Proposal RFI #1 – PL-001, Gen Plumbing Note #16

The note states that we are responsible for verifying the functionality of all existing shower mixing valves and ensure they are ASSE 1016 compliant. Can the VA clarify this statement?

All new shower mixing valves must comply with ASSE 1016 and all new lavatory thermostatic mixing valve must comply with ASSE 1070.

Proposal RFI #2 – PL-001, Plumbing Installation Requirements Note #4

The note states that we are provide pipe escutcheons on all exposed penetrations…” Can the VA clarify this statement?

All exposed penetrations shall be properly “enclosed” so as no one can access penetrations.

Proposal RFI #3 - PL-001, Gen Plumbing Work Scheduling/Phasing Note #3

“WORK ON THE PATIENT TOILET/SHOWER ROOMS SHALL BE LIMITED TO A MAXIMUM OF WORK ON THE PATIENT TOILET/SHOWER ROOMS SHALL BE LIMITED TO A MAXIMUM OF (2) TOILET/SHOWERS ROOMS ON ANY GIVEN FLOOR AT A TIME.” Can the VA clarify if this is required and no exceptions?

The VA will accommodate more than two rooms at a time only when feasible to Hospital & Engineering staff, Contract Docs will govern.

Proposal RFI #4 – PL-001, Gen Plumbing Work Scheduling/Phasing Note #4

“WORK IN OFFICES AND EXAM ROOMS SHALL BE LIMITED TO (2) ROOMS AT A TIME” Can the VA clarify if this requirement is per area or is this the same requirement where we will be limited to 2 rooms maximum on any given floor at a time?

The VA will accommodate more than two rooms at a time only when feasible to Hospital & Engineering staff, Contract Docs will govern.

Proposal RFI #5 – PL-001, Dead Leg Removal Note #5

“Locate and identify an isolation valve upstream of the section open all low point drains. Locate and identify an isolation valve upstream of the section in question and open of the piping to release any vacuum and allow remaining water to drain. Blow compressed air into the piping to remove any residual water.

If in the event the isolation valve does not hold, the contractor’s schedule should account for additional phases to accommodate the difficulty of isolating the system. Refer to construction SOW section phasing, noise, smells, and after-hours work.

During the site visit it was discussed that in the event valves do not hold the VA would issue change order(s) due to the known issues. Can the VA verify this would be the case?

No, contractors schedule must accommodate the difficulty of isolating the system. Refer to construction SOW section phasing, noise, smells, and after-hours work.

Proposal RFI #6 – Section 22 11 00, PART 3 – EXECUTION, para 3.1D

“Dead leg remediation – Contractor shall remediate/correct the dead legs identified on the drawings. Contractor shall shut off the water supply at the nearest upstream valve that supplies water to the dead leg.

If in the event the isolation valve does not hold, the contractor’s schedule should account for additional phases to accommodate the difficulty of isolating the system. Refer to construction SOW section phasing, noise, smells, and after-hours work.

No, contractors schedule must accommodate the difficulty of isolating the system. Refer to construction SOW section phasing, noise, smells, and after-hours work.

Proposal RFI #7 – Section 23 07 11

Section 02 82 13.13 references to see section 23 07 11, however this section does not have 02 82 13.13 listed in the “1.2 RELATED WORK” Can the VA confirm they are related?

HVAC, PLUMBING, AND BOILER PLANT INSULATION is not included in this project.

Proposal RFI #8 – 1-SUB-CS-010-A

“Dead leg remediation – Contractor shall remediate/correct the dead legs identified on the drawings. Contractor shall shut off the water supply at the nearest upstream valve that supplies water to the dead leg.

If in the event the isolation valve does not hold, the contractor’s schedule should account for additional phases to accommodate the difficulty of isolating the system. Refer to construction SOW section phasing, noise, smells, and after-hours work.

Proposal RFI #9 - PL-001, 1-SUB-CS-010-A Tag

The drawing reflects this tag as Type A, whereas the schedules reflect Type B. Can the VA clarify which is correct?

Both sheets PL-010 & PL-100 reflect DL #010 as Type A tag since it terminates at a cap and services no fixture.

Proposal RFI #10 - PL-001, 1-SUB-CS-011-A Tag

The drawing reflects this tag as Type A, whereas the schedules reflect Type B. Can the VA clarify which is correct?

Both sheets PL-010 & PL-100 reflect DL #011 as Type A tag since it terminates at a cap and services no fixture.

Proposal RFI #11 - - PL-106, ISOMETRIC PLUMBING PLAN
This ISO references 2/PL-106. Is the label “2/PL-106” correct or is it a partial ISO of 1/PL-106 IE grid line K/24?

See point of connections 1, 2, 3, and 4 in isometric view and plan view. This is representative of all piping within this area. The importance of this isometric representation is to ensure dead legs 1-SUB-4-025-A and 1-SUB-4-026-A are remediated.

Proposal RFI #12 – Water+Distrib+-+Resubmission+-+Plumbing+Dwgs+1
There are a few drawing notes that state “UNABLE TO VERIFY DESTINATION OF RISE. PIPING IS A POTENTIAL DEAD LEG.” Can the VA clarify what we should assume for locations with this note?

In instances that piping is a potential dead leg contractor shall account for removal of piping from source pipe, cut, cap and abandon remaining piping in place. Prior to removal of piping contractor shall coordinate means of testing with VA COR and verify that noted pipe does not serve any active fixture.

Proposal RFI #13 – PL-115
This sheet has 2 dead leg tags - 1-1-W26-001-A and 1-1-W26-002-A that don’t appear to be on the schedule. Can the VA clarify these 2 tags?

JM – neither tag appears on PL-013, pipe rises to next floor, and terminates at closed valve servicing no fixture.

Proposal RFI #14 – PL-131 – Keyed Note #4
The keyed note states “THE CONTRACTOR SHALL INCLUDE IN THEIR BID TO REMOVE AND REPLACE AN ADDITIONAL 500 FEET OF GALVANIZED WATER PIPING ABOVE AND BEYOND WHAT IS CALLED OUT ON THE CONTRACT DRAWINGS. THE SIZES OF PIPE VARY BETWEEN 1 INCH AND 2 INCH HOWEVER THE CONTRACTOR SHALL BASE THEIR BID ON ALL OF THE PIPE BEING 2 INCH. ALL QUANTITIES OF GALVANIZED PIPE REMOVED AND REPLACED THAT ARE NOT IDENTIFIED ON THE CONTRACT DOCUMENTS SHALL BE RECORDED IN ADVANCE WITH THE VA COR. THIS APPLIES ONLY TO PIPE SERVING THE DOMESTIC WATER SYSTEM, NOT ANY OTHER WATER SYSTEM.” Can the VA clarify how we are to identify quantities above & beyond the drawings, to include how we price conducting any survey in our bid for possible unknowns?

Contractor final cost estimate must account for an additional 500 feet at 2-inch pipe size of galvanized pipe to be removed and replaced with correct material.

Proposal RFI #15 – PL-128
The drawings have TAG 1-3-N9-001-B however the schedule appears to have the TAG labeled as 1-3-N9-001-A. Can the VA clarify which is correct?

The referenced pipe is “A” since the drawing show it to be capped or plugged.

Proposal RFI #16 - PL-127
The drawings have TAG 1-3-W65-002-B however the schedule appears to have the TAG labeled as 1-3-W65-002-A. Can the VA clarify which is correct?

Both sheet PL-015 and PL-127 list TAG 1-3-W65-002 as B.

Proposal RFI #17 – PL-117
The schedule denotes TAG 1-1 OUT-002 as being on PL-117. Please verify the location of this TAG.

TAG 1-1 OUT-002 is located in between row G & H on column 49.

Proposal RFI #18 – PL-136
TAGS AI-5-1 and AI-5-2 are shown on the drawings however these TAGS are not on the schedule. Can the VA clarify?

KTR correct, tags do not appear on PL-016. These tags do appear on the Shreveport VAMC Asbestos Insulated Piping Building B.1-5 Schedule located on sheet PL-021.

Proposal RFI #19 – PL-140
TAG 1-6/N28-001 is on the schedule however doesn’t appear to be shown on the drawings. Can the VA clarify which is correct?

PL-016 is 5th floor Deadleg schedule; there is no tag 1-6-N28-001 shown on schedule or drawings.

Proposal RFI #20 – Cross Connection Sheets
The Cross Connection sheets have the following sentence “Recommended inspection and verification of proper operation.” Can the VA clarify what we should assume for locations with this note as the contractor scope?

Contractor will have to coordinate with Engineering 2 weeks in advance before executing work. VA will inspect and verify the cross connect. Contractor will remove cross connect shortly after VA validation.

Proposal RFI #21 – PL-217
Elevation 4/PL-221 appears to be mis-labeled and may be 4/PL-220. Can the VA confirm this? Correct, should be 4/PL-220.
Proposal RFI #22 – PL-218
Elevation 6/PL-221 appears to be mis-labeled and may be 6/PL-220. Can the VA confirm this? Correct, should be 6/Pl-220.
Proposal RFI #23 – General Question
Drawing notes state that “access panels to be added as necessary for areas of work above hard ceilings.” Will the VA provide reflected ceiling plans reflecting hard ceiling areas and if not, what are we to assume for costs in our proposal?

Contractor shall inform himself of all areas where there is limited accessibility and assess if there is piping above ceiling to be modified. If so an access panel shall be provided, sized to allow for required work to be completed.

Proposal RFI #24 – General Question
General note states “DENTAL AREA, OPERATION ROOM, AND SANITARY AND PHYTO-SANITARY (SPS) AREAS SHALL UNDERGO CONSTRUCTION SIMULTANEOUSLY.” Can the VA clarify the intent for these areas, IE will we have full access during the day and/or night to perform all scope needed in these areas?

Contractor will have to coordinate with Engineering 2 weeks in advance to ensure full access.

Proposal RFI #25 – General Question
General note states “WORK IN OFFICES AND EXAM ROOMS SHALL BE LIMITED TO (2) ROOMS AT A TIME.” Can the VA clarify if this is per floor, per wing?

The VA will accommodate more than two rooms at a time only when feasible to Hospital & Engineering staff, Contract Docs will govern.
