About this file
This document is a Request for Information (RFI) for a federal contract opportunity to install mental health safety improvements at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The project involves updating room finishes and installing new ligature-resistant plumbing fixtures in various spaces within the 5th Floor Inpatient Mental Health Unit. The RFI asks if a pressure switch activation system is the only allowable over-the-door protection, or if the contractor's preferred Top Door Alarm system, which is an approved product for VA mental health facilities, can be used instead. The government's response allows the use of a photoelectric sensor alarm assembly as an alternative to the pressure switch, as long as it matches the existing hardware and can communicate with the facility's existing system. The contract opportunity is Solicitation Number 36C25024B0040_1, with a project number of 583-24-201, and is being managed by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10.

INFORMATION NEEDED:
Is a pressure switch activation system the only allowable over the door protection for this project?
Our preferred over the door protection is the Top Door Alarm system. It is an approved product for VA mental health facilities and meets all other spec for 2.11 but does not operate on a pressure switch.
REPLY:
RFI’s will be answered by amendment(s) issued to SAM.gov or via email.
Per VA Spec 08 71 00 for Ligature-initiating Alarm, a photoelectric sensor alarm assembly may be used according to the positioning and configuration of the sensors detailed in the VA TIL for the respective spec section.
The intent of the project will be to reuse doors and door hardware as applicable. Any new components will need to match existing hardware used in the IPMH facility and be capable of seamless communication with the existing system.
