Amendment 0017 RFIs
1. AD100 Shows the removal of a wall (KN1, 3, and 12). Are we to assume there is electrical power outlets and data ports that are to remain? The only electrical demo shown is for four (4) lights to be removed (ED101). Please confirm the electrical power scope required in this room.
Response: Existing outlets and data ports affected by partition or finish removals shall be shifted to sit flush with the new/revised partition finished face.
2. Please confirm the scale called out on the architectural pages. It appears the scale is not correctly called out on detail 1/AD100, 1/AS101 (inclusive of RCP), and detail 1/AS102.
Response: 1/AD100, 1/AS101, 2/AS101 and 1/AS102 are to be revised to list the scale as 1/4” = 1’-0”. Drawings modified and marked as Rev 1.
3. Exhibit C (EMR Rating/Safety) is not posted with Amendment 16, is it still required?
Response: Exhibit C is no longer required to be provided in proposals.
4. Is a Bid Bond required if the Contractor does not want to be considered for award of “The Install Site Security Project”, and would only like to be considered for award of the
MATOC?
Response: To be considered for a MATOC, all offerors must submit a proposal and bid bond on the seed project. Note, the new Instructions require all offerors to submit binding proposals and bid bonds for the seed project.
5. Addenda #16 released a set of drawings. Please provide a list of all changes that were incorporated into that release of documents.
Response: There were no changes to the drawings that were released. Addenda #16 response to question No.9 added a note R to AD100, General Demolition Notes.
Drawing has been changed and marked as Rev 1.
6. Addenda #16 included an updated MATOC Instructions. Section 6.1.6.1 still calls out for a POP of 545 calendar days with an anticipated NTP of August 1, 2023. Please provide a new anticipated NTP.
Response: The NTP date will remain August 1, 2023.
7. The updated MATOC Solicitation Instructions state that “Offerors are encouraged to provide PPQs for other projects in addition to the ones provided under Subfactor 1”. Can the Government confirm if the already submitted PPQs are going to be accepted and used for evaluation for this IDIQ?
Response: The already submitted PPQs are going to be accepted and used for evaluation.
Offerors are encouraged to provide PPQs for other projects in addition to the ones provided under Subfactor 1 for the evaluation of past performance.
8. Can the Government provide an updated SF1442 since Amendments 0001-0015 are no longer required to be acknowledged?
Response: Offerors shall utilize the SF1442 from the original RFP Posting.
9. What is the correct deadline for RFI Submissions and what is the expected timeline for replies?
Response: The deadline for RFIs was 4:00PM EST on December 1, 2023.
10. Section 2. Submission Instructions - 2.2.1 of the AMD 0016 Updated MATOC solicitation states "It is the responsibility of the offeror to ensure that the proposal is mailed to allow time for the proposal to reach the correct office by the proposal due date and time."
Does "office" refer to a specific room and recipient within a building or simply the specified building itself?
If a specific room and recipient, how much time in advance of the stated due date and time is required for mailed submissions to reach the correct office once delivered to the specified building?
Response: See Submission Instructions on p.3 of the Updated MATOC Solicitation Instructions for delivery location. A proposal will not be considered late if there is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government’s control prior to the time set for receipt of proposals (reference FAR 15.208).
11. Are offerors required to request new PPQs be complete if they were already requested and submitted under the AMD 0001-0015 phase of this project? Or can an offeror's previously submitted PPQs be used to meet this requirement?
Response: See response to question 7.
12. The response to Amendment 16 question 96 indicates that there is new console related material/equipment listed on drawing AS101. We have reviewed the revised AS101 provided with this Amendment and it calls out all the material and equipment as existing.
Please confirm all this equipment is existing as stated on the drawing or if this drawing is incorrect and we are to provide (see attached AS101 from Amendment 16 with highlights).
Response: AS101 does not list all equipment as existing. Monitors (sizing indicated) are clearly marked as ‘new’ for each of the different stations.WS5 has the only monitor listed as existing.
13. Are you going to post a site visit roster for the 2nd site visit?
Response: Site visit roster posted to this amendment
14. The ICRA assessment identifies the project as a Class II project. Under the infection control notes on 0-G002, it says that an ante-room, negative air, and manometers are required even though these are Class III and IV requirements. Will these additional measures be required or will they only be necessary if the contractor or ICRA team determine during the project that existing measures are inadequate for a current or upcoming task?
Response: Ante-room, negative air, and digital manometers are required for the work inside the police office. All the other areas are Class II.
