About this file
This is a Request for Information (RFI) issued by the Department of Veterans Affairs, Network 10 Contracting Office, for the Upgrade Campus Electrical System project at VA Northern Indiana Healthcare System in Fort Wayne, Indiana. The RFI number is 36C25026B0006 with project number 610A4-23-101. Contractors submitting questions are required to thoroughly review all solicitation documents, specifications, and drawings before submitting inquiries and must specifically identify the relevant specification sections and drawing numbers in their questions. All questions must be submitted in a single document to Brian Rosciszewski, Contract Specialist, at Brian.Rosciszewski@VA.gov with the subject line "RFI – {Solicitation #} – Firm Name."
The RFI addresses three specific questions from CM Buck & Associates regarding electrical system upgrades. Question 1 concerns Section 26 05 73 Overcurrent Protective Device Coordination Study and requests clarification on whether all low voltage circuit breaker coordination settings and medium voltage relay settings must be provided regardless of equipment supplier. Question 2 addresses Section 26 13 13 Medium Voltage Circuit Breaker Switchgear, specifically whether NETA Circuit Breaker Testing is required on each individual circuit breaker. Question 3 addresses the same section and asks whether NETA testing of all main bus is required. Government responses, issued by MG Heapy on 3/2/26, confirm that all new equipment must be included in the Overcurrent Protective Device study per specifications and that NETA testing is required for both individual circuit breakers and main bus sections. The government indicates that RFIs will be answered by amendments issued to SAM.gov.
