Phasing plan indicates there are 3 phases (1. Install new hydronic piping throughout the scope of the work. 2. Install new VAV boxes throughout the scope of work and 3. Remove old hydronic piping after connection and activation of new piping) and 9 sub phases (A-1) | 10-Jun-21 | 15-Jun-21 | RCM | Correct. | CLOSED | 4 | |||
Please confirm that the PPQ don’t count against the 50-page limit allowed for the Technical proposal. | 10-Jun-21 | VA | No, submit PPQs separately via email to scheronica.cochran@va.gov. | CLOSED | 10 | ||||
Will any phases (and sub-phases) be allowed to run concurrent with each other or must they run sequentially? | 10-Jun-21 | 15-Jun-21 | RCM | Phases can run concurrent however, Phase 2 work can procede only wher Phase 1 work is completed. For instance where Phase 1 piping on a floor is connected to a riser and made active, then Phase 2 work can commence for all VAV boxes that show connected to that piping. | CLOSED | 4 | |||
On drawing A101 Phasing Notes it states where indicated, all work to be done in single phase. SPS, Pharmacy and Radiology are to have new piping installed, and old piping removed in one phase. Infection control barriers and work are not to stop functional activities of these spaces unless coordinated with the COR and the department heads. Where is that note applicable ? | |||||||||
| 10-Jun-21 | 15-Jun-21 | RCM/TJS | Work in these areas was removed from the scope by the VA. Disregard this note. | CLOSED | 4 | ||||||
How much notification will be required for the VA to coordinate with each department? | 10-Jun-21 | 15-Jun-21 | RCM | 14 days notice minimum or as determined by the COR. | CLOSED | 4 | |||
Please provide priority list for the phasing/sub phasing. | 10-Jun-21 | 16-Jun-21 | TJS | Priority of the subphasing is to be determined by the GC working with the COR to best accomodate the construction schedule and primary phasing | CLOSED | 5 | |||
On drawing GI102 on the sheet notes Note E- states Infection control barriers are to be type “A” hard wall construction with type “D” barriers used to create antechambers. Work shift dependent barriers that are to be installed for only a few hours at a time are to be type “B” barriers sealed to the floor and ceiling assembly. Please provide these details. Found barrier type “R”, “N”, “T” & “P” details on drawing GI101. | 10-Jun-21 | 16-Jun-21 | TJS | These "A" and "D" references are typos. Note "E" on GI sheets 102 thorugh 113 should have read, "INFECTION CONTROL BARRIERS ARE TO BE "R" HARD WALL CONSTRUCTION WITH TYPE "P" BARRIERS USED TO CREATE ANTECHAMBERS. WORK SHIFT DEPENDENT BARRIERS THAT ARE TO BE INSTALLED FOR ONLY A FEW HOURS AT A TIME ARE TO BE TYPE "N" BARRIERS SEALED TO THE FLOOR AND CEILING ASSEMBLY." However, in lieu of "constructed hard barriers" types "R", "N", and "T", a panelized wall system terminating and sealing at the ceiling plane can be substitued. Systems can be, or be similar to, Starc Systems panels. Systems must be approved by the COR prior to construction. On type "R" and "T" panels, a plastic sheet barrier needs to be used above the ceiling to separate the area of work from the occupied area. This barrier above the ceiling will need to be sealed to the panelized wall system and the structure above. | CLOSED | 5 | |||
On drawing GI102 on the sheet notes - Note F – states where indicted all work is to be done in a single phase. Does this mean in a single shift? please clarify. | 10-Jun-21 | 16-Jun-21 | TJS | The work in locations to be done in a single phase means that phases 1, 2, and 3 will be performed at one time - removal of piping, removal of equipment & ductwork, and reinstallation of equipment & ductwork and piping will be performed while those infection control barriers are present. This may occur over several work shifts. | CLOSED | 5 | |||
On the GI drawings (Infection Control) it is indicated in many locations that type “R” barrier is adjacent to type “N” barrier, may type “R” barriers be replaced with type “N”? | 10-Jun-21 | 16-Jun-21 | TJS | Type "N" barriers can be used, however, for type "R" and "T", a sheet barrier above the ceiling needs to be installed to create a separation in the celing plenum space between the area of work and the occupied space. In addition, Type "R", "N", and "T" barriers can be substitued with a panelized wall system similar to Starc Systems panels. | CLOSED | 5 | |||
Please provide Pre-tab report. | 10-Jun-21 | 15-Jun-21 | RCM | This is a requirement of the Contractor and shall be completed prior to demolition. | CLOSED | 4 | |||

After a detailed evaluation of the ICRA plans, Phasing and Sub-phasing plans and the SOW to be performed in each area, it does not appear that the barriers can be installed in the method designed and allow the work to progress within the time allowed. It appears the ICRA barriers in the corridors, as designed, will require much work to the ceilings in the corridors. For example, the Type R ICRA barrier, which is most of the barriers, shows the wall extending to the deck above the finished ceiling and the ceiling will need to be reinstalled with wall molding to each side of the ICRA barrier. Just to install the barrier, the lights in the corridor will need to be relocated, any fire alarm devices, WAPS, etc. relocated, temporary lights hung inside the barrier, framing for the barrier, cutting, hanging and taping/mudding of the drywall, and sealing of all penetrations through the barrier. With the barriers removed, the lights and other devices will need to be relocated back to original locations, and the ceiling grid, in large part, will likely need to be replaced. The act of modifying ceiling, installing barriers, removing barriers and fixing the ceilings will definitely take much more time the work for each phase within the barriers, will create significantly more dust and debris, and will impact the patient and staff to a greater degree than that of the work associated with installing new piping, replacing VAV’s, and removing old piping. The SOW can easily be done by closing off small sections of the corridor or rooms with plastic barriers or Starc Panels (still following the phasing plans 1, 2, and 3) establishing negative air, removing only a few ceiling tiles at a time, performing the work, replacing the ceiling tile, and removing the plastic barriers before the start of each shift. The layout of each wing will allow egress to be maintained at all times even when the plastic barriers are up on nights and weekends. This will allow the work to be performed faster and more efficiently (cheaper to the GOV), with less disruption to the patients and staff, and with less dust and debris. Overall more efficient and less invasive. If the currently ICRA barriers and sub-phasing plan is attempted as designed, it is likely to not be Overall more efficient and less invasive. If the currently ICRA barriers and sub-phasing plan is attempted as designed, it is likely to not be constructable within the time constraints of the project and to cost as much or more as the mechanical SOW itself. Please advise if this alternate work plan is acceptable. | 10-Jun-21 | 16-Jun-21 | TJS | In lieu of "constructed hard barriers" types "R", "N", and "T", a panelized wall system terminating and sealing at the ceiling plane can be substitued. Systems can be, or be similar to, Starc Systems panels. Systems must be approved by the COR prior to construction. However, on type "R" and "T" panels, a plastic sheet barrier needs to be used above the ceiling to separate the area of work from the occupied area. This barrier above the ceiling will need to be sealed to the panelized wall system and the structure above. We were informed by the VA during design that an ICRA analysis will be provided by the VA prior to construction. It is assumed, though, that the majority of the work will be "Class III/IV" with pockets of "Class II" in isolated and low risk areas. The Class III/IV assumption is due to the work being performed in patient rooms, patient treatment areas, and locations directly adjacent to the previously mentioned. | CLOSED | 5 | |||
| 44 | The sheet note #2 on mechanical drawings, such as sheet MD101, reference installing new balance dampers in all diffusers/register takeoffs.
