RFI Answer Sheet

1. According to the specs, the VA seems to be in charge of hiring the Commissioning Agent: “…C. Members Appointed by VA: 1. Commissioning Agent: The designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. The VA will engage the CxA under a separate contract.” The VA has no method to hire commission firms directly. They are either hired by the design firm or the contractor. This leaves a big gap in the completion of the project. Who is the Cx firm that has been contracted by the VA?

· If commissioning services were not part of the AE design contract, the VA will procure commissioning under a separate service contract through a third party.

2. Is there a required or preferred security contractor.

· Convergint (they have been authorized to work with the manufacturer “LENEL” on our behalf)

3. The physical access control system is existing, but we can’t find details on what the existing system is. Could you please provide the access control system manufacturer and if it is to be CFCI, GFCI or GFGI?

· LENEL CFCI

4. The video surveillance system is existing, but we can’t find details on the existing system. Could you please provide the video surveillance manufacturer and if it is to be CFCI, GFCI or GFGI?

· LENEL CFCI

5. Specs call for rails, machine beams, brackets, and entrances. The machine beams are set into the poured concrete. There is no reason to replace those. The entrances could also be reused and refinished. Rails, brackets, counterweights and counterweight frame can be reused. Please specify if these parts can be reused or if they must be replaced with new.

· Provide, furnish, and install new equipment as stated by the specifications for the dumbwaiter/cart lift system.

6. What is the existing Access Control System?

· LENEL

7. What is the existing CCTV System?

· LENEL

8. Is there a specific brand of cameras they currently have?

· Axis

9. Are they open to alternates?

· No, Axis is a Government approved camera device and compatible with our current system.

10. How far is the Data Closet G516B from where this section is?

· It is approximately 180 feet from the farthest corners of the SPS space. However, the contractor will be expected to take measurements and provide data drop lengths necessary to reach the data closet.

11. It says we are swapping out Card Readers, what does that mean, are we just doing the readers or pulling cable as well?

· All Readers and cable replaced. You will also need to purchase reader licenses from LENEL which Convergint has been authorized to do on our behalf. See note 5 sheet ET-101

12. I noticed in the specs it referenced Network switches, but I see no drawings for the IDF/MDF. Is this something you could provide?

· Contractor to install cabling, data drops, and other data devices according to Sheet ET-101. New cameras are to be connected to existing system. If additional switches or patch panels are needed, contractor to furnish, supply, and install to support the additional camera equipment.

13. Can the Superintendent also be the Prime Contractor’s Commissioning Manager during commissioning?

· No, the Cx Manager must be a separate individual due to the complexity of the project and commissioning.

14. Is any commissioning required on this project?

· Yes, please see specification 01 9100

15. Is a full-time on-site quality control manager required for this project?

· Yes

16. Can the Superintendent also be the quality control manager?

· No

17. Is a full-time on-site Safety and Health Officer required for this project?

· Yes

18. Can the Superintendent also be the site safety and Health Officer?

· No

19. Can the Superintendent be Triple hatted as the SSHO and QC Manager?

· No

20. As is typical for most VA projects can the QC plan be implemented by the onsite superintendent and administrated by the PM without additional staff (other than what is required for commissioning) as call for in 01 45 00.?

· No, The QCM and Superintendent shall be separate.

21. What is the current budget available for this minor construction procurement?

· This is not a minor construction project. This is a NRM (Non-Reoccurring Maintenance) project. The VA will not provide the budget. Magnitude of the project is listed on the first page of the SF 1442.

22. What is the total dollar amount that the VA has requested for this project?

· The VA will not provide the budget. Magnitude of the project is listed on the first page of the SF 1442.

23. Has this request been approved and full funding for this project available to the NCO station?

· This project has been approved for construction funding.

· This space is not slab on grade. It is above a crawl space. There is humidity within the crawlspace and above the floor within the space.

25. Have other areas on this floor needed moisture remediation on the concrete slab in past projects?

· The VA is unaware of any moisture remediation occurring.

26. Will any of this work have to be performed after hours or weekends?

· Any work that affects the facility outside of the areas given to the contractor will have to be coordinated with the COR. This may result in after hour or weekend work. The impact to the facility will determine whether or not work can be done during business hours. Work that may have to be performed after hours or during the weekend may include but is not limited to: work that causes excessive noise/vibrations, utility outages, work within crowded or patient areas, etc.

27. Will this project be done in phases?

28. Will each phase have to be fully completed before moving to the next or can some phases be completed simultaneously?

· The entire SPS area, the SPS mechanical room, and each dumbwaiter shaft/ machine room will be turned over to the contractor. Electrical, mechanical, and telecom rooms outside of these rooms will remain operational at all times. Any access into these spaces must be coordinated with the COR.

29. How many areas will we be given at a time?

· The entire SPS area, the SPS mechanical room, and each dumbwaiter shaft/ machine room will be turned over to the contractor. Electrical, mechanical, and telecom rooms outside of these rooms will remain operational at all times. Any access into these spaces must be coordinated with the COR.

30. Will we have to remove a window in each area to vent the negative air outside or is there another means of venting air from the space to achieve the negative pressure required by ICRA?

· Existing exhaust ducts cannot be utilized. The space is connected to the exterior via 2 doors that exit to the fire lane and several louvers in the mechanical room that discharge into the mechanical yard. These can be utilized for negative air.

31. What openings can we use to vent our negative air to meet the ICRA requirements?

· Existing exhaust ducts cannot be utilized. The space is connected to the exterior via 2 doors that exit to the fire lane and several louvers in the mechanical room that discharge into the mechanical yard. These can be utilized for negative air.

32. In ICRA areas that require Category B Level 1 or 2, can we use zip-walls or plastic sheeting as containment?

· The ICRA rating for this project is Category D with a level 4 total rating. This rating was based on the SPS area being renovated. Any work outside of this space can be evaluated and coordinated with the COR. Assume a level 4 rating.
