GENERAL REQUIREMENTS

1.1 SAFETY REQUIREMENTS

Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for bui lding operations, including demolition and removal of existing struct ures, and furnish labor and materials and perform work for FIRE ALARM CORRECTIONS”

Project No. 537-16-101, for the Jesse Brown VA Medi cal Center Chicago, Illinois as required by drawings and specifications .

B. Visits to the site by Bidders may be made only b y appointment with the

Medical Center Engineering Officer.

C. Offices of Innovative Support Solutions, Inc. an d Systech Fire

Protection LLC, as Architect-Engineers, will render certain technical services during construction. Such services shall b e considered as advisory to the Government and shall not be constru ed as expressing or implying a contractual act of the Government withou t affirmations by

Contracting Officer or his duly authorized represen tative.

D. All employees of general contractor and subcontr actors shall comply with VA security management program and obtain perm ission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, FIRE ALARM CORRECTIONS: Project provides for all work, products, materials, installation, programing, and execution associated with removal of existing fire alarm system and inst allation of a new fire alarm system in Buildings 01,05,06,11,15,18,21 ,26,27,30,32/TMB,40&42.

All fire alarm control panels are to be interconnec ted to each other for full and complete peer to peer communication of all aspects of each system among all connected systems. The work inclu des all associated aspects, including but not limited to primary power supply, cutting and patching and repair of finishes.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. The security plan defines both physical and admi nistrative security procedures that will remain effective for the entir e duration of the project.

2. The General Contractor is responsible for assuri ng that all sub-contractors working on the project and their employ ees also comply with these regulations.

B. Security Procedures:

1. General Contractor’s employees shall not enter t he project site without appropriate badge. They may also be subjec t to inspection of their personal effects when entering or leaving the project site.

2. Before starting work the General Contractor shal l give one week’s notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is sepa rate from any notices required for utility shutdown described lat er in this section.

3. No photography of VA premises is allowed without written permission of the Contracting Officer.

4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the pr emises in the event of a national emergency. The General Contrac tor may return to the site only with the written approval of the Cont racting Officer.

C. Key Control:

1. The General Contractor shall provide duplicate k eys and lock combinations to the Contracting officers representa tive(COR)for the purpose of security inspections of every area of pr oject including tool boxes and parked machines and take any emergen cy action.

D. Document Control:

1. Before starting any work, the General Contractor /Sub Contractors shall submit an electronic security memorandum desc ribing the approach to following goals and maintaining confide ntiality of

“sensitive information”.

2. The General Contractor is responsible for safeke eping of all drawings, project manual and other project informat ion. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photograp hs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.

Secure such information in separate containers and limit the access to only those who will need it for the project. Re turn the information to the Contracting Officer upon request .

4. These security documents shall not be removed or transmitted from the project site without the written approval of Co ntracting

Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.

6. Notify Contracting Officer and Site Security Off icer immediately when there is a loss or compromise of “sensitive in formation”.

7. All electronic information shall be stored in sp ecified location following VA standards and procedures using an Engi neering Document

Management Software (EDMS).

a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and track ed through the

EDMS system.

b. “Sensitive information” including drawings and o ther documents may be attached to e-mail provided all VA encryptio n procedures are followed.

E. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitt ed 24 hours

01 00 00 -4 before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

2. A limited number of (2 to 5) permits shall be is sued for General

Contractor and its employees for parking in designa ted areas only.

1.6 OPERATIONS AND STORAGE AREAS

A. The Contractor shall confine all operations (inc luding storage of materials) on Government premises to areas authoriz ed or approved by the Contracting Officer. The Contractor shall hold and save the

Government, its officers and agents, free and harml ess from liability of any nature occasioned by the Contractor's perfor mance.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the appr oval of the

Contracting Officer and shall be built with labor a nd materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the

Contractor and shall be removed by the Contractor a t its expense upon completion of the work. With the written consent of the Contracting

Officer, the buildings and utilities may be abandon ed and need not be removed.

C. The Contractor shall, under regulations prescrib ed by the Contracting

Officer, use only established roadways, or use temp orary roadways constructed by the Contractor when and as authorize d by the Contracting

Officer. When materials are transported in prosecut ing the work, vehicles shall not be loaded beyond the loading cap acity recommended by the manufacturer of the vehicle or prescribed by an y Federal, State, or local law or regulation. When it is necessary to cr oss curbs or sidewalks, the Contractor shall protect them from d amage. The

Contractor shall repair or pay for the repair of an y damaged curbs, sidewalks, or roads.

D. Working space and space available for storing ma terials shall be as determined by the COR.

E. Workers are subject to rules of Medical Center a pplicable to their conduct.

F. Execute work so as to interfere as little as pos sible with normal functioning of Medical Center as a whole, including operations of

01 00 00 -5 utility services, fire protection systems and any e xisting equipment, and with work being done by others. Use of equipmen t and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during co nstruction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR.

1. Do not store materials and equipment in other th an assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of

Veterans Affairs in quantities sufficient for not m ore than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.

3. Where access by Medical Center personnel to vaca ted portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and saf ety requirements.

G. Phasing:

The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses i n operation occur.

It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim lif e safety measure to be used during the work, and a schedule defining th e duration of the work with milestone subtasks. The work to be outli ned shall include, but not be limited to:

To ensure such executions, Contractor shall furnis h the COR with a schedule of approximate dates on which the Contract or intends to accomplish work in each specific area of site, buil ding or portion thereof. In addition, Contractor shall notify the C OR two weeks in advance of the proposed date of starting work in ea ch specific area of site, building or portion thereof. Contractors work shall begin with the highest floor level working downward. Both new and existing fire alarm systems are required to operate simultaneousl y for a period of 30 days prior to removal of existing fire alarm system . Arrange such

01 00 00 -6 dates to insure accomplishment of this work in succ essive phases mutually agreeable to COR and Contractor, as follow s:

H. Building (s) will be occupied during performance of work.

1. Contractor shall take all measures and provide a ll material necessary for protecting existing equipment and pro perty in affected areas of construction against dust and debris, so t hat equipment and affected areas to be used in the Medical Centers op erations will not be hindered. Contractor shall permit access to Depa rtment of

Veterans Affairs personnel and patients through oth er construction areas which serve as routes of access to such affec ted areas and equipment. These routes whether access or egress s hall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc to facilitate patient and st aff access.

Coordinate alteration work in areas occupied by Dep artment of

Veterans Affairs so that Medical Center operations will continue during the construction period.

2. Immediate areas of alterations not mentioned in preceding

Subparagraph 1 will be temporarily vacated while al terations are performed.

I. When a building is turned over to Contractor, Co ntractor shall accept entire responsibility including upkeep and maintena nce therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specif ied.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for p re-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from

Contractor's employee or watchman.

J. Utilities Services: Maintain existing utility se rvices for Medical

Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uni nterrupted services.

Where necessary to cut existing water, steam, gases , sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (incl uding telephone), 01 00 00 -7 they shall be cut and capped at suitable places whe re shown; or, in absence of such indication, where directed by COR.

1. No utility service such as water, gas, steam, se wers or electricity, or fire protection systems and communications syste ms may be interrupted without prior approval of COR. Electric al work shall be accomplished with all affected circuits or equipmen t de-energized.

When an electrical outage cannot be accomplished, w ork on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s p rior knowledge and written approval. Refer to specification Sectio ns 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS for addit ional requirements.

2. Contractor shall submit a request to interrupt a ny such services to

COR, in writing, 7 days in advance of proposed inte rruption. Request shall state reason, date, exact time of, and approx imate duration of such interruption.

3. Contractor will be advised (in writing) of appro val of request, or of which other date and/or time such interruption w ill cause least inconvenience to operations of Medical Center Cemet ery. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be reques ted, in writing, at least 15 calendar days prior to the desired time an d shall be performed as directed by the COR.

5. In case of a contract construction emergency, se rvice will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the c onstruction project, for such items as water, sewer, electricit y, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

K. Abandoned Lines: All service lines such as wires , cables, conduits, ducts, pipes and the like, and their hangers or sup ports, which are to be abandoned but are not required to be entirely re moved, shall be

01 00 00 -8 sealed, capped or plugged at the main, branch or pa nel they originate from. The lines shall not be capped in finished are as, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or par titions; so that they are completely behind the finished surfaces.

L. To minimize interference of construction activit ies with flow of

Medical Center traffic, comply with the following:

1. Keep roads, walks and entrances to grounds, to p arking and to occupied areas of buildings clear of construction m aterials, debris and standing construction equipment and vehicles. W herever excavation for new utility lines cross existing roa ds, at least one lane must be open to traffic at all times with appr oval.

2. Method and scheduling of required cutting, alter ing and removal of existing roads, walks and entrances must be approve d by the COR.

M. Coordinate the work for this contract with other construction operations as directed by COR. This includes the sc heduling of traffic and the use of roadways, as specified in Article, U SE OF ROADWAYS.

1.7 ALTERATIONS

A. Survey: Before any work is started, the Contract or shall make a thorough survey with the COR in which alterations o ccur and areas which are anticipated routes of access, and furnish a rep ort, signed by both, to the Contracting Officer. This report shall list by rooms and spaces:

1. Existing condition and types of resilient floori ng, doors, windows, walls and other surfaces not required to be altered throughout affected areas of buildings.

2. Existence and conditions of items such as plumbi ng fixtures and accessories, electrical fixtures, equipment, veneti an blinds, shades, etc., required by drawings to be either reu sed or relocated, or both.

3. Shall note any discrepancies between drawings an d existing conditions at site.

4. Shall designate areas for working space, materia ls storage and routes of access to areas within buildings where al terations occur

01 00 00 -9 and which have been agreed upon by Contractor and R esident Engineer

COR.

B. Any items required by drawings to be either reus ed or relocated or both, found during this survey to be nonexistent, o r in opinion of COR, to be in such condition that their use is impossibl e or impractical, shall be furnished and/or replaced by Contractor wi th new items in accordance with specifications which will be furnis hed by Government.

Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under pr ovisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR

52.243-4 and VAAR 852.236-88).

C. Re-Survey: Thirty days before expected partial o r final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furn ish a report on conditions then existing, of resilient flooring, do ors, windows, walls and other surfaces as compared with conditions of s ame as noted in first condition survey report:

1. Re-survey report shall also list any damage caus ed by Contractor to such flooring and other surfaces, despite protectio n measures; and, will form basis for determining extent of repair wo rk required of

Contractor to restore damage caused by Contractor's workers in executing work of this contract.

D. Protection: Provide the following protective mea sures:

1. Wherever existing roof surfaces are disturbed th ey shall be protected against water infiltration. In case of le aks, they shall be repaired immediately upon discovery.

2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, ma terials handled and equipment moved and/or relocated.

3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protecti on shall be maintained intact until all work in the area is com pleted.

1.8 DISPOSAL AND RETENTION

A. Materials and equipment accruing from work remov ed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of t he Government are identified by attached tags as items to be stored. Items that remain property of the Government shall be removed or disl odged from present locations in such a manner as to prevent da mage which would be detrimental to re-installation and reuse. Store such items where directed by COR.

2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.

3. Items of portable equipment and furnishings loca ted in rooms and spaces in which work is to be done under this contr act shall remain the property of the Government. When rooms and spac es are vacated by the Department of Veterans Affairs during the alter ation period, such items which are NOT required by drawings and s pecifications to be either relocated or reused will be removed by th e Government in advance of work to avoid interfering with Contracto r's operation.

1.9 RESTORATION

A. Remove, cut, alter, replace, patch and repair ex isting work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, an d do not disturb any ducts, plumbing, steam, gas, or electric work witho ut approval of the

COR. Existing work to be altered or extended and th at is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restor ing work, shall conform in type and quality to that of original exi sting construction, except as otherwise shown or specified.

B. Upon completion of contract, deliver work comple te and undamaged.

Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work , shall be patched, repaired, reinstalled, or replaced with new work, a nd refinished and left in as good condition as existed before commenc ing work.

C. At Contractor's own expense, Contractor shall im mediately restore to service and repair any damage caused by Contractor' s workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications sy stems (including telephone) which are not scheduled for discontinuan ce or abandonment.

D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered b y adjustment to contract time and price in accordance with clause e ntitled "CHANGES"

(FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING S ITE CONDITIONS" (FAR

52.236-2).

1.10 PHYSICAL DATA

A. Data and information furnished or referred to be low is for the

Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

B. A copy of the soil report will be made available for inspection by bidders upon request to the Engineering Officer at the VA Medical

Center, and shall be considered part of the contrac t documents.

C. Government does not guarantee that other materia ls will not be encountered nor that proportions, conditions or cha racter of several materials will not vary from those indicated by exp lorations. Bidders are expected to examine site of work and logs of bo rings; and, after investigation, decide for themselves character of m aterials and make their bids accordingly. Upon proper application to Department of

Veterans Affairs, bidders will be permitted to make subsurface explorations of their own at site.

1.11 PROFESSIONAL SURVEYING SERVICES

A registered professional land surveyor or registe red civil engineer whose services are retained and paid for by the Con tractor shall perform services specified herein and in other spec ification sections.

The Contractor shall certify that the land surveyor or civil engineer is not one who is a regular employee of the Contrac tor, and that the land surveyor or civil engineer has no financial in terest in this contract.

1.12 AS-BUILT DRAWINGS

A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of t he project, to include all contract changes, modifications and cla rifications.

B. All variations shall be shown in the same genera l detail as used in the contract drawings. To ensure compliance, as-built d rawings shall be made available for the COR review, as often as requ ested.

C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the COR within 15 calendar days after each completed phase.

D. Two weeks prior to final inspection, the Contrac tor shall deliver to the COR 3 hard copy sets of as-built drawings, 1 se t of the as-built drawing computer files using AutoCAD 14 or later an d 1 set PDF computer files. and after the acceptance of the project by t he COR.

1.13 WARRANTY MANAGEMENT

A. Warranty Management Plan: Develop a warranty man agement plan which contains information relevant to FAR 52.246-21 Warr anty of Construction in at least 30 days before the planned pre-warranty conference, submit four sets of the warranty management plan. Include within the warranty management plan all required actions and documents to assure that the

Government receives all warranties to which it is e ntitled. The plan must be in narrative form and contain sufficient de tail to render it suitable for use by future maintenance and repair p ersonnel, whether tradesman, or of engineering background, not necess arily familiar with this contract. The term “status” as indicated below must include due date and whether item has been submitted or was app roved. Warranty information made available during the construction phase must be submitted to the Contracting Officer for approval p rior to each monthly invoice for payment. Assemble approved information in a binder and turn over to the Government upon acceptance of the work. The construction warranty period will begin on the date of the proje ct acceptance and continue for the product warranty period. A joint 4 month and 9 month warranty inspection will be conducted, measured fro m time of

01 00 00 -13 acceptance, by the Contactor and the Contracting Of ficer. Include in the warranty management plan, but not limited to, t he following:

1. Roles and responsibilities of all personnel associa ted with the warranty process, including points of contact and t elephone numbers within the company of the Contractor, subcontractor s, manufacturers or suppliers involved.

2. Furnish with each warranty the name, address and te lephone number of each of the guarantor’s representatives nearest pro ject location.

3. Listing and status of delivery of all Certificates of Warranty for extended warranty items, to include roofs, HVAC bal ancing, pumps, motors, transformers and for all commissioned syste ms such as fire protection and alarm systems, sprinkler systems and lightning protection systems, etc.

4. A list for each warranted equipment item, feature o f construction or system indicating:

a. Name of item.

b. Model and serial numbers.

c. Location where installed.

d. Name and phone numbers of manufacturers and supplie rs.

e. Name and phone numbers of manufacturers or supplier s.

f. Names, addresses and phone numbers of sources of sp are parts.

g. Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting da te of warranty of construction. Items which have extended warranti es must be indicated with separate warranty expiration dates.

h. Starting point and duration of warranty period.

i. Summary of maintenance procedures required to conti nue the warranty in force.

j. Cross-reference to specific pertinent Operation and Maintenance manuals.

k. Organizations, names and phone numbers of persons t o call for warranty service.

l. Typical response time and repair time expected for various warranted equipment.

5. The plans for attendance at the 4 and 9-month post construction warranty inspections conducted by the government.

6. Procedure and status of tagging of all equipment co vered by extended warranties.

7. Copies of instructions to be posted near selected p ieces of equipment where operation is critical for warranty and/or safety reasons.

B. Performance Bond: The Performance Bond must rema in effective throughout the construction period.

1. In the event the Contractor fails to commence and d iligently pursue any construction warranty work required, the Contra cting Officer will have the work performed by others, and after c ompletion of the work, will charge the remaining construction warran ty funds of expenses incurred by the Government while performin g the work, including, but not limited to administrative expens es.

2. In the event sufficient funds are not available to cover the construction warranty work performed by the Governm ent at the contractor’s expenses, the Contracting Officer will have the right to recoup expenses from the bonding company.

3. Following oral or written notification of required construction warranty repair work, the Contractor shall respond in a timely manner. Written verification will follow oral instr uctions. Failure to respond will be cause for the Contracting Office r to proceed against the Contractor.

C. Pre-Warranty Conference: Prior to contract compl etion, and at a time designated by the Contracting Officer, the Contract or shall meet with the Contracting Officer to develop a mutual underst anding with respect to the requirements of this section. Communication procedures for

Contractor notification of construction warranty de fects, priorities with respect to the type of defect, reasonable time required for

Contractor response, and other details deemed neces sary by the

Contracting Officer for the execution of the constr uction warranty will be established/ reviewed at this meeting. In connec tion with these requirements and at the time of the Contractor’s qu ality control completion inspection, furnish the name, telephone number and address of a licensed and bonded company which is authorize d to initiate and pursue construction warranty work action on behalf of the Contractor.

This point of contract will be located within the l ocal service area of the warranted construction, be continuously availab le and be responsive to Government inquiry on warranty work action and s tatus. This requirement does not relieve the Contractor of any of its responsibilities in conjunction with other portions of this provision.

D. Contractor’s Response to Construction Warranty S ervice Requirements:

Following oral or written notification by the Contr acting Officer, the

Contractor shall respond to construction warranty s ervice requirements in accordance with the “Construction Warranty Servi ce Priority List” and the three categories of priorities listed below . Submit a report on any warranty item that has been repaired during the warranty period.

Include within the report the cause of the problem, date reported, corrective action taken, and when the repair was co mpleted. If the

Contractor does not perform the construction warran ty within the timeframe specified, the Government will perform th e work and back charge the construction warranty payment item estab lished.

1. First Priority Code 1. Perform onsite inspection to evaluate situation, and determine course of action within 4 hours, initiate work within 6 hours and work continuously to comple tion or relief.

2. Second Priority Code 2. Perform onsite inspection t o evaluate situation, and determine course of action within 8 hours, initiate work within 24 hours and work continuously to compl etion or relief.

3. Third Priority Code 3. All other work to be initiat ed within 3 work days and work continuously to completion or relief.

4. The “Construction Warranty Service Priority List” i s as follows:

Code 1-Life Safety Systems

a. Fire suppression systems.

E. Warranty Tags: At the time of installation, tag each warranted item with a durable, oil and water-resistant tag approve d by the Contracting

Officer. Attach each tag with a copper wire and spr ay with a silicone waterproof coating. Also submit two record copies o f the warranty tags showing the layout and design. The date of acceptan ce and the QC signature must remain blank until the project is ac cepted for beneficial occupancy. Show the following informatio n on the tag.

1.14 USE OF ROADWAYS

A. For hauling, use only established public roads a nd roads on Medical

Center property and, when authorized by the COR, su ch temporary roads which are necessary in the performance of contract work. Temporary roads shall be constructed and restoration performe d by the Contractor at Contractor's expense. When necessary to cross cu rbing, sidewalks, or similar construction, they must be protected by wel l-constructed bridges.

B. When new permanent roads are to be a part of thi s contract, Contractor may construct them immediately for use to facilitat e building operations. These roads may be used by all who have business thereon within zone of building operations.

C. When certain buildings (or parts of certain buil dings) are required to be completed in advance of general date of completi on, all roads leading thereto must be completed and available for use at time set for completion of such buildings or parts thereof.

1.15 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT

A. Use of new installed mechanical and electrical e quipment to provide heat, ventilation, plumbing, light and power will b e permitted subject to written approval and compliance with the followi ng provisions:

1. Permission to use each unit or system must be gi ven by COR in writing. If the equipment is not installed and main tained in accordance with the written agreement and following provisions, the

COR will withdraw permission for use of the equipme nt.

2. Electrical installations used by the equipment s hall be completed in accordance with the drawings and specifications to prevent damage to the equipment and the electrical systems, i.e. tran sformers, relays, circuit breakers, fuses, conductors, motor controll ers and their overload elements shall be properly sized, coordina ted and adjusted.

Installation of temporary electrical equipment or d evices shall be in accordance with NFPA 70, National Electrical Cod e, (2014

Edition), Article 590, Temporary Installations. Voltage supplied to each item of equipment shall be verified to be corr ect and it shall be determined that motors are not overloaded. The e lectrical

01 00 00 -18 equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuu m cleaning and wiping clean interior and exterior surfaces.

3. Units shall be properly lubricated, balanced, an d aligned.

Vibrations must be eliminated.

4. Automatic temperature control systems for prehea t coils shall function properly and all safety controls shall fun ction to prevent coil freeze-up damage.

5. The air filtering system utilized shall be that which is designed for the system when complete, and all filter elemen ts shall be replaced at completion of construction and prior to testing and balancing of system.

6. All components of heat production and distributi on system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use; maintained to prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government.

Boilers, pumps, feedwater heaters and auxiliary equ ipment must be operated as a complete system and be fully maintain ed by operating personnel. Boiler water must be given complete and continuous chemical treatment.

B. Prior to final inspection, the equipment or part s used which show wear and tear beyond normal, shall be replaced with iden tical replacements, at no additional cost to the Government.

C. This paragraph shall not reduce the requirements of the mechanical and electrical specifications sections.

D. Any damage to the equipment or excessive wear du e to prolonged use will be repaired replaced by the contractor at the contr actor’s expense.

1.16 TEMPORARY USE OF EXISTING ELEVATORS

A. Use of existing elevators for handling buildin g materials and

Contractor's personnel will be permitted subject to following provisions:

1. Contractor makes all arrangements with the COR f or use of elevators.

COR will ascertain that elevators are in proper con dition. Personnel

01 00 00 -19 for operating elevators will not be provided by the Department of

Veterans Affairs.

2. Contractor covers and provides maximum protectio n of following elevator components:

a. Entrance jambs, heads soffits and threshold plat es.

b. Entrance columns, canopy, return panels and insi de surfaces of car enclosure walls.

c. Finish flooring.

3. Government will accept hoisting ropes of elevato r and rope of each speed governor if they are worn under normal operat ion. However, if these ropes are damaged by action of foreign matter such as sand, lime, grit, stones, etc., during temporary use, the y shall be removed and replaced by new hoisting ropes at the c ontractors

1.17 AVAILABILITY AND USE OF UTILITY SERVICES

A. The Government shall make all reasonably require d amounts of utilities available to the Contractor from existing outlets a nd supplies, as specified in the contract. The amount to be paid by the Contractor for chargeable electrical services shall be the prevail ing rates charged to the Government. The Contractor shall carefully cons erve any utilities furnished without charge.

B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Con tracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to meas ure the amount of electricity used for the purpose of determining cha rges. Before final acceptance of the work by the Government, the Contr actor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the inf rastructure as required.

C. Contractor shall install meters at Contractor's expense and furnish the

Medical Center a monthly record of the Contractor's usage of electricity as hereinafter specified.

D. Heat: Furnish temporary heat necessary to preven t injury to work and materials through dampness and cold. Use of open sa lamanders or any

01 00 00 -20 temporary heating devices which may be fire hazards or may smoke and damage finished work, will not be permitted. Mainta in minimum temperatures as specified for various materials:

1. Obtain heat by connecting to Medical Center heat ing distribution system.

a. Steam is available at no cost to Contractor.

E. Electricity (for Construction and Testing): Furn ish all temporary electric services.

F. Water (for Construction and Testing): Furnish te mporary water service.

1. Obtain water by connecting to the Medical Center water distribution system. Provide reduced pressure backflow preventer at each connection as per code. Water is available at no co st to the

Contractor.

2. Maintain connections, pipe, fittings and fixture s and conserve water-use so none is wasted. Failure to stop leakag e or other wastes will be cause for revocation (at COR discretion) of use of water from Medical Center's system.

G. Fuel: Natural and LP gas and burner fuel oil req uired for boiler cleaning, normal initial boiler-burner setup and ad justing, and for performing the specified boiler tests will be furni shed by the

Government. Fuel required for prolonged boiler-burn er setup, adjustments, or modifications due to improper desig n or operation of boiler, burner, or control devices shall be furnish ed and paid by the

Contractor at Contractor's expense.

1.18 TESTS

A. The contractor shall provide a written testing a nd commissioning plan complete with component level, equipment level, sub -system level and system level breakdowns. The plan will provide a s chedule and a written sequence of what will be tested, how and wh at the expected outcome will be. This document will be submitted f or approval prior to commencing work. The contractor shall document the results of the approved plan and submit for approval with the as b uilt documentation.

B. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such s ystems before requesting final tests. Final test will not be cond ucted unless pre-tested.

C. Conduct final tests required in various sections of specifications in presence of an authorized representative of the Con tracting Officer.

Contractor shall furnish all labor, materials, equi pment, instruments, and forms, to conduct and record such tests.

D. Mechanical and electrical systems shall be balan ced, controlled and coordinated. A system is defined as the entire syst em which must be coordinated to work together during normal operatio n to produce results for which the system is designed. For example, air conditioning supply air is only one part of entire system which provide s comfort conditions for a building. Other related components are return air, exhaust air, steam, chilled water, refrigerant, hot water, contr ols and electricity, etc. Another example of a system which involves sev eral components of different disciplines is a boiler installation. Eff icient and acceptable boiler operation depends upon the coordi nation and proper operation of fuel, combustion air, controls, steam, feedwater, condensate and other related components.

E. All related components as defined above shall be functioning when any system component is tested. Tests shall be complete d within a reasonably period of time during which operating an d environmental conditions remain reasonably constant and are typic al of the design conditions.

F. Individual test result of any component, where r equired, will only be accepted when submitted with the test results of re lated components and of the entire system.

1.19 INSTRUCTIONS

A. Contractor shall furnish Maintenance and Operati ng manuals (hard copies and electronic) and verbal instructions when requir ed by the various sections of the specifications and as hereinafter s pecified.

B. Manuals: Maintenance and operating manuals and o ne compact disc (four hard copies and one electronic copy each) for each separate piece of equipment shall be delivered to the COR coincidenta l with the delivery

01 00 00 -22 of the equipment to the job site. Manuals shall be complete, detailed guides for the maintenance and operation of equipme nt. They shall include complete information necessary for starting , adjusting, maintaining in continuous operation for long period s of time and dismantling and reassembling of the complete units and sub-assembly components. Manuals shall include an index covering all component parts clearly cross-referenced to diagrams and illustrati ons. Illustrations shall include "exploded" views showing and identify ing each separate item. Emphasis shall be placed on the use of specia l tools and instruments. The function of each piece of equipmen t, component, accessory and control shall be clearly and thorough ly explained. All necessary precautions for the operation of the equi pment and the reason for each precaution shall be clearly set forth. Man uals must reference the exact model, style and size of the piece of equ ipment and system being furnished. Manuals referencing equipment simi lar to but of a different model, style, and size than that furnishe d will not be accepted.

C. Instructions: Contractor shall provide qualified , factory-trained manufacturers' representatives to give detailed tra ining to assigned

Department of Veterans Affairs personnel in the ope ration and complete maintenance for each piece of equipment. All such t raining will be at the job site. These requirements are more specifica lly detailed in the various technical sections. Instructions for differ ent items of equipment that are component parts of a complete sy stem, shall be given in an integrated, progressive manner. All instructo rs for every piece of component equipment in a system shall be availab le until instructions for all items included in the system h ave been completed.

This is to assure proper instruction in the operati on of inter-related systems. All instruction periods shall be at such t imes as scheduled by the COR and shall be considered concluded only when the COR is satisfied in regard to complete and thorough covera ge. The contractor shall submit a course outline with associated mater ial to the COR for review and approval prior to scheduling training to ensure the subject matter covers the expectations of the VA and the co ntractual requirements. The Department of Veterans Affairs r eserves the right to request the removal of, and substitution for, any i nstructor who, in

01 00 00 -23 the opinion of the COR, does not demonstrate suffic ient qualifications in accordance with requirements for instructors abo ve.

1.20 CONSTRUCTION SIGN

A. Provide a Construction Sign where directed by th e COR. All wood members shall be of framing lumber. Cover sign frame with 0 .7 mm (24 gage) galvanized sheet steel nailed securely around edges and on all bearings. Provide three 100 by 100 mm (4 inch by 4 inch) posts (or equivalent round posts) set 1200 mm (four feet) int o ground. Set bottom of sign level at 900 mm (three feet) above ground a nd secure to posts with through bolts. Make posts full height of sign. Brace posts with 50 x 100 mm (two by four inch) material as directed.

B. Paint all surfaces of sign and posts two coats o f white gloss paint.

Border and letters shall be of black gloss paint, e xcept project title which shall be blue gloss paint.

C. Maintain sign and remove it when directed by the COR.

1.21 SAFETY SIGN

A. Provide a Safety Sign where directed by COR. Fac e of sign shall be 19 mm (3/4 inch) thick exterior grade plywood. Provide two 100 mm by 100 mm (four by four inch) posts extending full height of sign and 900 mm

(three feet) into ground. Set bottom of sign level at 1200 mm (four feet) above ground.

B. Paint all surfaces of Safety Sign and posts with one prime coat and two coats of white gloss paint. Letters and design shal l be painted with gloss paint of colors noted.

C. Maintain sign and remove it when directed by COR .

D. Post the number of accident free days on a daily basis.

1.22 HISTORIC PRESERVATION

Where the Contractor or any of the Contractor's em ployees, prior to, or during the construction work, are advised of or dis cover any possible archeological, historical and/or cultural resources , the Contractor shall immediately notify the COR verbally, and then with a written follow up.

SECTION 01 33 23

SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

PART 1 – GENERAL

1.1 DESCRIPTION

A. This specification defines the general requirements and procedures for submittals. A submittal is information submitted fo r VA review to establish compliance with the contract documents.

B. Detailed submittal requirements are found in the te chnical sections of the contract specifications. The Contracting Offic er may request submittals in addition to those specified when deem ed necessary to adequately describe the work covered in the respective technical specifications at no additional cost to the governm ent.

C. VA approval of a submittal does not relieve the Con tractor of the responsibility for any error which may exist. The Contractor is responsible for fully complying with all contract r equirements and the satisfactory construction of all work, including th e need to check, confirm, and coordinate the work of all subcontract ors for the project.

Non-compliant material incorporated in the work wil l be removed and replaced at the Contractor’s expense.

1.2 DEFINITIONS

A. Preconstruction Submittals: Submittals which ar e required prior to issuing contract notice to proceed or starting cons truction. For example, Certificates of insurance; Surety bonds; S ite-specific safety plan; Construction progress schedule; Schedule of values; Submittal register; List of proposed subcontractors.

B. Shop Drawings: Drawings, diagrams, and schedule s specifically prepared to illustrate some portion of the work. Drawings p repared by or for the Contractor to show how multiple systems and int erdisciplinary work will be integrated and coordinated.

C. Product Data: Catalog cuts, illustrations, sche dules, diagrams, performance charts, instructions, and brochures, wh ich describe and illustrate size, physical appearance, and other cha racteristics of materials, systems, or equipment for some portion o f the work. Samples of warranty language when the contract requires ext ended product warranties.

D. Samples: Physical examples of materials, equipment , or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work c an be judged. Color samples from the manufacturer's standard line (or c ustom color samples if specified) to be used in selecting or approving colors for the project. Field samples and mock-ups constructed to establish standards by which the ensuing work can be judged.

E. Design Data: Calculations, mix designs, analyses, or other data pertaining to a part of work.

F. Test Reports: Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work. Report which includes finding of a test made at the job si te or on sample taken from the job site, on portion of work during or aft er installation.
