About this file
This is a Request for Information (RFI) with government responses regarding Solicitation 36C25026B0006, Project 610A4-23-101, for an Upgrade Campus Electrical System at VA Northern Indiana Healthcare System in Fort Wayne, Indiana. The RFI document contains seven contractor questions and corresponding government answers addressing technical specifications and design clarifications for the electrical upgrade project.
Key clarifications provided by the government include: (1) new generator exhaust stacks require lightning protection per drawing SE507; (2) demo and rework in existing buildings may occur during regular hours, but cutover work must be bid as after-hours with coordination required with the Contracting Officer's Representative regarding noise and infection control risk assessment (ICRA) due to the hospital setting; (3) concrete encased Schedule 40 PVC is specified for underground ductbanks with rigid turn-ups, with no EP108 drawing referenced; (4) contractors should refer to distribution schedules for feeder sizes rather than requesting feeder tags on drawing E211; (5) the 96-hour onsite fuel requirement for temporary generators cannot be modified with external refueling services or external fuel tanks; (6) temporary generators must have critical grade sound attenuated housing; and (7) there is no nurse call system or new mass notification system on this project, with speakers tied into existing circuits per Plan Note 4 on Sheet T201. The RFI was submitted by Cornerstone Contracting Inc and responded to by Matt Graham of HEAPY on January 19, 2026.
