About this file

This document is an in-service inspection report for aboveground storage tank (AST) AST 5 located at the VA Medical Center in Martinsburg, West Virginia, conducted on December 2, 2020 by inspector Ryan Peterson (API Certification No. 80187, STI Certification No. AC 44269). The tank is a 10,000-gallon rectangular concrete vault design manufactured by Convault Inc. in 2008, constructed to UL-142 specification, and stores E-85 Ethanol. The inspection was performed in accordance with West Virginia Code Chapter 22, Article 30, and Steel Tank Institute SP-001 (6th edition) standards to satisfy required annual and three-year inspection intervals and to evaluate mechanical integrity and fitness for continued service.

The inspection results determined the tank is fit for continued service. The concrete vault foundation and containment structure are in satisfactory condition with no cracking or spalling observed. Tank nozzles are mechanically sound with appropriate valves and instrumentation for venting, though coating failure with surface oxidation (rust) was noted on external nozzles and piping. The tank is equipped with digital level transmitting capabilities, high-level alarms, leak detection, and flow monitoring systems, all in satisfactory condition. Ultrasonic thickness measurements could not be performed due to the tank's concrete vault configuration; however, thickness measurements are recommended during the next scheduled internal inspection to determine corrosion rate and establish future inspection intervals. The single recommendation is to clean and recoat nozzles as needed to protect against environmental corrosion. The next external inspection is due by December 2, 2023, while internal and ultrasonic thickness inspections are to be site-tracked.

1.0 EXECUTIVE SUMMARY

A Standard STI inspection was completed on Tank AST 5 in the VA Medical Center facility located at Martinsburg, WV on 12/02/2020 to meet the required annual and 3 year and annual inspection interval set fourth in the West Virginia Code: CHAPTER 22. ENVIRONMENTAL RESOURCES.ARTICLE 30, and to collect data in order to evaluate the mechanical integrity and fitness for continued service of the tank.

The tank is of a rectangular concrete vault design found to meet or exceed the minimum code requirements of STI SP-001 and the West Virginia code and regulations. This tank is of a UL-142 constructed concrete vault design, due to the configuration and design, no thickness measurements were taken on the tank or nozzles. These thickness measurements should be taken during the next scheduled internal inspection to determine corrosion rate and next inspection intervals. The visual inspection concluded that this concrete vault style tank is fit for continued service.

Tank external nozzles and piping have coating failure present. The tanks nozzles and piping should be cleaned and re-coated as needed to ensure protection against environmental corrosion.

Please refer to the results and recommendation sections of this report for other minor discrepancies and recommendations that were identified during the course of this inspection.
