About this file
This Request for Information (RFI) pertains to a Department of Veterans Affairs project to correct patient privacy deficiencies at the Lake City, FL facility (Project #573A4-18-603). The solicitation (36C24825R0127) is a resolicitation open to small businesses, replacing a previous SDVOSB solicitation.
The RFI document contains a detailed comment matrix with multiple substantive questions from Blue Cord Design and Construction regarding project specifications, including roof access, construction phasing, lead-based paint abatement, concrete reinforcement details, and patient headwall elevations. Key technical clarifications include confirmation of roof access procedures, a 30-day transition period between construction phases, lead paint assumptions for interior walls, and specific guidance on concrete scanning and demolition work. The VA provided specific responses to each technical inquiry, demonstrating willingness to provide contractor clarity and potentially negotiate alternative approaches that support project success.

| Substantive | Will the VA please consider adding FAR 52.225, and it's applicable subsections, to the solicitation documents to confirm this project must conform to the Buy American Act? | Missing Clauses Included. | 7/7/25 | Milton | Blue Cord Design and Construction | |||
| Substantive | If no to the question above, will the VA please confirm this project must meet the Buy American Act? | Buy American Act Required | 7/72025 | Milton | Blue Cord Design and Construction | |||
| Substantive | Is it the VA's intention to give access to the north and south roof elevations through the main building or shall contractors provide a stair scaffolding system for access? | The GC may use the staff elevators. The superintendent may be issued a roof access key. However, if GC wishes to install stair scaffolding for its convenience, this may be permitted. | 7/7/25 | Drake | Blue Cord Design and Construction | |||
| S102-103, S301 | Substantive | Please clarify if the supplemental beam shear rebar locations will be installed from the top or the bottom. Both details are provided but the plan view does not differenciate. | Both details are provided. Either detail can be used by contractor at their option. | 7/7/25 | Barrentine | Blue Cord Design and Construction | ||
| S102-103, S301 | Substantive | Please clarify if the contractor is to GPR all locations of shear reinforcement ahead of install. | Scan existing concrete for embedded items utilizing radar. Do not proceed with demolition work of the affected area until authorized to do so by the Government. | 7/7/25 | Massey | Blue Cord Design and Construction | ||
| Substantive | Please confirm the turnaround time after phase 2 South is completed before the Contractor receives full access to 2 North. | Anticipate 30 day transition period. | 7/7/25 | Drake | Blue Cord Design and Construction | |||
| Substantive | Please clarify the adjacent areas that will be occupied during construction along with any additional phasing, beyond the phasing defined in the contract documents, that may be required to facilitate safe ingress and egress | Level 1 below, Level 3 above. Contract document phasing is suggestive, VA PM will consider alternative phasing suggestions if in the best interest of project success. | 7/7/25 | Drake | Blue Cord Design and Construction | |||
| Substantive | It has been observed that the majority of main corridor walls and interior walls at the building’s exterior perimeter are constructed of plaster on wire lath, with some instances incorporating gypsum pyroblock. Testing of original paint layers has confirmed the presence of lead-based paint. |
| For the purposes of level bidding, please confirm whether the contractor should assume that all corridor walls and interior walls at the exterior perimeter contain lead-based paint. This assumption will impact the scope and pricing of lead abatement efforts. | yes, that is the assumption. Tests have revealed positive results for the underlying paint layers to contain lead. Presumably the interior walls might be cut into sections, or blocks, for demolition which mght reduce the level of abatement effort for all surfaces. the VA PM would permit the use of a window opening for extrication of said material, thus reducing the transport concerns for moving old material through patient areas. | 7/7/25 | Drake | Blue Cord Design and Construction | |||||
| Substantive | There are no elevations in the drawings showing the patient headwalls. Will the VA please provide cut sheets? | Drawing Sheet AE452 Headwall Interior Elevations | 7/7/25 | Massey | Blue Cord Design and Construction |
