About this file
This is a Request for Information (RFI) and government response document for federal contract opportunity 36C25026B0006, Project Number 610A4-23-101, titled "Upgrade Campus Electrical System" at the VA Northern Indiana Healthcare System in Fort Wayne, Indiana. The RFI was submitted by CM Buck & Associates to Brian Rosciszewski, Contract Specialist at the Department of Veterans Affairs Network 10 Contracting Office.
The RFI addresses two critical technical clarifications regarding the electrical system upgrade. Question 1 concerns Bid Item III Deduct Alternate 2, which proposes deletion of the Energy Monitoring & Control System (EMCS) including all meter cabinets and their I/O modules; the contractor sought confirmation whether this deletion would eliminate all meters, cabinet components, software packages, and server/rack equipment, given concerns that removal could prevent dynamic kW load shedding and require hard-wire controls instead of Ethernet connectivity. Question 2 addresses existing ASCO transfer switch configurations, noting that some switches have solidly connected neutrals (3-pole, non-separately derived) while others have switched neutrals (4-pole, separately derived), and requesting clarification on whether allowances should be included for replacing ATS 5, 6, 7, and 10 to comply with NEC requirements for the new separately-derived paralleling switchgear system.
The government response, provided via Amendment 8 to the solicitation on 2/24/26 by Matt Graham (HEAPY), clarified that meters and cabinets shall remain in the base bid for integration with the paralleling gear, including all specified I/O functions and future EMCS integration, with all control wiring from new and existing ATS units provided to the paralleling gear for HMI integration. The response also directed contractors to include replacement of 3-pole/4-wire ATS6 and ATS10 with new 4-pole ATS units, with reference to Addendum 1 for clarification of all other switch configurations.

1. Bid Item III Deduct Alternate 2 states to delete the Energy Monitoring & Control System (EMCS) including all meter cabinets. If the metering cabinets are deleted from all the transfer switches then the new generator paralleling switchgear will not be able to establish dynamic kW values for each transfer switch for load shedding purposes, therefore the kW values for each ATS will become preset / predetermined values that may not be accurate under various failure scenarios. In addition, the power metering cabinets being proposed contained I/O modules being utilized to consolidate output/input relays to & from each transfer switch to obtain aux contacts for switch position, source availability, remote test, and gen start status. Then these status relays were being converted to Ethernet by the meters. If meters are deleted this also may require individual hard wire controls to be installed from each ATS back to the new paralleling gear in lieu of ethernet. Can you confirm this deduct Alternate 2 does in fact require deletion of all meters and all components within the meter cabinets in addition to the entire software package and rack/server?
2. It has been brought to our attention based on looking at the list of all installed ASCO transfer switches onsite some of them have a solidly connected neutral (3 pole – non separately derived configuration) then others have switched neutrals (4 pole – separately derived configuration). Per NEC these neutral configurations can not mixed. The new paralleling switchgear system by design will be “separately derived” with a neutral to ground bond within the new paralleling switchgear therefore all existing & new transfer switches will need to be 4 pole switched neutral. Currently ATS 5, ATS 6, ATS 7, & ATS 10 appear to have 3 pole (solid neutral) designs and will need to be replaced/upgraded to 4 pole switched neutral unless they are not currently utilizing a neutral conductor. ATS 1, ATS 2, ATS 3, ATS 4, ATS are too old to determine for sure if they are utilizing solid or switched neutral conductors, still waiting on ASCO records department to confirm the configuration. Should we include an allowance for replacing the ATS’s above?

Government Response: RFI responded to via amendment 8 to solicitation.
1. Please see Amendment 8 Attach IV – “Revised Bid Schedule” dated 2/24/26. Meters and cabinets shall remain in base bid to integrate into the paralelling gear for all specified I/O (source availability, switch position, load shed, ATS in test, additional engineer start relay, etc.) and future EMCS integration. Provide all control wiring from each new and existing ATS to paralelling gear for integration into the HMI as required.
2. Include replacement of 3 pole/4 wire ATS6 and ATS10 with new 4 pole ATS. Refer to Addendum 1 and for clarification of all other switch configurations.
Matt Graham, HEAPY 2/23/26
