About this file
This is a Request for Information (RFI) document issued by the Department of Veterans Affairs, Network 10 Contracting Office for solicitation 36C25026B0006, Project Number 610A4-23-101, related to an upgrade of the campus electrical system at VA Northern Indiana Healthcare System in Fort Wayne, Indiana.
The RFI addresses three contractor questions regarding the design and construction methodology for the generator exhaust system and related components. Question 1 clarifies that flanged exhaust pipe connections are acceptable, with either an engineered pre-fabricated factory-built system or field-built black steel pipe per ASTM A-53 standard with welded fittings permissible; both options require submitted shop drawings showing calculations for supports, expansion joints, and wall guides per specification 26 32 13. Question 2 explains that welded support brackets are intended to attach wall guides (not the exhaust pipe itself) to allow the exhaust pipe to float during thermal expansion and contraction, with the contractor responsible for providing wall guides whether attached to steel structure or brick facade. Question 3 clarifies responsibility for muffler and expansion joint procurement and installation, noting that generator manufacturers typically provide mufflers and flexible connectors while mechanical contractors provide downstream components including expansion joints; the pre-engineered factory-built system allows the factory to provide all expansion bellows, while field-fabricated systems require contractor-submitted calculations, product cutsheets, installation details, and insulation specifications. The government response was posted as an attachment to Amendment No. 3 of the solicitation on January 22, 2026.

Brian.Rosciszewski@VA.gov INFORMATION NEEDED: Write each in the form of a question. Use one document for all questions. Specify any referenced specs/drawings. Submit all questions on one document only to Brian.Rosciszewski@VA.gov. Subject of the email must be: “RFI – {Solicitation #} – Firm Name” 1.Drawing M300- Can we flange the exhaust pipe that goes up side o building?
Our design shows an engineered pre-fabricated/factory-built system which does utilize the flange-to-flange inner pipe connection. The method of field-built black steel pipe, ASTM A-53 standard weight with welded fittings is also acceptable. For either option (engineered pre-fab or field-built black steel), shop drawings shall be submitted showing calculations for supports, expansion joints, and wall guides per specification 26 32 13 Engine Generator. In summary, flange connecting the exhaust pipe is acceptable.
2. Drawing SE507- Detail 2 show support bracket. I the intent to weld out the exhaust pipe to these and is the general to provide the 9 brackets that are below the steel structure?
Detail 2 is showing the welding of the horizontal angles to the vertical angles. The intent is to attach the wall guides (not the exhaust pipe) to the steel backet. The wall guides then allow the exhaust pipe to “float” up and down during expansion and contraction. The only item “supporting” the vertical stack is at the bottom of the stack (support plate). Contractor is expected to provide the wall guides whether they are attached to the steel structure or the 9 that are attached through the brick facade.
3. Ref generator- Should the muffler and expansion joint be provided by the generator manufacturer and mechanical contractor install?
Generator manufacturer usually provides the muffler and flexible connector before the muffler. The mechanical contractor usually provides everything downstream of the muffler including the expansion joints. But this is a GC project and it is up to the GC as means and methods of how equipment is purchased. For the pre-engineered factory-built system, the design allows the factory to provide all expansion bellows needed throughout the system. For the field-fabricated system, it is even more critical that the contractor provide calculations showing where expansion joints are needed and include cutsheets for the actual expansion product, details on the installation, insulation details, etc.
