Question #: 02 I’m reaching out regarding the VA project 36C25225B0014 Renovations to Building 217. I wanted to confirm that the Pre-bid meeting was not mandatory.

A: No, it is not mandatory. We had two of them.

PRE-BID CONFERENCE:

A pre-bid conference will occur on Tuesday, May 13, 2025, at 11:00 AM CST, and a second one on Wednesday, May 14, 2025, at 11:00AM CST. The location is at the Edward Hines Jr. VA Hospital, 5000 S. Fifth Avenue Hines, IL 610141 All participants will meet the Contracting Officer Representative (COR) at Bldg. 217 lobby.

Question #: 03 In the specifications, Section 23 09 23, PART 1 – GENERAL, 1.1 DESCRIPTION, Paragraph E. – It states “This facility’s existing direct-digital control (DDC) system is manufactured by Johnson Control. The existing system’s top-end communications is via Metasys.”

We don’t believe the existing system’s top-end communications is Johnson Control Metasys. We believe it is a Johnson Controls Facility Explorer BACnet System. Please clarify what the top-end communications system actually is.

A: The existing system’s top-end communications is Johnson Controls Facility Explorer. Metasys is not to be used in any new installations. See attached “SOW Requirements for AC Shop 4-13-2023” for A/C Shop Controls requirements.

Question #: 04 In the specifications, Section 23 09 23, PART 1 – GENERAL, 1.1 DESCRIPTION, Paragraph E. – It states “This facility’s existing direct-digital control (DDC) system is manufactured by Johnson Control. The existing system’s top-end communications is via Metasys.”

Will the Hines VAMC accept JCI Metasys for BAS Temperature Controls on this project?

A: The existing system’s top-end communications is Johnson Controls Facility Explorer. Metasys is not to be used in any new installations. See attached “SOW Requirements for AC Shop 4-13-2023” for A/C Shop Controls requirements.

Question #: 05 In the specifications, Section 23 09 23, PART 1 – GENERAL, 1.1 DESCRIPTION, Paragraph E. – It states “Provide a new BACnet ECC, communications network, and controllers. Provide a programmable internetworking gateway allowing for real time communication between the existing direct-digital control system and the new BACnet control system. Real-time communication shall provide all object properties and read/write services shown on VA-approved interoperability schedules.”

The CLC Building has an existing JCI Facility Explorer BACnet ECC already in place. Does the VA want a “new BACnet ECC” or is the existing BACnet ECC to be utilized?

A: Utilize the existing BACnet ECC. Do not install a new BACnet ECC.

Question #: 06 In the specifications, Section 23 09 23, PART 1 – GENERAL, 1.1 DESCRIPTION, Paragraph A. First paragraph, states “A System Integrator and Direct Digital Controls Contractor shall be two separate direct subcontractors of General Contractor.”

Who (what company) is the Hines VAMC’s BAS System Integrator?

A: TL Services is the current controls maintenance contractor. As long as the requirements in the attached “SOW Requirements for AC Shop 4-13-2023” are met, there does not need to be a separate system integrator.

Question #: 07 Do the “Hines AC Shop Controls Requirements” apply to this project? See attached document labeled “36C25223R0068-25 Hines AC Shop HAVC Controls Requirements”.

A: See attached “SOW Requirements for AC Shop 4-13-2023” for Hines A/C Shop Controls requirements.

Question #: 08 Please provide a copy of the Site Visit Attendance Sheet.

A: Please see Solicitation Amendment 002 for Pre-bid site visit attendance sheets.

Question #: 09 In the event of contract modifications, should bond premiums be applied to the individual modification or wait until the end of the job, when a final modification is issued, to reimburse the contractor for all bond overruns for all mods? We ask this because there is a particular clause that states bond premium overruns are to be invoiced at the end of the project for all modifications.

A: A final modification will be issued to cover any additional performance and payment bonds resulting from contract modifications before closing out project.

Question #: 10 If a Prime Contractor is awarded multiple projects at the same VA Medical Center location: Can the Superintendent be shared across multiple projects at the same site/location, or should they only be dedicated to this project and this project only?

A: The Superintendent is dedicated to the project they are assigned. They must be at the project site whenever any work is taking place, and thus cannot share multiple projects.

Question #: 11 Since the Super can’t be the SSHO, can a subcontractor fulfill the SSHO role?

A: The Site Superintendent may also serve as the SSHO, but then the QCM must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions.

Question #: 12 How long is the badging process anticipated to take?

A: Contractors should expect one month’s time from submission of the required paperwork to receipt of their badges. A temporary badge will be issued if the permanent badge is not ready in that timeframe.

A: No, all work is contained within the solicitation package.

We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing.
