and Balance) activities.

M15#15 Are there any known conflicts between the new negative pressure HVAC system and existing building systems (chilled water lines, electrical, etc.)?Negative pressure is function of TAB, duct sizing etc. Existing unit and new exhaust fan to be balanced accordingly.
M16#16 Will the new clinic require integration with the existing building fire alarm system? Is a fire watch or temporary system required during construction?New clinic will require integration with existing building fire alarm system
VA17#17 Since this is a relatively small clinic build-out project, does the Government really require three separate full-time individuals for Site Superintendent, SSHO, and CQC Manager, or can any of these roles be combined?VA Fresno normally experiences contractors who provide less than desirable outcomes to construction activities. That is why it is vital that that the Contractor has a very strong QA/QC person regardless of size. We will need a dedicated Site Superintendent at all times. Depending on the qualifications of the indivudual the VA would be amendable to combining SSHO & CQC. But only after VA Chief of Projects CO and COR review the indivudual's resume and follow-up questions.
G18#18 Will the Contractor be responsible for any modifications or coordination in spaces adjacent to the new Acute Respiratory Clinic (e.g., existing corridor, waiting areas, or mechanical rooms)?Yes. Means and methods for routing and coordination for tie in of duct, all associated work required to complete scope including field verification and coordination of existing utilities, conflicts, adjacent surfaces and associated infection control. Work detailed for penthouse below new exhaust fan, and pre and post tab in accordance with requirements. M19#19 Please clarify the exact scope of work associated with the casket lift, including any required modifications in the basement and the rerouting of chilled water lines.Current active use chilled water lines are routed along southern wall of casket lift. To make space for new floor, expanding footprint of clinic, chilled water lines shall be frozen/outage, reconfigured to northern wall of casket lift for continued operation. Sizes and isometric plan provided. Storage room to remain. Chilled water lines were indicated to serve critical units throughout hospital and critical outages will need to be coordinated with COR. Pre-construction of new pipes shall be performed to minimize operational impact and effective down time for units associated . Additional Rerouting of existing lines that pass through the area will be required as indicated in updated ASI sheet
S20#20 Please clarify the extent of selective demolition required, including whether demolition of existing ductwork, piping, and finishes in adjacent areas is included in the base scope. BOD Section 1.1.9 states the existing exterior slab at the new vestibule location is "approximately 4 to 5 inches thick and appears to be reinforced" based on laser scans only — no geotechnical or structural investigation has been performed to confirm this. The design calls for a 4" lightweight concrete topping slab with #4 rebar at 12" OC each way, with a 3" gap filled with Geofoam (Spec 31 23 23.43). BOD also notes the structural slab directly under the new vestibule slab is depressed 7" per original structural drawings.see below

As-builts are for reference and require field verification. Shall not be the basis for construction. Contractor to verify in field and confirm routing and existing conditions prior to construction. Drawings from VA project # 570-C19211 (referred to as the "Teter Drawings" by the COR) appear to be the most accurate. After Award Teter drawing
M283. Confirmation of the number of risers present (BOD references "two risers") and their connection points above and below.See photo/drawings
M29#29 The BOD references two new dedicated exhaust fans on the OPC penthouse roof in an N+1 redundancy configuration. During normal clinic operations, the BOD indicates exhaust continues via existing EF02. The control sequence for the two new fans is not defined in the current documents.See below
M29Please confirm:See below
M291. During normal operations, do both new fans run simultaneously or is one a standby/redundant unit?Per sequence on sheet M-503, during normal operation, neither fan is energized and the existing fan EF-02 will provide exhaust to the space.

During ARC mode, the new exhaust fans will operate as a primary/standby, alternating rolls on a monthly basis

M292. What is the control sequence and trigger for switching from normal operation to full ARC activation mode?See M503 - manually switched by maintenance when directed
M293. Is ARC activation initiated manually by VA staff, automatically by BAS, or both?SeeM503 - Manually by maintenance
M294. Are the two new fans intended to operate independently of EF02 or in coordination with it during activation?See drawings. EF 02 continues to operate and serve other general areas outside footprints. only new fan to serve space during ARC/Flu mode
M30#30 BOD Section 1.1.6 states new supply and return hydronic piping will be tied into the facility's seasonal changeover system for both heating (HW) and cooling (CHW) modes. Hydronic tie-in scope — including chilled water riser demolition, new terminal unit piping, and air curtain/vestibule heater connections — requires system access. Construction phasing depends on changeover timing.see below
M30Please confirm:
M301. What are the VA Fresno CCHCS typical seasonal changeover dates for heating and cooling modes?Seasonal Change Over, The Fresno VA uses the night ambient temperatures to determine whether to go in Heating or cooling mode. When night temperatures are below 60 degrees Fahrenheit Heating mode is engaged. When night temperatures are above 60 cooling mode is engaged.
VA302. Are there preferred windows during changeover transition periods when the hydronic system may be accessed? The change over system involves using one set of pipes to convey chilled water during the summer, and the same set of pipes to convey heating hot water during the winter. The pipes in question are actively used year-round.
VA303. What is the maximum allowable chilled water system shutdown duration and required advance notice?Depends on how the contractor will execute on the Chilled Water Shutdown. Realistically, no more than 4 - 5 hours. However, if we are looking at significantly at those time ranges, the expectation would be for the construction team to perform the shutdown at nights. Especially during the summer months. Coordination discussions with the COR are always required prior any utility shutdown of this magnitude.
E31#31 BOD Section 1.1.7 identifies the normal and emergency panels in corridor 1A-2 as the source of power for new lighting, receptacles, and mechanical equipment throughout the ARC renovation. No panel schedules or one-line diagrams have been included in the bid documents for the existing corridor 1A-2 panels.Panels (E) N-C-1D, (E) LS-E-1E, (E) C-E-1Y, and (E) N-E-1E are all located in corridor 1A-2. P42#42 A conflict exists between two contract documents regarding the sink fixtures specified for the exam and interview rooms.MIDMARK IS THE BASIS OF DESIGN. CONTRACTOR SHALL COORDINATE ROUGH-IN LOCATIONS WITH THE SHOP DRAWINGS. - MD
P42Sheet P-401 — Plumbing Plans identifies the sink fixtures within the ARC exam and interview rooms as Midmark.See above
P42BOD Final Bid Set, Section 1.1.5 — Architectural & Interiors Summary references a Sloan Sloanstone sink as the basis for the same spaces.See above
P42These are two distinct products with different installation requirements, rough-in dimensions, and scope assignments:See above
P42The Midmark sink is an integral component of the Midmark x Synthesis healthcare casework system specified under Spec 12 35 70, Section 2.2, where the basis-of-design manufacturer is identified as Midmark Corporation and the product line is the Synthesis™ Casework Collection. Integral sinks are included as part of the casework assembly and are furnished and installed under Division 12.See above
P42The Sloan Sloanstone is a standalone countertop sink furnished and installed as a separate plumbing fixture under Division 22, with independent rough-in requirements.See above
P42These two products are not interchangeable. Specifying one versus the other affects the scope boundary between the casework contractor (Div 12) and the plumbing contractor (Div 22), the rough-in dimensions, faucet compatibility, and overall cost.See above
P42Please confirm:See above
P42Which fixture governs — the Midmark integral sink shown on Sheet P-401, or the Sloan Sloanstone referenced in the BOD? If the Midmark integral sink governs, are the plumbing rough-in locations and dimensions on Sheet P-401 coordinated with the Midmark Synthesis casework shop drawings, or will updated rough-in details be issued? If the Sloan Sloanstone governs, will Spec 12 35 70 be amended to remove integral sinks from the Midmark casework scope?See above

Will be contingent on durations, phasing propositions such that hospital operations will be held to a minimum
VA54#54 – Spec section 01 35 26 part 1.9.C requires the SSHO to be a separate individual from the superintendent and QC and performs only duties as the SSHO.VA Fresno normally experiences contractors who provide less than desirable outcomes to construction activities.
VA55#55 - Section 01 45 00 part 3.4 does not state that the QC must be a separate individual from the superintendent. Please confirm that if qualified, the Superintendent may also fill the role of QC Manager.VA Fresno normally experiences contractors who provide less than desirable outcomes to construction activities.
VA56#56 – Spec section 01 45 00 part 3.4.B “The CQC system Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of PM or SRE to determine qualifications based on project complexity at construction review 5 years construction experience on construction similar to the scope of this Contract” The requirements as written would exempt well qualified construction individuals from filling the roll of QC. Is there supposed to be the word “or” between the word “review 5 years”?A well qualified QC is the standard set by the VA Specification 01 45 00.3.4.B. Plese adhere to the VA Spec.
VA57#57 – Spec Section 01 45 00 part 3.4.C is written in such a way the multiple individuals in addition to the QC Manager are to be on site and employed by the GC as part of the QC team. This will be very expensive to have Architects and Engineers on site full-time. How many total number of personnel is the VA expecting the General Contractor to have on site? Would the VA accept the foreman of each subcontractor who meets the minimum experience requirement as laid out in the included matrix to fill these rolls? This section does not suggest having Architects and Engineers on site full time. This section identifies the need for specialized support to the CDQC. More discussions can be engaged with VA COR, but the expectation is for the adhereance to 01 45 00.3.4.C.
A58#58 – Spec Section 08 71 00 Door Hardware includes door numbers in the hardware sets. The door numbers provided in the specs do not match the door numbers provided on the door and frame schedule on sheet AI-400. Hardware set 2.0 calls for a surface closer, however on the door schedule for door number 1A01A, which is hardware set 2, the remarks call for a Power operator. Please clarify if an ADO or surface closer is required. The electrical power plan on sheet EP-101 has keynote 8 which is power for the pacs system. Is the Power Operator supposed to be on the same circuit as the PACS?Specification section 08 06 71 is the hardware sets that are to be used. Surface closer per the specifications, hardware set 2.0 should be provided.
A59#59 – The note for detail 07 on sheet IN-421 refers to an “interior detail located on sheet” it is unclear what this is referring to on the sheet. Please advise what detail this is referring to.That detail on the sheet calls out another detail located on a different sheet 08/IN-001. It is in regards to Wall Protection Bottom installation. Coordinate construction activity with COR.
A60#60 – Anteroom Configuration and DimensionsSeebelow
A60Sheet GC-001 Level IV ICRA notes, item 2 states: "Containment must include an anteroom to ensure pressure control. Anteroom must be large enough for equipment staging, cart cleaning, worker's PPE and cleaning." The T1 detail on GC-001 and the IC plan on GC-101 show the primary containment boundary but do not show an anteroom configuration, dimensions, or construction type. Is the anteroom to be constructed using the same T1 poly barrier system shown in the GC-001 detail, or is it required to be a hard barrier assembly? What are the minimum required dimensions for the anteroom to satisfy the equipment staging, cart cleaning, and worker PPE requirements? The exact dimensions of the ante room should be roughed out with COR approval.
A61#61 – Hard Barrier vs. Poly Barrier Conflictsee below
A61Sheet GC-001 Level IV ICRA notes, item 1 states: "Barriers must be hard barriers unless temporary to install final barrier." However, the T1 Temporary Wall Partition detail on GC-001 shows 6-mil polyethylene sheeting as the primary barrier material, which does not meet the definition of a hard barrier. Please clarify: is the T1 temporary wall partition intended to satisfy the Level IV hard barrier requirement, or is the poly barrier a preliminary temporary barrier only, with a hard barrier system to be installed subsequently? If a hard barrier is required for the primary containment boundary, what construction type and fire rating is required? The poly sheet is shown at the door opening only.
A62#62 STARC Systems RealWall as Compliant Hard Barrier Alternativesee below
A62Given the Level IV ICRA hard barrier requirement on GC-001, please confirm whether a STARC Systems RealWall modular temporary wall panel system is an acceptable compliant alternative to site-built gypsum board construction for the T1 temporary wall partition. STARC RealWall panels are ASTM E84 Class A rated for flame spread and smoke development, install from floor to deck, provide smoke-tight joints at all perimeter conditions, and are compatible with negative air pressure containment requirements. If acceptable, please confirm whether a submittal is required prior to installation and what the review period will be.Yes, the STARC system is an acceptable alternative.
A63#63 - STARC Systems FireblockWall as Compliant One-Hour Rated Alternativesee below
A63Sheet GC-001 and Section 01 35 26 reference one-hour fire-rated temporary construction partitions in certain locations. Please clarify which specific wall segments shown on GC-101 require a one-hour fire-rated temporary barrier assembly. For those locations, please confirm whether STARC Systems FireblockWall, which carries a UL-listed one-hour fire resistance rating, is an acceptable compliant alternative to site-built one-hour gypsum board construction. If acceptable, please confirm whether a submittal is required prior to installation and what the review period will be.Yes, STARC FireblockWall is acceptable.
G64#64 - Card Reader on T1 Temporary BarrierSee below - coordinate with VA during IC planning
A64The T1 Temporary Wall Partition detail on GC-001 shows a door and frame with card reader, hardware, and closer. Please clarify whether the card reader shown on the T1 temporary barrier detail is required as part of the temporary ICRA containment assembly, or whether it is shown for reference only and will be installed as part of the permanent construction. Who is responsible for furnishing and installing the card reader on the temporary barrier, and is access control to the construction zone required to be operational before general construction begins?Card reader will be installed as part of the permanent construction
65#65 - Construction Sequence: Abatement Completion vs. ICRA Barrier InstallationSee below
VA65The asbestos abatement regulated area shown on HA-101 substantially overlaps the ICRA construction containment zone shown on GC-101. Please confirm the intended construction sequence: must abatement be fully complete and clearance air monitoring passed before T1 temporary wall partitions can be installed, or can any portion of the T1 boundary be pre-staged in areas outside the abatement regulated zone while abatement is ongoing? Additionally, does the 224-calendar-day contract duration begin running from NTP regardless of abatement completion status, or does the construction clock begin upon issuance of abatement clearance?Pre-staging can occur, with the intent of fully abating "Hot" area with required air monitoring. Coordinating with Contracting is required to account for time/cost incurred by abatement activities. Most likely Contracting will execute either a cost or no-cost period of performance extension.
VA66#66 Would you entertain a follow-up site visit now that we’ve had a chance to review the drawingsVA Response: The VA will not schedule an official second site visit; however, the interested prime contractor may request a site visit if Facility Engineering can support it. Contact the assigned COR to arrange a site visit. No questions will be answered during the visit, and the Government will not address any inquiries related to this solicitation after the RFI deadline.
VA67#67 Will selection be based solely on low bid; or on best value (i.e. based on price, management plan, personnel, etc )VA Response: The Government intends to award one contract as a result of this solicitation. In using the Tradeoff approach, the Government seeks to award the offeror who gives the Government the greatest confidence that it will best meet or exceed the requirements affordably in a way that will be advantageous to the Government. See INSTURCTION TO OFFERORS and Evaluation Procedures of the solicitation.
G68#68 Is there any phasing or a schedule for any workarounds with operationsSee response on RFI 3, 53
E69#69 – No fiber cabling is shown and/or specified, please confirm this is correct? If incorrect, please provide type, strand count, termination points.Correct - no fiber cabling
VA70#70 RFI #13 – Sheet ET-101 general note 19 states that the contractor is to verify if EHRM switches have capacity for SPS data outlets, and if not contractor is to provide data switches as needed. Please confirm that if additional switches are needed, the VA will provide. Or if the contractor needs to provide this will it be handled by a contract change?Contractor will execute per ET-101. Contractor is expected to handle all controls aspects associated with this project. Contractor should establish a subcontractor (i.e. JCI or Bedard) to coordinate total construction activities.
VA70What are the Coordination requirements with VA OIT for network‑connected systems and data outlets?Coordination efforts will occur with VA COR.
VA71#71 RFI #14 – Please confirm whether the following items are VA‑furnished and VA‑installed: Network switches, Switch ports, Patch cords, Network programming and configuration, Whether the contractor is responsible for any network configuration, activation, or cybersecurity coordination.Contractor is responsible for all aspects related to activating the ARC. There is a significant controls component that must be executed upon by the contractor.
