March 18, 2019 at 2:00pm Eastern Time 596-36X0111-1001-854200-3220 Solicitation 36C24919R0012 is hereby amended to correct offer submission date and time. Offers are due on Monday March 18, 2019 @ 2:00pmET. Offers must be sent to the address listed in Block #2 above. Offers sent to any other will be considered non-responsive and returned to the Offeror. This amendment provides responses to questions submitted as well as provide additional drawings relative to the project work. All interested parties are advised that the intends to issue one final amendment of late questions received which are considered worthy of a response, despite the untimeliness. The final amendment will be issued on or before Tuesday March 12, 2019.
Douglas Crowley Contracting Officer 1.) Can an offeror submit a CPARS rating in lieu of a Past Performance Questionnaire, as in many instances sometimes the Contracting Officer or COR at a particular medical center may no longer be employed or may have retired?
Yes. The government will accept CPARS rating and/or the Past Performance Questionnaire 2.) Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? No.
3.) Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. Yes, that is acceptable and used by many contractors.
4.) Who is the servicers for the DDC and Fire alarms that GC will need to tie these two project to the rest of the services onsite? Johnson Controls services the DDC. The fire alarms are monitored by Koorsen.
5.) Is the GC expected to bring in a surveyor for all underground utility locations? The contractor is expected to mark all underground utilities where excavation will occur. A licensed surveyor could perform this work, but it not required. A crew that locates underground utilities would suffice.
6.) Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. The contract price will not be adjusted for escalation after the bid prices are received.
7.) Will the qualified super act as the SSHO on site, please confirm? Specification 01 35 26, Section 1.8 (C) explains this.
8.) The VA sent out a breakdown in the solicitation but its missing divisions, can we submit our own breakdown showing all items listed in the breakdown provided by the VA? The price sheet is intended only as an example. Offeror’s should feel free to add additional divisions where they feel work would be involved.
9.) Who is to provide a bat survey if one is needed? Who is the person or company that can provide that service? The contractor would be expected to hire an appropriate company/firm to conduct a bat study if trees are demolished during the months stated on the construction drawings. Biological specialty companies specialize in this type of work. The Government cannot recommend any specific company.
10.) Drawings and Notes call for the 300 pair telephone cable to be CAT 5, but Specification Section 27 15 00; 2.3; B; 1 (page 27 15 00 – 9) states the cable is to be CAT 3. Can you please clarify the type of cable required to be installed?
References: Sheet TS102 / Sheet Key Note No. 11 | Sheet T601 / Sheet Key Note No.’s 9, 10b, 11b 11.) The Diagram show a detail with 300 pair telephone cable, 3-12 strand fiber & 2-14/2 shielded cable in a 4” conduit. The Sheet Key Note No. 10, call for a 50 pair telephone cable, 1-12 strand fiber & 2-14/2 shielded cable in a 4” conduit. As well, on Sheet TS102, the details on the sheet do not match note 8. Can you please clarify size and types of cables required to be installed?
