About this file
This document contains a justification for a single source award and information about a related federal contract opportunity. The justification is for a $200,000 sole source contract with Siemens Desigo to provide, configure, and install a Rauland R5 nurse call system at the VA Ann Arbor Medical Center. The justification cites the proprietary nature of Siemens' programming languages and topography for the existing integrated facility-wide building management system as requiring the single source award.
The related federal contract opportunity is a pre-solicitation notice for project 506-20-103 to upgrade a primary care building at the LTC Charles S. Kettles VAMC in Ann Arbor, MI. The planned IFB has a magnitude of cost between $5-10 million, will have a 550 day period of performance, and is set aside as a total SDVOSB opportunity. The solicitation is expected to be posted on May 27, 2023 on SAM.gov.

5. Description of market research conducted and results or statement why it was not conducted:
The entire facility is under one common and fully integrated Building Management System. Should an alternate provider be allowed, then the full system integration for the facility will be compromised. Key system elements that need to be in place to clean clear integrated controls are as follows:
VA provided web server; VA integration through VA OIT systems for facility wide communications; seamless integration through a single point of control with simplified graphical interface to link all systems and systems components. This is required to be stepped through both existing systems and system elements not being modified under this contract and full integration of new control elements components and sub-systems.
Programming languages need to match Programming topography needs to match Program sequence of control need to be identical All system elements are required to be fully operational through a single platform
6. Contracting Officer's Certification: Single source request is approved. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
