About this file
This document contains responses to questions from contractors regarding a federal solicitation to upgrade the water distribution system at a Veterans Affairs medical center. Key details include that the project involves upgrading pumps, water monitoring equipment, and replacing dead legs in the distribution system piping. ProPress fittings are not allowed, and the contractor must engage a third-party commissioning agent. The contractor's superintendent must be dedicated full-time to this project only and not divide duties among multiple simultaneous projects at the facility. Relevant contacts are provided for existing controls and fire alarm systems. Page limits and formatting requirements are specified for the proposal submission.

RFIs 36C25622R0067, PROJECT 667-18-119 UPGRADE WATER DISTRIBUTION
1. Sheet PL-500, Pump Schedule: There is no total dynamic head listed for P-1 or P-2. TDH is critical to accurately size a pump.
Basis of design "Bell and Gosset Series e-80 2x2x7B 3550 RPM" shall be accounted for.
1. Sheet PL-500, Pump Schedule: The pump type for P-1 and P-2 is listed as Direct Drive, Inline. Specification 22 11 23 Domestic Water Pumps calls out both Horizontal Flex-coupled Inline at 1,800 rpm and Vertical Close-coupled Inline at 3,600 rpm. Which pump type is preferred?
Vertical close couple inline pump is our preference, but contractor must account for the more cost prohibitive selection.
1. Specification 22 11 23 Domestic Water Pumps: The Specification states “Select pumps for open systems so that required net positive suction head (NPSHR) does not exceed the net positive head available (NPSHA)”. What is the domestic water system’s net positive head available (NPSHA)?
Pumps sized for system see scheduled pumps in bid documents.
1. Will the VA be providing a tax-exempt certificate for this project?
No, this is not a tax-exempt project.
1. Drawing PL-500 Temp Monitoring and Transmitter Schedule: We require more information on the Rosemount devices shown as the basis of design. There are options for material, temperature range, dual or single sensors etc. Please expand on the remarks section or provide cut sheet of basis of design.
Rosemount 3144P with LCD display cover, single sensor. (0085 G 3 P1 J 0080 P 0273 N)
1. Drawing PL-500 Existing Water Monitoring schedule: The schedule shows a unit in the central plant which isn’t referenced in our drawings as a building in scope. Please clarify locations of water monitoring equipment are accurate.
Per PL-500 Existing Water Monitoring schedule, detail 3 on sheet PL-134. “Central Plant” is a critical element to the main hospital.
1. Drawing PL-305 – Diagram shows 6” and 10” lines that will go into the pit. Is this crawl space a permitted confined space?
Indeed
1. Please provide Johnson Controls point of contact for controls system integration.
Johnson Controls – 866 300 7547 – Chase Hartley
1. Please provide point of contact for fire alarm company currently servicing this facility.
Johnson Controls – 866 300 7547 – Chase Hartley
1. There have been changes recently by the VA on the acceptability of using ProPress. Please clarify if ProPress will be allowed on this project.
Per VA Design Guide, ProPress is not allowed anywhere throughout the project.
1. Reference page 11 of 64 in the solicitation. Are contractors allowed 20 pages each for factor 1 & 2 or is this a 20-page limit for both Factor 1 and factor 2 combined?
20-page limit (intended 10 per factor)
1. Please confirm that Proposal Covers or title pages will not count against the page limits.
The title and proposal covers are not counted against page limits.
1. To confirm, the desired format for subfactor 1b “schedule” is a CPM schedule from a software such as Microsoft project or Primavera P6?
Submit CPM schedule in PDF format.
1. 28 05 00 – 6 states that the “contractor shall provide proof project superintendent with BICSI” certification. Please confirm this is for the installing contractor or subcontractor for that system and not the general superintendent.
Installer.
1. We are finding a few discrepancies between the “dead leg criteria checklist” document, the dead leg schedule drawing and the dead leg demo drawings. The discrepancies are number of total dead-legs and also the footages of pipe to be demolished. Which of these three should govern the scope of work when a discrepancy or ambiguity is found.
There should be no discrepancy between the quantities of dead legs. In the instance that the length of a particular dead leg varies from the “dead leg criteria checklist” and the dead leg schedule the longer of the two lengths should be used.
1. Reference 01 91 00 -2: Please confirm that for this project, the contractor is responsible for overall project commissioning including Commissioning Agent.
Per specification 01 91 00 Section 1.10.A, contractor commissioning responsibilities must engage a third-party individual, company or firm to act as the Commissioning Agent.
1. Reference 01 35 26 – 12: Please confirm if random monthly safety inspections will be required by a CSP or CSHT.
Confirmed
1. If the Prime Contractor has other work ongoing at this facility, may the Superintendent oversee multiple projects?
No, page 10 #14, states the superintendent shall be 100% full time dedicated and assigned to this project while work is being performed on site. The offeror shall not divide or split up their superintendence duties among multiple projects at the same facility. Each project stands alone and requires a dedicated superintendent to be allocated and funded to that particular project.
