N. COMMISSIONING PROCESS
The following topics (1-11) sequentially detail the commissioning process by commissioning task and or activity.
NFS is the lead commissioning authority and will lead and facilitate the commissioning process with the construction team. The activities associated with the commissioning process for the project have been designed to achieve the project goals and objectives.
1. DOCUMENTATION OF DESIGN NARRATIVE
NFS will review the design narrative to prepare for the commissioning activities. Clear design intent is critical to the commissioning process. The design narrative should incorporate the Owner’s Project Requirements from VA Standards and other project documentation, and should describe the designer’s approach to the project requirements.
2. COMMISSIONING SPECIFICATIONS
The commissioning specifications are included in the master specifications. These documents describe the scope and requirements for commissioning, as well as the roles and responsibilities of the general contractor, installing subcontractors, owner personnel, Design Team, and the NFS Team. NFS will review the commissioning specifications that already exist in the project specification book and provide feedback to ensure that the spec matches the commissioning plan and that it is comprehensive enough to provide for a well commissioned project with proper contractor involvement.
3. PREPARE COMMISSIONING PLAN
The process of developing the commissioning plan will include the initial development of the draft Cx Plan using the information gathered from the review of the basis of design, plans and specifications. This plan will include the list of the equipment to be included in the plan and sample pre-functional and functional commissioning checklists.
National Facility Solutions, LLC 10
Upon review and approval of the draft plan, NFS will utilize submittal documentation to incorporate into the plan the Pre-Functional checklists. The update to the plan will be submitted to the team for review and comment.
The final section of the plan (Functional Performance Tests) will be developed upon receipt of the Approved direct digital controls submittal and Point Verification Test (PVT) submitted by the Direct Digital Controls Contractor.
The timeline of plan completion will be executed within the requirements of the project schedule. As necessary due to changes or additions to the commissioning scope, NFS will update the plan and provide revisions to the VA for distribution.
4. COMMISSIONING KICKOFF MEETING
A pre-commissioning kickoff meeting will be held and will be run by the VA and NFS. This meeting will include all applicable sub-contractors that are involved in the commissioning process.
During this meeting, NFS will advise the contractors of their roles in this process, and will explain what tasks and milestones have been added to the “standard” construction process as a result of the developer including commissioning in their scope.
The general contractor will direct the contractors to the Cx specification and will clear up any questions that may arise as a result of the specification. It is expected that the general contractor will be prepared and will be familiar with the commissioning specification and its requirements, and will be able to clearly explain what the contractors need to do to participate. Prior to this kickoff meeting, NFS will be available to aid in their understanding of the commissioning requirements.
This meeting will be scheduled by the VA with the agenda provided by NFS.
5. CONSTRUCTION SITE VISITS
NFS will conduct on-site construction observations and will update the Issue Log of any deficiencies noted.
On site observations are conducted to verify compliance with manufacturer’s installation and start -up instructions and recommendations, compliance with the design intent, and meeting the requirements for efficient operation and maintenance. Construction observation is not for the express purpose of ensuring compliance with codes and standards. Regularly scheduled meetings are held for site coordination, reporting on construction and commissioning progress, and resolution of any identified issues or deficiencies. Construction observation activities will be coordinated with the owner’s operation and maintenance staff to facilitate their participation in the commissioning process and familiarize them to the building systems that they will ultimately be required to operate and maintain.
6. ISSUES LOG
NFS will make scheduled site visits to witness equipment and system installations. Each site visit will have a specific agenda and will be coordinated with the VA. NFS will attend selected planning and job-site meetings in order to remain informed on construction progress and to update parties involved in
National Facility Solutions, LLC 11 commissioning. The VA provides NFS with information regarding substitutions or change orders that may affect commissioned equipment or the commissioning schedule.
All deficiencies found from site visits and functional performance testing will be documented in a NFS Issues Log. The Issues log will provide in detail the nature of the issue, the systems or component it is related to, the individual or party responsible to resolve and any proposed solution. The issues log will be issued to the VA for incorporation into the VA master construction issues log.
NFS will communicate and coordinate all issues through the VA for resolution management.
7. PRE-FUNCTIONAL CHECKLISTS
The pre-functional checklists are developed and completed for all systems and equipment included within the commissioning scope. The checklist captures equipment nameplate and characteristics data, and confirms the as-built status of the equipment or system. The checklists ensure that the systems are complete and operational and document the installation of components and completion of systems.
The checklists will be prepared from manufacturer’s data, drawings and specifications to include the required installation, checkout, and start up procedures. The installing Subs date and initial the checklists as the construction and start-up is completed. NFS reviews and verifies the completed checklists before scheduling the functional performance testing.
During site visits, NFS will verify checklist completion in conjunction with the general contractor. The completion of the checklist is the responsibility of the installing sub-contractors. These checklists will be maintained in the general contractor job-site trailer under the supervision of the general contractor. As the checklist activities are completed with the construction of the project, the checklists are to be signed off by the installer.
The general contractor will aid in supervising this process by reviewing and discussing the completion of the checklists during job meetings.
8. FUNCTIONAL PERFORMANCE TESTING
NFS will develop the functional test plans for the systems based on the drawings, specification, manufacturers’ requirements and the facility control contractors sequence of operation. These tests will be designed to focus on the overall systems performance as compared to testing and validating the control points of the system. The controls point verification is completed by the controls contractor through the point verification testing as required per the specifications.
During the functional performance testing, the systems interactions under various conditions and modes of operation. The systems are run through all of the sequences of operation and the response of components is verified. Testing proceeds from components to sub-systems to systems, and finally to interlocks and connections between systems.
Key Modes of Operation to be Evaluated Include:
v Occupied Mode - Reviewing/testing system performance during the occupied mode.
v Un-Occupied Mode - Reviewing/testing system performance during the unoccupied mode.
v Alarming - Reviewing and initiating alarming conditions and confirm alarming notification.
National Facility Solutions, LLC 12 v External Systems Integration - Reviewing external systems integration to confirm systems integration is complete and functional. (Example: Fire Alarm System interface with the HVAC System)
The development of the Functional Tests will be completed when the final approved control submittal has been received as well as the completion of the point verification testing prepared by the controls contractor. To enable the development of accurate Functional Tests, this information is necessary.
These tests will be scheduled by the general contractor, as recommended and coordinated by NFS, upon completion of all the system pre-functional requirements. NFS and relevant sub-contractors will perform the witnessing of the testing at a minimum. Others invited to attend are the owner's and maintenance staff representatives.
NFS will maintain the Issues log throughout all functional testing and will issue results accordingly.
9. FINAL COMMISSIONING REPORT
A final Commissioning Report will be compiled which summarizes all of the tasks, findings, and documentation of the commissioning process. The report will address the actual performance of the building systems in reference to the design documents. All test reports by various sub-contractors, manufacturers and controlling authorities will be incorporated into the final report.
The commissioning report includes:
v An evaluation of the operating condition of the systems at the time of functional test completion, v Deficiencies that were discovered and the measures taken to correct them, v Functional test procedures and results, v Reports that document all commissioning field activities as they progressed, v Description and estimated schedule of required deferred testing.
NFS will lead the preparation of the report, and may request project related memos from the VA for inclusion into the report.
