About this file
This is a Statement of Work (SOW) for fire door repairs at the Department of Veterans Affairs Central California Health Care System (VACCHCS) in Fresno, California.
The contract requires the repair of fire doors identified as deficient during FY25 Fire Door Inspections across four buildings: the main OPC facility (22 doors), Building 31 (12 doors), Building 28 (7 doors), and Building 1 (45 doors), totaling 86 doors with various deficiencies requiring repair or replacement. Deficiencies include excessive clearance, damaged or missing smoke seals, missing or damaged door closers, frame or door penetrations with unused fastener holes, missing filler plates, hinges issues, latching problems, and non-compliant hold-open devices. Three doors require complete replacement due to major damage or missing labels that prevent rating. The contractor must comply with NFPA 80, NFPA 90A, and NFPA 105 standards, along with OSHA guidelines and VA Health Care System Memorandums. Work must be completed within 45 days of Notice to Proceed, during standard business hours (8:00 AM–4:30 PM, Monday–Friday, excluding federal holidays), though weekend or after-hours work requires prior COR/Contracting Officer approval. The contractor shall provide all tools, equipment, materials, labor, and supervision; manage waste disposal at its own expense; provide a 30-day warranty on all components and labor; and designate a single point of contact for the government. Safety requirements include OSHA 10 CFR compliance, appropriate PPE, submission of a safety plan within 15 days of contract award, and EPA-compliant disposal of hazardous materials with contractor bearing responsibility for any penalties from unlawful disposal.
