About this file
The document is a Statement of Work (SOW) for A/C Shop new building automation controls and integration to a Building Automation System (BAS) at Edward Hines Jr. VAMC and Joliet CBOC locations. The SOW mandates that the Temperature Controls Contractor must be a Johnson Controls (JCI) Authorized Building Controls Specialist with specific technical requirements, including BACnet/SC capabilities, on-board LCD displays, and room-level monitoring of temperature, humidity, air changes, and pressurization. Key technical specifications include zone controllers with digital displays, strict temperature control parameters, detailed graphics requirements, and specific installation guidelines for components like freeze protection devices, control actuators, transformers, VFDs, and outdoor electronics.
The SOW includes comprehensive technical specifications for HVAC systems, with strict requirements for piping, insulation, pumps, and control systems. Contractors must use Schedule 40 black pipe, provide fiberglass insulation with sealed painted joints, utilize end-suction base mount pumps with specific design features, and implement variable speed controls. Freeze protection methods include using 30 percent propylene glycol, heat tracing for outdoor piping, or BAS operational sequencing. Remote access is prohibited, and contractor system access will be limited to a USB-to-Ethernet adapter provided by the AC Shop Supervisor, with controlled username and password access. The technical requirements are detailed and specific, emphasizing precise environmental control and monitoring capabilities for the HVAC systems.

SOW requirements for A/C Shop
New Building Automation Controls and Integration to BAS Supervisor
· Because Edward Hines Jr. VAMC and the Joliet CBOC locations are largely Johnson Controls (JCI) Facility Explorer BAS Systems, the Temperature Controls Contractor performing work shall be a JCI Authorized Building Controls Specialist (ABCS) with documentation from JCI stating that they are in good standing at the time of this proposal. Proof of the Contractor being an ABCS must be provided with their response to this RFP. Applications Engineers and Control Technicians shall have minimum 5 years’ controls experience and must have completed Basic and Advanced CCT and Basic and Advanced Niagara N4 with training certificates. Non-Proprietary Controls with further requirements to include: BACnet/SC (BACnet Secure Connect). On-board LCD display. Controllers programmable with the Controller Configuration Tool (CCT). For all areas with strict Temperature, Humidity, ACH, and Room Pressurization requirements - Room Level Displays showing Room Pressurization, Temperature, Humidity, and Air Changes per Hour.
· To prevent duplicate device instance IDs, device instance ID’s must be requested from AC Shop Supervisor.
· Device instance IDs are given out in blocks of 1,000 IDs.
· This list is managed and distributed by on-site Temperature Controls contractor.
· Zone controllers provided in this project shall have a digital display with temperature and humidity. A center setpoint of 72 degrees with +/- 5 degrees allowable control.
· Provide graphics to all points on front end supervisor (at the N4 level)
· Graphics to include floor plans with each room control to a sub-level graphic to each device.
· Remote access is not allowed for any BAS system.
· Contractor access to BAS system:
· USB-to-Ethernet adapter to be provided for contractor use, by AC Shop Supervisor, to access BAS Supervisor Station.
· Username/Password will be provided by AC Shop Supervisor for access.
· All new HVAC shall have BACnet MSTP capability for monitoring only. Control of equipment shall take place at BAS controller inputs/outputs. All inputs and outputs of equipment such as chiller enable, alarm, setpoint, etc. shall be used.
Freeze Protection Devices and Averaging Sensors
· Freeze Protection and Averaging Sensors used shall encompass the entire face of the coil.
· There shall be no more than 12" between u-bends on the same side of a coil. If capillary tube length cannot cover entirety of the coil, then multiple freeze protection devices or averaging sensors shall be used.
· For averaging sensors, use an average of the sensors for the analog input. For example, a Chilled Water coil consisting of two averaging sensors reading 51° F and 54° F will average to 52.5° F for use in Sequence of Operations.
· Freeze stats shall be mounted outside the Air Handling Unit (AHU) if in a temperature-controlled space. If they cannot be mounted outside the unit because the unit is outdoors, they shall be mounted to the inside wall of the AHU closest to the access door.
· Freeze stats shall be tested with freeze spray or ice and physically apply to 12 ̋-18 ̋ of the serpentine copper tubing that holds the temperature-sensitive gas vapor. The gas vapor pressure will drop and cause the freeze stat to trip. Verify the sequence of operations that occurs or that is supposed to occur when the freeze stat trips. This will typically include a shutdown of unit fans, closing of the outdoor air damper, closing of all humidifiers throughout the system, and an opening of the hot water valve. SOO may vary depending on application.
· Freeze stats must also be mounted in a place they can be reached to reset without the use of a ladder.
Differential Pressure and Static Pressure Control Devices
· Differential pressure transducers for Dirty Air Filter status must match the range for the design filter pressure drop rating. This shall be tested and verified to that setpoint.
· Static Pressure safety cutout switches must be tested and verified to design.
· Manual reset switches.
Control Actuators
· Valve actuators must provide visual and analog position feedback. Incorporate position feedback to BAS.
· Actuators must be proportional control type, 2-10 VDC.
Control Actuators for 2” or larger piping
· All electronically controlled actuators that are outdoors must be housed in NEMA 4 rated enclosures
· Valve actuators must have manual override to open or close valve in case actuator failure
· Valve actuators must provide visual and electronic position feedback. Incorporate position feedback to BAS.
· Actuators must be proportional control type, 2-10 VDC.
Control Transformers
· Provide control transformers with internal overload protection and manual reset.
VFDs
· Bypass must have BACnet communication
· Serially monitor amps, kWHrs, operating mode, etc – even in bypass mode
· VFDs for Air Handling Units must be tied into fire shutdown, even during bypass operation must shut down with Fire/Smoke alarm
Outdoor Electronics
· All electrical components, conduit, and boxes that are outdoors must be housed in NEMA 4 rated enclosures.
· NEMA 3R may be used for electrical disconnects. Conduits shall be sealed to prevent moisture migration to sensitive electrical components.
Freeze Protection
· Fill systems with 30 percent propylene glycol for freeze protection. (Primary choice)
OR
· Install heat trace for all outdoor piping. (With approval from SME)
OR
· Sequence BAS operation for freeze protection (If system is on emergency generator backup power. With approval from SME)
Pipe Insulation
· Fiberglass insulation on all piping with sealed painted joints. All indoor valves shall have valve wrap bags with hook and loop (Velcro) and tie-straps.
· All outdoor insulation shall also be covered with embossed, aluminum jacketing.
Piping and Pumps
· Schedule 40, black pipe for water distribution.
· Welded connections with flanges
· Weld-o-lets at inlet/outlet of piping for visual temperature gauges AND for digital BAS monitored temp probes.
· End-Suction, base mount pumps shall be utilized wherever space is available.
· Variable Speed Control
· Suction Diffusers
· Triple Duty Valves
· True Back Pullout
· Internally Self-Flushing Mechanical Seals
· Stainless Steel Impeller
· Solid-Foot Mounted Volute
· Center Drop-Out Spacer Coupling
· Heavy Duty, Rugged Baseplate, full seam welds, closed baseplate ends, open top
· OSHA-Compliant Coupling Guard with slotted viewing window.
