About this file
This is a Request for Information (RFI) and Government Response document for federal contract solicitation 36C25026B0006, Project Number 610A4-23-101, issued by the Department of Veterans Affairs, Network 10 Contracting Office. The project involves upgrading the campus electrical system at VA Northern Indiana Healthcare System located at 2121 Lake Ave, Fort Wayne, Indiana 46805-5100.
Powergen Controls submitted a clarification question regarding the acceptable UL listing for switchboards associated with substations and paralleling systems. The contractor requested confirmation that UL 891 compartmentalized switchboards would be acceptable as an alternative to UL 1558, asserting that UL 891 construction could meet all specified functional, performance, protection, monitoring, and safety requirements including circuit breaker specifications, EPMS metering and monitoring, control and safety functions, and compliance with NFPA 70, NFPA 70E, and applicable VA standards. The Government Response, posted with Amendment No. Three to the original solicitation and signed by Matt Graham (HEAPY) on 1/30/26, explicitly rejected this request, stating: "UL 891 is NOT permitted. Comply with specifications." This response clarifies that contractors must use UL 1558 construction and cannot deviate to UL 891 alternatives regardless of claimed functional equivalency.

1. We respectfully request confirmation regarding the acceptable UL listing for the switchboards associated with the substations and paralleling systems for this project.
Based on our review of the contract documents, specifications, and drawings, all functional, performance, protection, monitoring, and safety requirements are clearly defined. For this application, UL 891 compartmentalized switchboards can be designed and constructed to fully comply with all specified requirements, including:
• Specified circuit breaker frames, ratings, and interrupting capacities
• Complete EPMS metering, monitoring, and communications
• All control, protection, interlocking, and safety functions
• Compliance with NFPA 70, NFPA 70E, and all applicable VA standards
The proposed UL 891 construction would maintain full compartmentalization, accessibility, and safety, and would not result in any reduction in performance, reliability, or code compliance when compared to UL 1558 construction for the specified application.
Accordingly, we request confirmation that UL 891 compartmentalized switchboards are acceptable for the substations and paralleling switchboards under the conditions outlined above.
This request is limited solely to confirmation of the acceptable UL listing and does not propose any deviation from the specified technical, functional, or safety requirements.
Thank you for your guidance to ensure full compliance with the project requirements.
