REQUEST FOR INFORMATION

FROM: Department of Veterans Affair.

SUBJECT: PRE-PROPOSAL RFI

SOLICITATION: 36C26121R0066

NOTE: ALL PRE-PROPOSAL INQUIRIES SHALL BE SUBMITTED VIA EMAIL TO

james.rall@va.gov BY AN EDITABLE USE OF THIS FORM. Please identify, in numerical sequence, each set of inquiries that you send.

RFI #1 – While researching and gathering information from Modular Building manufacturers, it is a reality that in the best case scenario, it will take a minimum of 210 days from the submittal process to delivery of the modular building. Given the current supply chain and logistical issues, this will most likely take longer.

After delivery of the modular building, there will be installation and connection of mechanical systems, plumbing systems, Fire Protection, Fire Alarm, communications, etc. This will most likely take a minimum of 45 days to complete, if everything is installed without issue and passes all testing and inspections. It will probably take another 14 days to complete the move out of the existing ED and have all required ED hospital operations running through the modular building. This adds up to realistically taking a minimum of 269 days before work on the new ED can begin, assuming the modular building shall be completed before vacating the existing ED. A contract duration of 365 days will not be enough to complete all of the modular building work, new ED work and demolition of the modular building. Please advise if the VA will extend the contract duration to account for the modular building MFR duration and the other requirements on this project.

RESPONSE: Contract duration is extended from 365 calendar days to 548 calendar days.

RFI #2 – On Drawing# IN100M, Interior Sheet Note “D” indicates the furniture is “Not in the Contract” for the general contractor. There are also other indications in the drawings for the VA to provide items for the modular, temporary ED.

Please also advise how many days the GC is to allocate in the schedule for the VA to complete the furniture installation and other VA provided items.

RESPONSE: Allow Two Weeks for VA to complete the furniture installation and other VA provided items.

General Contractor/Vendor to be responsible for the screw holes left by VA.

Example, Paper towel, soap disperser and sign screw holes. VA will try to utilize double sided tape wherever is possible to minimize holes on walls.

RFI #3 - On Drawing# IN100M, Interior Sheet Note “I” indicates a sealed environment and HVAC flush out period when applying paints and adhesives.

Please advise the specific sealed environment requirements and the required durations for HVAC flush out.

RESPONSE: This is a standalone building with no connecting adjacent spaces.

Standard HVAC flush out should take place.

RFI#4 – Please advise if there is a requirement and the scope of work for Fire Protection/Design and Fire Alarm installation for the modular building within the contract.

RESPONSE: This space is required to be fire protected.

RFI#5 – Please advise if drawings will be provided for plumbing and sewer drainage to and from the Modular building and if this work will be required in the contract.

RESPONSE: Connections to the modular building for all utilities will be required.

RFI# 6 – Please advise if drawings for structural footing support of the Modular building will be provided, taking into account the structural load requirements as well as indicating the required form of support (i.e. concrete footings).

RESPONSE: No additional drawings will be provided.

RFI# 7 – Please advise if communication cables and installation of phone, ethernet, etc. will be required as part of the General Contractor’s scope of work for the modular, temp ED.

RESPONSE: Connections to the modular building for all utilities will be required.

RFI# 8 – Please advise if installation of access controls will be part of the modular, temporary ED and if this shall be part of the GC’s scope of work.

RESPONSE: Access control and connections to the modular building for all utilities will be required.

RFI# 9 – When the use of the modular, temporary ED is complete, are there VA provided and installed items that will be required to be removed and/or re-located for the VA by the General Contractor as part of the project?

RESPONSE: NO. VA to remove and relocate.

RFI# 10 – Please advise if a lead and asbestos survey has been performed in the OPC Building, and if this survey will be provided as part of the solicitation bid documents to prospective bidders.

RESPONSE: Yes, see the attached report.

Most of the Asbestos has been removed by VA. Any new discovered asbestos will be handled by VA.

RFI# 11 – Sheet E-602 keynote # 7 calls for 5” UG concrete encased PVC conduit with med voltage conductors, please provide a site sheet drawing showing the length and path for the underground conduit, and different surfaces it would encounter.

RESPONSE: Please see electrical site plan ES101.

RFI# 12 – Sheet E-602 keynote # 10 calls for a 30-day load logging and the keynote is pointed at the medium voltage side. However there is currently no equipment available that will load log on the medium voltage side, please advise.

RESPONSE: Load may be monitored at the low voltage side of each transformer.

Ensure all transformers connected to the medium voltage feed are included.

RFI# 13 – Please verify a side to side motor (Horizontal axis motor) is not required per spec section 11 73 00 section 2.2 B-7. The horizontal movement is performed with minimal effort by the caregivers to maneuver the patient along the rails.

RESPONSE: VA to verify.

RFI# 14 – Per new bid set drawings there are no FA drawings shown. Is there any FA work on this project, please advise.

RESPONSE: Existing FA devices outside of the renovated observation bed suite should be retained, protected-in-place, and reused. New devices will be required for the temporary modular and renovated area per Specification 28 31

00. Contractor shall submit shop drawings for the proposed configuration per 28 31 00 Part 1.4.

Per new bid set drawings there are no FA demo drawings for safe off existing FA devices as needed, please advise.

Per new bid drawings for Modular temp building show no new Fire alarm for that space.is this required for Temporary conditions. We feel that the Temporary Modular building will require some sort of FA needed per code, please advise.

RESPONSE: Fire Alarm will be required for the temporary modular. Provide per modular provider’s requirements and in accordance with specification 28 31 00.

RFI# 15 – The current ED remodel project will require some demo and safe off of existing FA devices throughout, removing existing FA devices, re program FA network and add new FA devices as needed. Please advise if this scope of work will be required and offer drawings and specifications.

RESPONSE: Existing FA devices outside of the renovated observation bed suite should be retained, protected-in-place, and reused. New devices will be required for renovated area per Specification 28 31 00. Contractor shall submit shop drawings for the proposed configuration per 28 31 00 Part 1.4.

RFI #16 – If Security card access is going to be added to the project, do any current FA devices, FA relays for shut down and connection need to be programmed into the Security card access system. Please advise.

RESPONSE: Physical Access Control System devices shall be coordinated with Fire Alarm systems in accordance with Specifications 28 13 00 and 28 31 00.

RFI# 17 – If the project has no Fire Alarm scope at all, please advise if the VA ‘s intent is to perform this work inhouse and will coordinate with the awarded GC.
