The SF 1442, Block 13A is the only place it shows the due date and looks like it is to be hand delivered to Murfreesboro, TN. Can the proposals be sent in electronically with the Bid
Bonds hand delivered by the due date? Would the Contracting Officer allow for CPARS to be emailed directly to the Contracting
Officer by June 23, 2021 at 12PM, or to be included as an addendum that does not count against the page requirement in the final proposal, instead of the PPQs to be completed by the project Point of Contact? It is often difficult to obtain PPQs due to the busy nature of
Contracting Officers, particularly for projects where they have issued a CPARS report. No, CPARS are not allowed to be emailed directly to the Contracting Officer. The PPQs do not count against the page requirement allowed for the technical proposal and can be emailed directly to the Contracting Officer at Scheronica.cochran@va.gov

Reference solicitation, page 8 of 66, Sub-Factor 1b - Key Personnel: We are not provided with either a template or a list of required items for our key personnel’s experience. Can you provide a template or tell us what data elements you want, e.g., contract number, description, final value, etc.? Key personnel who will be on this requirement and their qualifications.
Provide the names of the Prime Contractor’s project manager and on-site superintendent, including name with title, years with prime contractor, and total work experience as it relates to the new construction or the addition of a hospital/medical center and/or health care facility. Both Project Manager and Site Superintendent must demonstrate (by way of professional resume) experience in managing and providing oversight with new hospital construction or construction additions with a project magnitude equal to or greater than $3,000,000.00 or more over the past five (5) years.
Reference solicitation, page 10 of 66, FACTOR 3 - Past Performance: This factor directs us to send PPQs to our clients for them to complete and return to NCO 9. No PPQ was provided with the solicitation. Can you please provide the VA Past Performance
Questionnaire? Yes, the PPQ Questionnaire has been uploaded with this modification.
Reference solicitation, page 10 of 66, FACTOR 3 - Past Performance: The first paragraph under this heading states that we “SHALL list three (3) only prior clients.” The standard for acceptability states: “This factor is met when UP TO THREE (3) past performance questionnaires…are submitted.” Can you please clarify how many PPQs we are to submit? Three past performances questionnaires. Also, if we can submit only two projects under Sub-Factor 1a – Relevant Experience, does that mean we are to submit two PPQs for those two projects, plus one additional PPQ that has no experience writeup? This is an error and should read three (3) projects under subfactor 1a.
The subject project mentions that it would like 1 copy of the proposal. I would just like to clarify how you would like the proposal to be submitted. Would an email submission suffice?
Yes, proposals should be submitted electronically via email to

We have reviewed the solicitation and attachments and there are no past performance questionnaires included. Could these please be posted on the sam.gov site so that we may access? Yes, the PPQ Questionnaire has been uploaded with this modification.
