Updated MATOC Solicitation Instructions-In the interest of efficiency and ease, disregard previous RFP instructions.
Introduction
1. Scope: VISN 1 located within the VA New England Healthcare system, has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, roofing, site work, heating ventilation and air conditioning (HVAC), for the following VISN 1 VA Facilities: (1) VA Togus, Maine; (2) VA White River Junction, Vermont; (3) VA Manchester, New Hampshire; (4) VA Central Western MA, Northampton, Massachusetts; (5) Edith Nourse Rogers Veterans Memorial Hospital, Bedford, MA; (6) VA Boston Health Care System, MA, including the Brockton Campus, the Jamaica Plain Campus, and the West Roxbury Campus; (7) VA Providence, RI; (8) VA Connecticut Health Care System, including the West Haven Campus, and the Newington Campus; (9) any Community Based Outpatient Clinics located within VISN 1; and (10) any other VA facility and/or location within the New England Healthcare System.
2. As a result of this solicitation, the Government intends to award approximately twenty
(20) MATOC, indefinite-delivery indefinite-quantity (IDIQ) contracts.
3. Work performed under these multi-discipline contracts/and or Task Orders will fall under NAICS 236220. The size standard for offerors responding to this RFP is $45M, as provided in Commercial and Institutional Building Construction.
4. Seed project 523-19-602 Install Site Security Campus Wide JP at the VAMC Jamaica Plain Campus in Boston, MA will be utilized for price evaluation and is expected to be awarded as a Task Order in FY24. Information regarding the seed project can be found in the seed project Task Order Request for Proposal (see Attachment 523-19-602 Seed Project Notice of Task Order Request for Proposal). To be considered for a MATOC, all offerors must submit a proposal and bid bond on the seed project. The specifications and drawings are attached to this solicitation.
4.1 An additional site visit for the 523-19-602 Install Site Security Campus Wide JP seed project will be held at 10:00AM EST on November 28, 2023. Participants are to meet the COR, Guillermo Socorro, at the Main Lobby of Building 1 at the VAMC Jamaica Plain, 150 South Huntington Avenue, Boston, MA 02130. If there are any issues, Guillermo can be reached at 617-435-8572.
4.2 Due to security conditions, all offerors must register to attend the site visit by November 27, 2023. Email Heather.Libiszewski-Gallien@va.gov and provide Attendees name, Company Name, Make and Model of vehicle, and license plate number.
4.3 Parking for the seed project site visit is limited at the VAMC Jamaica Plain campus. Please see attached map (See Attachment Seed Project Parking Map) and park in the area that is circled on the map. Attendees must park off site if parking is not available in that lot. Expenses for parking will not be reimbursed.
5. Technical Questions shall be submitted to Heather.Libiszewski-Gallien@va.gov utilizing the Exhibit D Proposal Inquiry Form. Questions shall be submitted by 4:00PM EST on December 1, 2023.
6. Offerors are strongly encouraged to frequently check Contract Opportunities at https://sam.gov/content/opportunities for any changes made to the solicitation.
7. Proposal Expenses and Pre-contract costs: This RFP does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.
8. Disposition of additional copies of successful and unsuccessful proposals: In compliance with FAR Subpart 4.8 the Government will retain one electronic copy of all proposals.
The Government will destroy extra copies of proposals. No destruction certificate will be provided.
9. Proposal Acceptability: Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Incomplete proposals may not be evaluated or considered for award.
MATOC Proposal Preparation Instructions
1. Proposal Preparation Instructions
1.1. These instructions prescribe the format of proposals and the development and presentation of the proposal data. These instructions are designed to ensure the proper submission of information necessary to provide for comprehensive evaluation of proposals. Offerors shall carefully review this section prior to commencing proposal preparation and take the necessary measures to ensure that the information submitted is factual, accurate, and complete.
1.2. In order for a proposal to be considered, Offerors must strictly comply with all instructions outlined in this solicitation. Failure to furnish proposals that comply with the instructions may result in elimination from consideration for award. Furthermore, all solicitation amendments (if any) must be acknowledged in accordance with FAR Clause 52.215-1--Instructions to Offerors. Please note, Amendments 0001-0015 are no longer applicable and do not need to be acknowledged with submission of proposal.
Offerors shall acknowledge all amendments starting from Amendment 0016 and beyond.
2. Submission Instructions
2.1. Submit one (1) electronic copy of the proposal by email to Heather.Libiszewski-
Gallien@va.gov. If the file is too large to send via email, the offeror may send multiple emails.
2.2. In addition to the electronic submission, three (3) hard copies shall be provided on or before the due date. Mark the front of the envelope/box with the following:

2.2.1. By Mail: VAMC Central Western Massachusetts, ATTN: Heather Libiszewski-
Gallien (Monument Building formerly Building 20, Room 215), 421 North Main Street, Leeds, MA 01053 – It is the responsibility of the offeror to ensure that the proposal is mailed to allow time for the proposal to reach the correct office by the proposal due date and time.
2.2.2. In-person: Hand carried proposals must be brought to the VAMC Central Western Massachusetts, (Monument Building formerly Building 20, Room 215), 421 North Main Street, Leeds, MA 01053. Offerors shall park in the parking lot across the street. Take the elevator for access to the second floor. ***The only opportunity to hand carry proposals is on the closing date specified on the SF1442 from 0800 EST to the time specified on the SF1442.***
3. Proposal Due Date Schedule
3.1. Proposals are due by 1:00PM EST on December 13, 2023.
4. Proposal Format
4.1. Binder 1 shall consist of two sections, Factor 1 Technical Information and Factor 2 Past
Performance.
4.2. Binder 2 shall consist of Factor 3, Offer Documents, and Price Information.
4.3. Hard copies shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in a legible font size (10). All pages of each proposal shall be appropriately numbered and identified with the RFP number. For ease of reference, consecutive page numbering with tabs is required. Sample project schedules may be provided on 11x17 paper.
4.4. Binding: Elaborate format and binding are neither necessary nor desired. All binders must be capable of lying flat when opened. Three ring binders are preferred. The cover and spine of each binder will clearly identify the offeror’s name, Binder number, RFP number, RFP title, and copy number, (e.g. copy 2 of 3). All binders will allow for easy removal and replacement of pages.
4.5. Indexing: Each binder will contain a “Table of Contents.” The “Table of Contents” will identify major areas, paragraphs and subparagraphs by number and title as well as by page number and locations. Tab indexing will be used to identify Sections as appropriate.
5. Proposal Contents

5.3. Factor 3 shall include the following:
5.3.1. Completed in its entirety the “Offeror” portion of the SF1442 including acknowledgement of any amendments issued. Please note, All RFIs and attachments from Amendment 001-0015 have been consolidated and posted in Amendment 0016. Therefore, offerors are not required to acknowledge Amendments 001-0015 with their offers. Offerors shall acknowledge all amendments starting from Amendment 0016 and beyond.
5.3.2. Representations and Certifications
5.3.3. Seed Project Price Schedule Sheet for Item 1 only (Exhibit F), do not price the deducts
5.3.4. Base Offer Cost Breakdown for Item 1 only (Exhibit E), do not price the deducts
5.3.5. Bid Bond provided on a Standard Form 24. The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. The most up-to-date forms can be found on http://www.gsa.gov/portal/forms/type/TOP.
5.3.6. VAAR 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction
6. General Instructions: In order to evaluate each proposal, it is necessary that each offeror respond to all items in the same order as presented herein. Offers shall be organized with sections appropriately identified. Offerors are to describe how they intend to fulfill the requirements of this solicitation and how their total offer will meet the minimum needs of the specifications. The response should be concise and provide sufficient information to demonstrate the offeror’s capability to satisfactorily perform the requirements.
6.1. Factor 1 Technical Information
6.1.1. Subfactor 1 Capability and Experience
6.1.1.1. Describe your experience and capability in successfully managing facilities construction, alterations, and repair of buildings as a prime contractor or subcontractor within the last seven (7) years where multiple trades were involved. Prepare a Project Information Sheet for Contractors (Exhibit A) for a minimum of three (3) and a maximum of five (5) completed projects. Project magnitude shall be in the price range of $250,000 and $15,000,000 and completed seven (7) years from the date of the issuance of this RFP.
6.1.1.2. Provide a letter from the offeror’s surety company addressing ability to obtain bonding and the limits of bonding capacity per project, per aggregate.
The inability of an offeror to have the ability to obtain adequate payment protections (performance and payment bonds and alternative payment protections for construction contracts as prescribed in FAR 28.102) may exclude them from award.
6.1.2. Subfactor 2 Organization
6.1.2.1. Provide an Organizational Chart listing company personnel and their roles to ensure offerors have the ability to work multiple projects at multiple medical centers in VISN 1. Organizational chart shall include but is not limited to Project Managers, Site Superintendents, Quality Control Managers, Safety Managers, and Infection Control Managers.
6.1.3. Subfactor 3 Quality Control
6.1.3.1. Submit a quality control plan for the seed project, 523-19-602 Install Site Security Campus Wide JP project in accordance with the MATOC General Contract Requirements, Section 01451 (see Attachment GENERAL
CONTRACT REQUIREMENTS SECTIONS 01000, 01001, 01300, 01451,
01700). The VA will require offerors to meet CQC System Manager requirements including the completion of the Construction Quality Management (CQM) for Construction course (per the MATOC General Contract Requirements, Section 01451). This quality control plan will be incorporated into the task order, if the offeror is awarded the task order for the seed project.
6.1.3.2. Separate from the seed project quality control plan, discuss how quality issues will be dealt with on other multi-discipline projects. Include in the discussion at a minimum, meetings, inspections, submittal reviews, correction of non-compliant work and how you intend to ensure non-reoccurrence and reporting of quality problems to Government officials.
6.1.4. Subfactor 4 Safety
6.1.4.1. Discuss your corporate safety policy and provide at a minimum, details on training, documentation, and your plan to ensure adherence to OSHA Standards. Include documentation regarding the successful training of personnel in accordance with OSHA requirements (i.e., 30-hour or 10-hour completed OSHA training) as well as relevant information regarding any safety accidents or violations and corrective action taken or demonstrates no documented violations.
6.1.4.2. Submit a safety plan for the seed project, 523-19-602 Install Site Security Campus Wide JP project in accordance with the seed project specification requirements. This safety plan will be incorporated into the task order if the offeror is awarded the task order for the seed project.
6.1.5. Subfactor 5 Infection Control
6.1.5.1. Submit an infection control plan for the seed project, 523-19-602 Install Site Security Campus Wide JP project in accordance with the seed project specification requirements (refer to seed project safety specifications and Attachments 523-19-602 Seed ICRA JP Police Office and 523-19-602 Seed Project PCRA).
6.1.5.2. Provide an infection control plan from one (1) previous project at a healthcare facility and a narrative on specific infection control measures that were required and how well you implemented them.
6.1.6. Subfactor 6 Schedule
6.1.6.1. Submit a sample cost-loaded schedule in Primavera for the seed project, 523-19-602 Install Site Security Campus Wide JP project in accordance with General Contract Requirements Section 01000, 1.15 and demonstrate completion within the 545-calendar day period of performance with a NTP date of August 1, 2023. Include a critical path, all major milestones, and starting and completion dates.
6.1.6.2. Provide a written plan for schedule execution. Include name of scheduler or third-party scheduling firm (if applicable) who will be responsible for maintaining the schedule throughout the project. Experience using cost loaded schedules should be noted with experience listed in number of years.
6.2. Factor 2 Past Performance
6.2.1. PPQs–Offerors shall prepare and submit to prior client(s) a minimum of two (2)
Past Performance Evaluation Questionnaires (Exhibit B) for at least 2 projects listed under Subfactor 1 (Exhibit A), Capability and Experience, and instruct clients to forward directly to Heather.Libiszewski-Gallien@va.gov no later than the proposal due date. In addition to submitting to clients, offerors shall include the first two pages of the PPQ with contract/client information in their past performance submission. Offerors are encouraged to provide PPQs for other projects in addition to the ones provided under Subfactor 1.
6.2.2. Offerors lacking relevant past performance history may submit information regarding predecessor companies or key personnel who have performed on other contracts. Such information shall, as a minimum, include: Name(s) of Predecessor Company/Sub-contractor and/or Key Personnel and include: Complete Address and Point of Contact; Telephone, Fax Number and email address.
6.2.3. Offerors shall include with their proposal information problems that were encountered on the identified contracts and the Offeror’s correction actions.
6.2.4. Offerors may also include construction awards, customer letters of commendation, etc., with points of contact and telephone numbers for any relevant projects.
6.2.5. For offerors that are joint ventures, the evaluation will take into account past performance of the joint venture. If the joint venture does not demonstrate past performance for award, the contracting officer will consider the past performance of each party to the joint venture.
6.3. Factor 3 Price
6.3.1. Complete in its entirety the “Offeror” portion of the SF1442 including acknowledgement of any amendments issued (see note in paragraph 1.2 of the MATOC Proposal Preparation Instructions regarding acknowledgment of amendments). An official having the authority to contractually bind your company must sign the SF1442 in accordance with FAR 4.102.
6.3.2. Representations, Certifications, and Other Statements of Offerors: Include in your proposal only the Representations and Certifications FAR 52.204-8 contained in this solicitation. All other required representations and certifications are to be completed online in the System for Award Management (SAM).
6.3.3. Seed Project Price Schedule Sheet (Exhibit F) and a Base Offer Cost Breakdown
(Exhibit E) for Item 1 only, do not price the deducts.
6.3.4. Bid Bond for the 523-19-602 Install Site Security Campus Wide JP seed project
(must be submitted on a Standard Form 24). The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.
6.3.5. Complete VAAR 852.219-75 VA Notice of Limitations on Subcontracting –
Certificate of Compliance for Services and Construction for the seed project. This certification can be found in the clause section of the solicitation.
Basis for Award and Evaluation Factors
1. Basis for Award
1.1 The Government intends to use the “Best Value” tradeoff process source selection approach in accordance with FAR 15.101-1. To arrive at a Best Value decision, the Source Selection Authority, using the SSEB documentation will integrate the evaluation of Past Performance, Technical and Price. Past Performance and Technical are of equal weight, but when combined, are significantly more important than Price.
1.2 The Contracting Officer will conduct a proposal compliance review after closing for determination of basic proposal adequacy prior to commencing evaluation. Failure to provide a complete proposal consisting of all required information/documents and pricing for the seed project may result in the proposal being determined incomplete and no longer considered for award.
1.3 Although the assessment of Past Performance as a specific evaluation factor is separate and distinct from the Determination of Responsibility required by FAR Part 9, Past Performance information obtained herein will be used during the Government’s responsibility determination. The Government also reserves the right to obtain additional information solely for the purpose of making a responsibility determination from all offerors after receipt of proposals. Requests for responsibility information do not constitute discussions.
1.4 Enforceability of proposal: The proposal must set forth full, accurate and complete information as required by this solicitation. The Government will rely on such information in the award of a contract. By submission of the offer, the Offeror agrees that all items proposed (if applicable e.g., key personnel, plans, etc.) will be utilized for the duration of the contract and any substitutions will require prior Contracting Officer's approval.
1.5 The offeror shall be held responsible for the validity of all information supplied in his/her proposal. Should subsequent investigation disclose that the fact and conditions were not as stated, the proposal may be rejected.
1.6 SDVOSBs must be verified in the Veteran Small Business Certification (VetCert) database at https://veterans.certify.sba.gov at the time of proposal submission and at the time of award.
1.7 Joint Ventures are required to certify that they comply with the requirement for
SDVOSB set asides prior to award. Joint Venture firms must additionally submit a certification stating the parties to the joint venture have entered into a joint venture agreement that fully complies with paragraph (c) of 852.219-73, located in the General Conditions. Failure to submit the certification will render the offer ineligible for award.
2. Evaluation Factors
2.1 The following factors will be included in the solicitation and will be used to evaluate proposals.

2.2 Factor 1 Technical Information
2.2.1 Subfactor 1 Capability and Experience
2.2.1.1 The Government will evaluate the offeror’s experience with facilities construction, alterations, and repair of buildings that involve multiple trades and the ability to obtain adequate payment protections (performance and payment bonds and alternative payment protections for construction contracts as prescribed in FAR 28.102) for construction projects ranging from $250,000- $15,000,0000.
2.2.2 Subfactor 2 Organization
2.2.2.1 The Government will evaluate the offeror’s proposed
team to ensure contractors have the ability to work multiple projects at various medical centers in VISN 1 at the same time.
2.2.3 Subfactor 3 Quality Control
2.2.3.1 The Government will evaluate the offerors’ ability to provide and implement a quality control plan for the seed project in accordance with the MATOC General Contract Requirements, Section 01451 and separately how offerors monitor quality control on other multi-discipline projects.
2.2.4 Subfactor 4 Safety
2.2.4.1 The Government will evaluate the offerors’ corporate
safety policy and their ability to provide and implement a safety plan for the seed project in accordance with seed project safety specification requirements.
2.2.5 Subfactor 5 Infection Control
2.2.5.1 Infection Control is required when working in a
hospital environment. The Government will evaluate the offerors’ ability to provide an infection control plan for the seed project in accordance with the seed project contract specifications and applicable attachments and the ability to implement an infection control plan for one (1) previously completed project.
2.2.6 Subfactor 6 Schedule
2.2.6.1 Adequate scheduling processes are necessary to ensure completion and control of a project from beginning to end. The Government will evaluate the offerors’ ability to provide and administer a cost-loaded project schedule for the seed project in accordance with the MATOC schedule specification requirements. This will include each firm’s individual qualifications to generate a proposed schedule to include critical path, float, and cost loading.
2.3 Factor 2 Past Performance
2.3.1 The Contracting Officer will evaluate past performance to assess the risk associated with an offeror’s likelihood of success in performing the solicitation’s requirements as indicated by an offeror’s record of past performance under other contracts. The Contracting Officer will consider references from either inside or outside the federal government, so long as the performance is recent (seven years from the issuance of the RFP) and relevant (for the same or similar work). The Contracting Officer may also consider past performance information from sources other than those provided by the offerors.
2.3.2 In the case of an offeror without a record of recent/relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on past performance.
2.3.3 Offerors are advised that in evaluating past performance the
Government may use all data provided by the Offeror and data obtained from other sources. Past Performance information regarding contracts not listed by the Offeror may also be evaluated.
The Government may contact references provided by the Offeror, as well as any other source it identifies, and information received may be used in the evaluation of the Offeror’s Past Performance.
While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate and complete Past Performance information rests with the Offeror.
2.3.4 Past Performance Definitions
2.3.4.1 Recent projects: defined as completed seven (7) years from the date of the issuance of this RFP.
2.3.4.2 Relevant projects: defined as performance of work on
projects that are similar in scope (facilities construction, alterations, and repair of buildings as a prime contractor or subcontractor where multiple trades were involved) and magnitude of effort and complexities to the type of projects anticipated under the resultant contract.
Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.
2.4 Factor 3 Price
2.4.1 The submitted pricing will be evaluated for reasonableness utilizing one or more of the price analysis techniques set forth in
FAR 15.305.
3. Evaluation
3.1 Discussions: Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical approach. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
3.2 Award Decision: The firms that represent the best value to the Government will be selected for award of a MATOC basic contract. The Government intends to award approximately twenty (20) MATOCs but will award to as many offerors as it deems is in its best interest.
3.3 Debriefings: Offerors excluded from the competition before award, may submit a written request for a debriefing to the Contracting Officer in accordance with FAR 15.505. After award, unsuccessful offerors may submit a written request for a debriefing to the Contracting Officer in accordance with FAR 15.506.
