About this file

This is a Request for Information (RFI) document for the Upgrade Campus Electrical System project (Solicitation 36C25026B0006, Project 610A4-23-101) at the VA Northern Indiana Healthcare System in Fort Wayne, Indiana. The RFI contains 64 numbered questions and answers addressing clarifications related to the electrical system upgrade, which includes demolition of existing equipment from Building 16, construction of a 6,600 square foot addition to Building 1, installation of three 600 kW standby generators, three automatic transfer switches, three unit substations, and associated electrical distribution equipment. Key responses address equipment specifications and existing systems: the facility uses Exacq-Vision camera VMS software with AXIS IP cameras serviced by Williams Electronics; Lenel card access systems maintained by Convergint (with required licensing agreements); C2G ceiling speakers for PA/Mass Notification transitioning from JCI to Edwards in July 2026; and existing Caterpillar generators with ASCO automatic transfer switches that must be retrofitted with CTs, voltage taps, and relays for EMCS integration.

Contractual and operational clarifications include: all work is subject to full-scope commissioning with specific test and startup requirements per individual specification sections, administered by a third-party commissioning agent hired by the VA with GC participation; factory witness testing of switchgear is anticipated as a single event unless initial tests fail; the VA will provide the 3D REVIT design model upon contractor signing a liability waiver; majority of work occurs during normal business hours with some off-shift work required for cut-overs; the VA will not assign dedicated parking but contractors will park in designated lot F or construction areas; no assigned office space is available inside the building, though temporary trailers are permitted on VA property; contractors must supply their own conexes, fencing, and restroom facilities; temporary utilities for routine interior work are generally provided free but exterior usage availability is determined by the COR; fire watch is required during fire suppression/alarm system outages and will be provided by VA Police during non-working hours; and noise-producing events must be coordinated individually with the COR. Additional requirements include TB testing before work begins, Procore Project Management software and Primavera P6 schedules are acceptable, Indiana tax exemption documentation will be provided upon request, government response time for RFIs is 10 business days and for submittals is 15 business days, the government anticipates award issuance approximately 30 days after bid opening, and the prevailing wage determination was updated January 30, 2026.
