About this file
This document is a Questions and Answers (Q&A) record for a federal solicitation regarding fire door repair and replacement services at VA Central California Medical Center in Fresno, California.
The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, single-award Firm Fixed Price (FFP) contract with a 45-day period of performance. The contract includes six CLINs for fire door repairs and replacements across multiple buildings: CLIN 0001 (Door Replacement BLD 1 – Quantity 2), CLIN 0002 (Door Replacement OPC – Quantity 1), CLIN 0003 (Door Repair BLD 1 – Quantity 45), CLIN 0004 (Door Repair OPC – Quantity 22, with a separate line item added for relabeling services by a third party), CLIN 0005 (Fire Door Repair BLD 31 – Quantity 12), and CLIN 0006 (Fire Door Repair BLD 28 – Quantity 7). The government clarified that door repair companies are not permitted in California and requires third-party relabeling services. FAR 52.217-8 is included to address potential unforeseen delays, allowing for optional service extensions up to six months total, evaluated at the same rates as the base contract, though the government is not obligated to exercise any option. Full inspection reports with detailed deficiency information have been provided to support accurate quotations. A mandatory site visit is scheduled for July 7, 2026 at 10:00 AM PDT at VA Central California Medical Center, 2615 E. Clinton Avenue, Fresno, CA 93703, with attendance confirmation required by July 2, 2026. All questions must be submitted by 10:00 AM PDT on July 8, 2026 to gary.christensen@va.gov, with answers provided via solicitation amendment.

1. Can you please verify the set aside status for the solicitation? Sam.gov and the evaluation factors indicate SDVOSB, however the SF1449 has SB box checked.
Please advise.
VA RESPONSE: Solicitation is 100% SDVOSB set aside
2. Is this a single-award FFP contract for the specific deficiencies listed, or an IDIQ contract for recurring fire door repair services? If IDIQ, where are the minimum/maximum order quantities, ceiling value, and pricing structure for future task orders? Where are the option year CLINs?
VA RESPONSE: This is a single award FFP, no option period to follow.
3. Under the evaluation criteria, Factor 4 – Price, it references 52.217-8, evaluation of option to extend services. Can you please elaborate on how offerors’ prices will be evaluated for this? Typically, this clause is used on recurring inspection, testing, and maintenance contracts that are multi-year contracts.
VA RESPONSE: It is included in case of an unforeseen delay that would require the work to extend services beyond the initial 45 day period of performance.
See FACTOR 4 Price (b) Evaluation of Option to Extend Services under 52.217-8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8
4. The solicitation states a 60 day period of performance in Section B.3 Statement of Work, however the SF1449 and Price/Cost table indicate a 45 day period of performance. Can you please clarify the actual period of performance?
VA RESPONSE: Government confirms 45 day period of performance. Statement of Work updated
5. Can you please provide a copy of the inspection report that identifies each of the deficiencies? The SOW provides a condensed list of deficiencies, with 3 or 4 words describing the issue. The full inspection report should provide additional details necessary for providing an accurate quote including pictures of the deficiencies. For example, excessive clearance can be caused by several issues that have varying degrees of resolution costs.
VA RESPONSE: Attached are the full inspection reports
6. The following questions pertain to the Price/Cost Schedule as it relates to the specified statement of work in Section B.3
a. CLIN 0001 – States Door Replacement BLD 1 – Quantity = 3. However, on Page 10 of the solicitation, there are only 2 doors listed for replacement of BLD 1, the other door referenced is for OPC, which represents CLIN 0002.
Please update Price/Cost schedule with correct quantity, or provide information regarding the missing 3rd door from BLD 1.
VA RESPONSE: Door numbers are updated
b. CLIN 0003 – States Door Repair BLD 1 – Quantity = 45. Section B.3 does not have a list of deficiencies requiring repair for BLD 1. Please provide this list. It appears as if possibly this was intended to fill the blank space at the bottom of page 8.
VA RESPONSE: Table for building 1 deficiency has been added
c. CLIN 0004 – States Door Repair OPC – Quantity = 22, with 2 requiring relabeling. For the doors requiring relabeling, it states “requires relabeling by intertek”. Can any authorized fire door labeling company perform the relabeling service, or are offerors required to utilize Intertek?
VA RESPONSE: Door repair companies are not allowed in California.
Requires a third party
i. If this is required to be performed by Intertek, would the government consider providing a separate line item for relabeling services, as the costs associated with that do not align with the cost associated with a typical door repair and we don’t want to over inflated 22 door repairs based on 2 doors requiring relabeling.
VA RESPONSE: New line item has been added
ii. Or will the government procure these services separately from this contract with Intertek directly?
VA RESPONSE: There is no separate procurement
d. CLIN 0005 – States Fire Door Repair BLD 31 – Quantity = 122. The list of deficiencies provided for BLD 31 are for 12 doors, 15 individual repairs. Was this a typo and should be a quantity of 12 to align with the number of doors needing repairs?
VA RESPONSE: There are only 12 for building 31
e. CLIN 0006 – States Fire Door BLD 28 – Quantity = 7.
VA RESPONSE: Fire Door repairs are quantity is 7.
7. While the SOW states no staging area will be provided, is there any available space on or near the campus where the contractor may coordinate temporary material storage during performance? If not, please confirm that all materials must be transported daily.
VA RESPONSE: Depending
8. Will the VA provide door specifications, cut sheets, or hardware schedules for the doors requiring full replacement (CLINs 0001/0002)? What fire rating is required for the replacement doors? Are there approved manufacturer lists or "or equal" standards?
VA RESPONSE: Information is provided in information on all inspections
9. Additionally, can the Government advise whether a site visit will be scheduled or if vendors may coordinate a site visit to verify existing field conditions prior to submitting quotations?
VA RESPONSE:
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
