CONSOLIDATED RFI LIST 2 - JANUARY 16, 2021
SOLICITATION #: 36C25221B0003
PROJECT TITLE: Replace Obsolete Fire Alarm Devices
PROJECT #: 537-16-101
| FACILITY: | Jesse Brown VA Medical Center |
| Chicago, IL |
| RFI # | RFI | VA RESPONSE | REFERENCE |
| 148 | Scope of Work states that: “All locations with a security system card reader shall have automatic unlock of the associated electric lock upon fire alarm activation.” Please clarify this requirement in relation to type of existing electric locks and provide up-to-date list of all doors with card readers, including information about existing electric lock at each door. Most of these doors have fail-secure type electric door strikes, i.e., when power is disconnected from electric door strike by means of fire alarm system activation, the electric strike becomes not operational, door remains closed, latched, and locked; egress is permitted from secure side of door only, in the direction of path of egress indicated by EXIT sign. To comply with the automatic unlock requirement, fail-secure electric door strikes would have to be replaced with fail-safe devices. Doors located in non-rated walls or barriers can have fail-secure electric door strikes replaced with fail-safe type, but doors located in fire or smoke barrier walls must have electric door strikes replaced with fail-safe electric locks or exit devices so that such doors stay closed and latched after automatic unlock by fire alarm system. | No replacement of electric strikes is contemplated in this work- even at locations where fail-secure electric strikes are disconnected from power upon fire alarm activation. As noted, egress is still available in the direction of egress. | |
| 149 | The effective date is missing from Amendment #2 | The effective date was omitted due to technical difficulties publishing the amendment. The "effective date" would be the date Amendment 2 was published which was January 5, 2021. | |
| 150 | The RFI deadline on Amendment #1 has December 30th, 2021, I believe this is a typo and should read 2020. | RFI suspense was incorrectly entered as "December 30, 2021". It should have read December 30, 2020. Amendment 1 also extended the Bid opening to January 27, 2021, therefore, it would be impossible to entertain RFI's until December 30, 2021 as the solicitation would be closed by that date. | |
| 151 | Will three separate field personnel ‐ QC, SSHO, and Superintendent be required? | Three separate individuals are required: QC, Site Safety & Health Officer (SSHO), and Superintendent; QC cannot perform the SSHO or Superintendent duty at the same time; Same action applies to both SSHO & superintendent. | |
| 152 | Will it be acceptable to VA if the contractor provide required certifications for PM and Superintendent prior to commencing the work? | Qualifications per SOW to be reviewed at kick-off meeting for awarded contractor. | |
| 153 | Scope of Work states that: "All locations with a security system card reader shall have automatic unlock of the associated electric lock upon fire alarm activation.” Please clarify this requirement in relation to type of existing electric locks and provide up‐to‐date list of all doors with card readers, including information about existing electric lock at each door. There are almost 300 doors at Jesse Brown VA Medical Center that have card readers. Most of these doors have fail‐secure type electric door strikes, i.e., when power is disconnected from electric door strike by means of fire alarm system activation, the electric strike becomes not operational, door remains closed, latched, and locked; egress is permitted from secure side of door only, in the direction of path of egress indicated by EXIT sign. To comply with the automatic unlock requirement, fail‐secure electric door strikes would have to be replaced with fail‐safe devices. Doors located in non‐rated walls or barriers can have fail‐secure electric door strikes replaced with fail‐safe type, but doors located in fire or smoke barrier walls must have electric door strikes replaced with fail‐safe electric locks or exit devices so that such doors stay closed and latched after automatic unlock by fire alarm system. | No replacement of electric strikes is contemplated in this work- even at locations where fail-secure electric strikes are disconnected from power upon fire alarm activation. As noted, egress is still available in the direction of egress. | |
| 154 | In addendum #1 on drawing G-004 a detail #16 was added. The note says to field verify locations and quantities of doors equipped with a card reader and to assume 1,850 locations when only about 70 are shown on the floor plans. This a very high quantity of card readers for a VA so I would like to verify the assumed quantity is accurate as this is going to be a substantial cost in the bid. The estimated cost for each card reader interface will be over $ 1,000 and with 1,850 readers this one detail could total well over 2.0 Million dollars so a clear scope of work is desired. The card reader relays shown on the drawings are shown as being replaced. Can the conduit, cabling and relays be re-used? Will there be any coordination required with the security vendor? Who is the security vendor? Since a parallel system is required will the doors need to be connected to both the old and new system at the same time? | Contractor is to include 1850 locations as stated in the detail. Contractor is responsible to field verify exact locations and quantities as stated in the detail. | Drawing sheet G-004 detail 16 |
| 155 | We presume the existing Fire Alarm Panel is Simplex. Please confirm | 1- Proposed new Fire Alarm panels are not specific to one manufacturer. 2- All existing equipment is required to be removed or replaced as shown. | Specification 28 31 00, section 1.1.A., Drawing G-002 General Note 1 |
| 156 | Please specify all the types of third integrations (For Ex: Elevator, Fire Smoke Damper, Kitchen Hood Suppression system, Door holders, Security Access door, Staircase Pressurization System) to be considered with the new Fire Alarm System | See drawings and specifications for requested information. | Drawing sheet G-004 detail 15 |
| 157 | Please confirm whether the existing Booster Power Supply can be reused with Notification appliances. | All existing equipment is required to be removed or replaced as shown. | Specification 28 31 00, section 1.1.A., Drawing G-002 General Note 1 |
| 158 | Please confirm whether the peer-to-peer connection between the fire alarm panels to be Single Mode or Multimode. | Communication between fire alarm panels is via 2 HR Rated copper wire system, not fiber optic, so question does not apply to this Work. |
