About this file
This is a Questions and Answers document for a federal contract solicitation regarding above-ground storage tank (AST) inspection, maintenance, and coating work. The document addresses pre-bid inquiries and provides owner clarifications on project scope and requirements.
The work involves inspection and rehabilitation of four ASTs, with primary focus on Tanks 1 and 2 requiring full internal inspection per API-653 standard including magnetic flux leakage (MFL) scanning of tank floors, external inspection, and recoating with polyurethane UV-stable paint. AST 1 contains 59,596 gallons of fuel and AST 2 contains 29,869 gallons, which must be removed and temporarily stored during internal inspection with the constraint that only one tank may be out of service at a time. Task 8 permits STI-SP001 certifications for shop-fabricated ASTs in lieu of full inspections. Additional work includes dike vegetation removal (with no evidence of oil impact), temporary fuel storage coordination, and dispenser mounting certification for ASTs 3 and 4. Lead-based paint is present on Tanks 1 and 2, with the contractor responsible for containing lead dust, providing trained personnel and PPE, and managing lead dust as hazardous waste. The contractor must provide either a West Virginia Professional Engineer or API/STI-certified Inspector (not both) per WV regulations. Water discharge from dike cleaning and power washing requires either NPDES permit compliance or one-time discharge authorization through the WV Department of Environmental Protection, with final guidance pending from the owner.

Text version
1. Could you please provide previous inspections (SP001 and/or API-653) for all of the ASTs? Please see attached.
2. Is there a specific QA program that will be utilized for any aspect of the work? If not, what are the manufacturer specifications related to welding and coatings? Or can you please provide manufacturer specifications for the ASTs? See attached
3. It appears that the dispensers are mounted into the concrete shell of ASTs 3 and 4, which would not pass an inspection. Has the manufacturer already certified the mounting of the dispensers into the concrete on ASTs 3 and 4? Historically these have passed inspection
4. Task 1 - Is there any UV standard for the paint on ASTs 1 and 2? Polyurethane UV-stable (UV resistant, corrosion resistant, and compliant with regulatory requirements)
5. Task 8 – Could this task be completed with STI-SP001 inspections for these shop-fabricated ASTs? Yes, STI certification will suffice (https://dep.wv.gov/WWE/ee/tanks/abovegroundstoragetanks/Pages/TankCertifica tionRequirements.aspx)
6. Task B.3 – Is there a requirement to keep the temporary fuel storage on-site? Or could this go to an off-site location? Awaiting a response from the WV DEP as regulations are unclear
7. Task B.3 – Can you please provide the maximum quantity of residual fuel that will need to be stored (or current fuel volumes for ASTs 1 and 2)? AST 1 – 59596 gallons, AST 2 – 29869 gallons
8. Task B.3 – If the internal inspection fails and one of the ASTs is not able to be put back into service (hopefully not), would there be a back-up location for the fuel so that “temporary” storage costs are not on-going?
9. Task B.10 – Is there an assumption that the vegetation in the dike is impacted with oil? Can it be disposed on-site or it required to be taken off-site? There is no evidence that the vegetation has been impacted by oil. We are requesting removal so that it doesn’t impair the integrity of the structure.
1. During the pre-bid meeting it was mentioned that the tanks have lead-based paint.
Please provide the laboratory report(s)/data that indicates the presence of lead on the subject tanks. See attached
2. If lead-based paint is present on Tanks 1 and 2, will the Contractor be required to properly contain any lead dust, provide properly trained personnel and personal protective equipment during preparation of the tanks for coatings? Yes, the contractor will be required to provide all materials and personnel required to complete the work while following all regulatory requirements at federal, state, and local levels.
3. Is it known that the lead dust from prep work will be hazardous waste or will the Contractor be required to sample and analyze the dust for Lead content? The current coating is known to contain lead and should be handled as hazardous waste, which will be the responsibly of the contractor https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdep.wv.gov%2FWWE%2Fee%2Ftanks%2Fabovegroundstoragetanks%2FPages%2FTankCertificationRequirements.aspx&data=05%7C02%7C%7C01888395cc49401cbd2108de8b677838%7Ce95f1b23abaf45ee821db7ab251ab3bf%7C0%7C0%7C639101473895124152%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=Ah9SwFuOhte6%2B%2BPUxlWwn2gSSfAvvhewQX1Uujc6PI4%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdep.wv.gov%2FWWE%2Fee%2Ftanks%2Fabovegroundstoragetanks%2FPages%2FTankCertificationRequirements.aspx&data=05%7C02%7C%7C01888395cc49401cbd2108de8b677838%7Ce95f1b23abaf45ee821db7ab251ab3bf%7C0%7C0%7C639101473895124152%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=Ah9SwFuOhte6%2B%2BPUxlWwn2gSSfAvvhewQX1Uujc6PI4%3D&reserved=0
4. Please clarify the scope of work for inspection of Tanks 1 and 2. The bid item states “In-service Inspection’ but later in the description indicates internal and external inspection.
Please clarify if the Owner desires Full Internal Inspection per API-653. A full internal inspection is required.
5. If Full Internal Inspection is required per API-653, please clarify if the Owner requires magnetic flux leakage (MFL) scanning of the floor of both tanks per API-653 Annex G. Yes, it’s preferred as the industry standard and recommended in Annex G
6. The coating system specified is not rated for UV exposure. Please clarify if the Owner will provide a specification for an appropriately rated epoxy topcoat or if the Contractor will be responsible for specifying an appropriate, compatible topcoat. Polyurethane UV-stable (UV resistant, corrosion resistant, and compliant with regulatory requirements)
7. Regarding Tanks 1 and 2, please verify that only one tank can be out of service at a time.
Only one tank may be out of service at a time
8. Please identify the quantity of fuel in each tank that will need to be removed and stored for internal inspection of Tanks 1 and 2. AST 1 – 59596 gallons, AST 2 – 29869 gallons
9. Please provide a diagram that shows the area(s) available for frac tanks, equipment and materials. See attached
10. The Solicitation indicates that the Contractor is required to provide a WV Professional Engineer and an API/STI-certified Inspector however, WV regulations require only EITHER and WV PE or API/STI-certified Inspector. Please verify. Correct, it must be either (https://dep.wv.gov/WWE/ee/tanks/abovegroundstoragetanks/Pages/TankCertificationRe quirements.aspx)
11. Does the facility have an NPDES permit or can the Contractor discharge water from the dike and power washing to the VA sanitary sewer system? The discharge may not be discharged under our current NPDES and a one time discharge would need to be requested by the contractor through the WV DEP. I am still awaiting a response regarding discharge as process water into the sanitary sewer.
