About this file
This document is an Amendment (Amendment 0007) to Solicitation 36C24725R0079 for the SPS Renovation Phase 2 project at the Birmingham, AL VA Medical Center. The amendment extends the proposal submission deadline to June 2, 2025, at 1:00 pm EDT and provides clarifications and revised specifications for the project. Key updates include detailed responses to Requests for Information (RFIs) addressing specific technical questions about the facility, such as deck-to-deck height measurements (12'-2" to 13'-7"), crawl space dimensions, and modifications to specifications for demolition, carpentry, and traction cartlift installation.
Of particular note, the amendment removes requirements for replacing existing machine beams and guide rails in the cartlift hoistway, which could have potentially added $500,000 to $1,000,000 to the project costs. The amendment is issued by the Department of Veterans Affairs VISN 7 Network Contracting Activity in Birmingham, AL, and provides updated technical specifications in attachments 0007A and 0007B. Contractors are required to acknowledge receipt of this amendment and incorporate the changes into their proposal submissions.

1. What is the height from finished floor to bottom of deck above in the SPS Area?
Answer: In the original RFI answers under Amendment 0005, #58 stated that the Deck-to-Deck height based on Matterport scans was 14’.
However, the height was measured personally by the COR and the true measurements for proposal purposes are as follows:
Height to Bottom of deck -
· 12’-2” to the lowest beam
· 13’-7” to the bottom of deck
2. What is the height of the crawl space?
Answer:
· 43.5” from slab to lowest beam
· 64” from slab to floor beam
· 76” from slab to bottom of floor above
3. Multiple Sections throughout Specifications appear incomplete. Examples following:
SECTION 02 41 00 DEMOLITION
Section has a total of one (1) page (pg. 211) and does not contain ---End--- signifying Section Complete.
SECTION 06 10 00 ROUGH CARPENTRY
Section has a total of one (1) page (pg. 324) and does not contain ---End--- signifying Section Complete.
Answer: See Attachment 0007A - Revised Specifications Part 1.
4. Per the Bid Documents, Hardware Set Numbers are given in "Door Schedule" (Reference Sheet number "A-601" dated "01/28/2025"). However, the Hardware Sets are not provided. Please provide the updated information.
Answer: The hardware sets are located in Specifications Sections 08 17 10 and 08 71 00.
5. In response to the answer to RFI #5 - The specification 14 21 11 Traction Cartlift is written for new construction scenarios such as for a new building that is being built to include a new hoistway shaft and installing a new cartlift. It is not written in a way that is conducive to a renovation of an existing shaft and cartlift.
Therefore part 2.12 Machine Beams – it says to provide structural steel beams required for direct support of an attachment to building structure of hoist machine…etc. These steel beams are already existing and in good condition from when the shaft was built. The beams are set in concrete and are structural in nature. It does not make any sense for us to have to cut these beams out and replace them with new ones. In fact, if an Engineer has not already looked at this and confirmed that it would be okay to remove these beams then I would say removing and replacing them possibly even poses a structural risk to the building. All that to say, are we actually being asked to remove and replace the existing beams by this specification or is it simply stating that in general when building a Traction Cartlift Hoistway structural beams are required?
Answer - Requirements in Attachment 11 - Specifications Part 1 under Section 14 21 11 are removed and not applicable (see Attachment 0007A). Requirements in Attachment 12 - Specifications Part 2_Cartlift under Section 2.12 are also removed and not applicable (see Attachment 0007B). The contractor will not have to replace the machine beams.
6. Part 2.24 Guide Rails, Supports, and Fastening – Similarly it is saying to provide Guide Rails and fasten them to the shaft correctly. Again these Guide Rails are already existing and in good condition from when the shaft was built. The Rails are also set in concrete and it does not make any sense for us to have to cut these rails out and replace with new ones. Are we being asked to remove and replace the existing Guide Rails by this specification or is it stating that in general when building a Traction Cartlift Hoistway Guide Rails are required?
a) Diversified Elevator has brought these questions to our attention and made us aware that replacing the beams and rails would be anywhere from $500,000 to $1,000,000 and require closing off part of the street for the crane work to be done to remove the old beams and rails and install new ones.
Answer – Requirements in Attachment 11 - Specifications Part 1 under Section 14 21 11 are removed and not applicable (see Attachment 0007A). Requirements in Attachment 12 - Specifications Part 2_Cartlift under Section 2.24 are also removed and not applicable (see Attachment 0007B). The contractor will not have to replace the guide rails and associated equipment.
7. Given the high potential costs and complexity involved, we recommend the VA review and revise specification 14 21 11 Traction Cartlift to explicitly detail only the necessary renovation work. Removing general statements unrelated to the specific scope could substantially reduce costs for the VA and clarify project expectations.
Answer – Sections 2.12 and 2.24 are removed. See updated Attachment 0007B – Revised Specifications Part 2_Cartlift.
