Amendment 0016 RFIs
1. Please confirm the anticipated submittal review and return time by the government?
Response: As noted in Specification Section 013323, 1.10, D. – the VA review period for each submittal is 15 calendar days.
2. Please confirm the anticipated time for government punch list review.
Response: 15 calendar days for Government review.
3. Due to volatility in the market and lead times, please confirm if the government would consider providing a limited Noticed to Proceed to allow for material procurement of long lead items?
Response: A limited Notice-to-Proceed is not authorized. If there is an issue with lead times, the awardee is expected to immediately notify the VA.
4. Please confirm the required on-site staff required by the contractor.
Response: Specifications list the key personnel required for the project. Specific staffing is determined by the GC. See also answers to questions 5-7 below.
5. Please confirm if a full-time superintendent is required on site that they shall not have any shared duties as a Quality Control Manager (QCM) or Site Safety Health Officer
(SSHO).
Response: A full-time superintendent is required on site at all times and shall not have shared duties such as the QCM and SSHO.
6. Please confirm if a full-time Site Safety and Health Office (SSHO) is required on site that they shall not have any shared duties as a QCM or Superintendent.
Response: A full-time SSHO is required on site and shall not have any shared duties.
7. Please confirm if a full time Quality Control Manager (QCM) is required on site and shall not have any shared duties.

8. Please confirm that the contractor is to supply all materials testing for the project.
Response: SECTION 01 45 29, TESTING LABORATORY SERVICES, 1.1 DESCRIPTION: This section specifies materials testing activities and inspection services required during project construction to be provided by a Testing Laboratory retained by the General Contractor.
9. Please provide a Fire Stopping Specification. Spec section 07 84 00 is called out in multiple locations throughout the spec but spec section 07 84 00 is not provided.
Response: AD100, General Demolition Notes, add note R to read: Where existing fire stopping is exposed, GC to patch in-kind as required to maintain coverage.
10. Please confirm that all firestopping must be either installed by an FM global approved contractor, or a UL qualified firestop contractor certified.
Response: Firestopping does not need to be installed by an FM global approved contractor or a UL qualified firestop contractor. The firestopping material shall be UL qualified and installed per manufacturer requirements.
11. Please confirm that the contractor is to include the services of a third party independent firestopping inspector in their bid.
Response: A third party firestopping inspector is not required.
12. Please confirm that firestopping installers accredited by a firestopping product manufacturer will not be approved by the VA unless they meet the FM global or UL qualifications.
Response: Refer to question 10.
13. Please confirm that the VA will provide the contractor with a laydown area for dumpsters, toilets, and storage. We understand there is not much room onsite, however without this area there will be an impact to cost and efficiency.
Response: A laydown area will be provided but will be limited. Upon award, the contractor shall provide a laydown area plan for COR review.
14. Please confirm that contractor parking will be provided on site. This directly impacts pricing.
Response: Contractor parking will be available on site but will be limited. Upon award, the contractor shall provide a parking plan for COR review.
15. Please confirm if this project is tax exempt. If so, will the VA provide the documentation to the prime contractor after award?
Response: The project is tax exempt, and documentation will be provided after award.
16. Please confirm this project must meet the buy American act requirements.
Response: This project must meet the Buy American Act.
17. Please confirm painting unless otherwise noted is to be (3) coats (prime, body, and finish) and will be from "seam to seam" or to a change of materials where walls are patched and refinished.
Response: Painting specifications note required application of painting. Extent noted for painting is correct.
18. Please confirm per section 01 00 00 that contractor is to provide a commercial photographer/subcontractor with 3 years’ experience and that indexing/navigation will use AutoCAD drawings to be interactive online. Typically, this has been waived on most other SPS projects as most facilities do not have the capabilities to utilize AutoCAD.
Response: A commercial photographer will not be needed for progression photos.
However, is required for final elevations at project completion.
19. Please confirm the pre-determined intervals in which the photographic documentation is to be done.
Response: Refer to the specifications.
20. Please provide a list of what work is to be included with the photographic documentation.
21. Please confirm that contractor is to provide online hosting, security measures and redundant server back-up of the photographic documentation for the duration of the project.
22. Can the contractor QC manager serve as the photographer if they meet the requirement of having experience photographing construction projects. The term “Commercial Photographer” is vague, has no licensing requirements or any other information required.
Response: The QC can serve as the photographer for progression photos. However, a professional photographer is required for final elevations at project completion.
23. Can the QC manager serve as the photographer for the demonstration and training recordings? The term “Commercial Photographer” is vague, has no licensing requirements or any other information required.
Response: The QC can serve as the photographer for the demonstration and training recordings.
24. Is the contractor required to provide the licensing for the new Security Cameras? Or will the VA be providing that?
Response: The contractor shall have the responsibility for all licensing. Install, configure, and test software and databases for the complete and proper operation of systems involved. Assign software license to Owner.
25. Please confirm that this project is a competitive Service-Disabled Veteran-Owned Small Business Set-Aside project and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protege partnership under the SBA/VA Mentor-Protégé program in which the partnership has been approved prior to the bid date.

Response: Contractor is required to conduct a pre-survey prior to any alterations in which work is to be done with the COR in attendance.
29. Please confirm contractor must provide a dust-tight 1-hour rated temporary construction wall with locking door to isolate the area of work when altering rated walls in the facility.
Response: Rated temporary construction partitions are required to control dust and debris from leaving the construction areas.
30. Please confirm if either Starc Wall or Edge Guard are acceptable products within the hospital to use as ICRA Barriers.
Response: Both are acceptable.
31. Please confirm the mock-up requirements for the project.
Response: No mock-ups are required for the job.
32. Please confirm there is no Mechanical Scope of work for the renovation of C1-38 Police.
Response: Refer to AP100 for Phasing work.
33. Please confirm there is no Plumbing Scope of work for the renovation of C1-38 Police.
Response: It is not anticipated that any plumbing work will be required in C1-38 Police.
34. Please confirm there is required Fire Protection Scope of work for the renovation of C1- 38 Police.
Response: Work extent is coordination with the installation of a new ceiling with the existing sprinkler drops.
35. Please confirm who is responsible for the cost of additional excavation and import where unsuitable soils are found? Unsuitable soil locations should be evaluated on a case-by-case basis post contract award during construction.
Response: All soil displaced during excavation for new fence line and gates will be disposed of and the cost is the responsibility of the contractor. Consider all soil unsuitable. Refer to structural drawings for quantities.
36. Please confirm the contractor is required to have a geotechnical engineer on site during the excavation operations. The Geotechnical Reports states a geotechnical engineer or geotechnical engineering technician working under the direct supervision of a geotechnical engineer observe all excavations for foundations, slabs and pavements is needed on site during earthwork operations.
Response: A geotechnical engineer is not required on site.
37. Please confirm the Testing Laboratory qualified person is sufficient on-site during earthwork and excavation operations as outlined in spec section 01 45 29.
Response: Testing Laboratory qualified person is acceptable for observing earthwork and excavation operations.
38. Please confirm if contaminated soils are encounter, a change order will be issued to the contractor to properly haul and dispose of contaminated soils.
Response: Refer to question 35.
39. Please confirm if the new high security fence and gate have a crash rating. Nothing is currently indicated in the contract documents.
Response: Fence and gates do not have to meet a crash rating.
40. CD104 calls for trees to be removed and or selectively prune. If the contractor opts to remove the trees, please confirm new trees do not need to be planted.
Response: Trees indicated as “selectively prune or remove” on Sheet CD104 are not required to be replaced if removed to allow for installation of perimeter fence.
41. If new trees are required to be planted, please provide a planting schedule.
Response: N/A. See response to Item #40.
42. Exhibit E Base Offer Cost Breakdown includes two additional tabs: Labor Detail and Materials and Equipment Details. Please confirm the Contractor is only required to complete the Base Offer Tab.
Response: The offeror is only required to complete the base offer tab.
43. Is the contractor responsible for carrying cost associated with submittal exchange?
Response: Yes, Procore or equivalent.
44. Please confirm the badging requirements for the contractor and subcontractors who work on-site.
Response: Badging forms will be provided to awardee.
45. If required on the seed please provide a Quality Control Specification.
Response: Use the Quality Control Specification in the General MATOC Requirements for the seed project.
46. If different than Testing Laboratory Services, please provide a Special Inspections Specification.
Response: There are no special inspection specifications.
47. Please confirm how the electronic copy is to be submitted?

50. I am seeking a manufacturer acceptable to the VA regarding signage. Namely the following signs as shown on drawing AS-401. I would also like to confirm there is no interior signage required as that section is labeled “RESERVED”.

I am asking so all new/existing signage will be uniform when project is complete.
Response; An acceptable manufacturer that has been used in the past is Creative Signage.
All signage must be uniform with existing signage within the facility.
51. Can u please share the pre-bid meeting sign-in sheet for the project "Jamaica Plain Veterans Affairs Medical Center - Boston, MA"?
Response: The pre-bid sign-in sheet is provided with this amendment and is included as an attachment labeled “Seed Project Original Site Visit Sign In Sheet August 9 2023”.
52. Is there a typical project schedule or any tech requirement info needed for the seed project?
Response: All information regarding project schedule or any technical requirements needed for the seed project can be found in the updated MATOC solicitation instructions, Seed Project Notice of Task Order Request for Proposal, and all other attachments related to the seed project.
53. In regard to Spec Section 13 34 23.16, Project manual 4.0 B, and drawing sheet AS601.
The elevations, and more specification the lower wall panels of the booth are not detailed enough. Attached is a showing elevations for a booth we have previously supplied to this same site and would like to know if this same architectural style is acceptable.
Response: Please refer to the project specifications.
54. In regard to Spec Section 13 34 23.16, Project manual 4.0 B, and drawing sheet AS601.
Attached is the floorplan that shows electrical items that go beyond what is currently called for and want to know if these items are still required.
Response: Please refer to project specifications.
55. In regard to Spec Section 13 34 23.16, Project manual 4.0 B, and drawing sheet AS601.
The project manual calls for the booth to have a blast resistant certification which cannot be achieved in U.L 752 level 3 and would greatly impact the design of the booth. If blast is required we would need to know what PSI, type of explosive, and standoff distance.
Response: See question 122.
56. The specifications call for the booth to have a fire rating and a sprinkler. Our products are NON-combustible and have attached our fire test. Please confirm if this is acceptable.
Response: All proposal submissions must meet the requirements of the specifications, drawings, and, applicable federal codes.
57. Our estimating team has a question regarding the Table of Contents for the divisions listed for this project, why does Division 4, Division 14, Division 21, Division 22, Division 23, Division 25 & Division 48 have the wording (RESERVED) with no specification section listed we are assuming these divisions are not required on the project yet these sections not all have related work listed under Commissioning?
Response: These sections are reserved.
58. Are you going to post a site visit roster for the project site visit on Sam.gov or the portal for this project?
Response: See question 51.
59. Will contracting be providing the awarded contractor a tax exemption certificate for materials and equipment being installed on this project?
Response: See question 15.
60. Are all offerors required to provide a price for the seed project? Can it be bid with qualifications only and no seed project pricing?
Response: All offerors shall provide pricing and bid bond for the seed project. See instructions for details.
61. Please see below. This is page 32 of 68 in the drawings. Do you happen to know when the head end is at the police station?
Response: Inside the police office
62. On exhibit F Price Schedule Sheet, there is only one Item to price. In the specs and drawings there are 5 additional Deduct Alternates. Is there another Price schedule sheet that lists all of these alternatives?
Response: See instructions, provide pricing for the seed project on the Price Schedule Sheet (Exhibit F) and a Base Offer Cost Breakdown (Exhibit E) for Item 1 only, do not price the deducts.
63. Will temporary fencing be necessary during construction of the Fence.
Response: Yes
64. Can you please let us know if there will be any additional site visits for the project?
Response: See instructions, an additional site visit will be held on November 28, 2023 at
10:00AM EST.
65. Solicitation states that the cost loaded schedule must be done in Primavera but the General Contract Requirements section 1.15.5 states Primavera or acceptable substitute.
Please advise if Microsoft Project is an acceptable substitute.
Response: Submit a sample cost-loaded schedule in Primavera per instructions.
66. Sheet CL101, shows lawn, but scope for lawn area missing and it is not clear which area should have lawn, please clarify.
Response: Refer to specs, section 1.10 Restoration.
67. Sheet CL503, detail D3, shows CIP concrete wall but height of this wall and thickness of its footing is missing in drawings, we assumed 6'h for wall and 10" thick for it is footing, please clarify.
Response: Refer to drawings, page S101, details 2 and 3.
68. Sheet S101, detail #1 shows, foundations type A1, B1 & C1 for vehicular gate, but it is not clear which footing corresponds to which gate, we assumed type B1 footing for all vehicle gate, please clarify.
Response: Refer to specs, SECTION 32 31 40 HIGH SECURITY FENCES AND
GATES.
69. Sheet S101, detail #1, vehicular gate foundation, show column B* - E*, but these are dimensions are missing, which dimensions belongs to the columns? please clarify.
Response: Refer to project specs, columns dimensions will be determined by the needs of the fence and gates manufacture.
70. Sheet S101, detail #1, vehicular gate foundation, note state "* - refer to final vendor drawings", but final vendor drawings are missing, please clarify.
71. Solicitation shows "per task" for project duration, please specify total project duration in calendar days.
Response: The period of performance for the 523-19-602 Install Site Security Campus Wide JP project is 545 calendar days.
72. Does the VA require an ILSM for this project?
Response: Yes, and also Section 106 of the National Historic Preservation Act (NHPA).
73. Can the project schedule be printed on 11 x 17 paper? We are concerned that the data will not be legible if limited to an 8 1/2 x 11 sheet.
Response: Yes.
74. RFP Page 13 - Section 3.3.3. "Written proposals shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in a legible font size (10)..."Question: Can offerors submit their cost loaded schedule on 11" x 17" paper instead of 8.5" x 11" so that is it easier to read and requires fewer pages.
Response: See question 73.
75. Addendum #4 RFI response #5 calls for the unit to have a 15-minute forced entry rating which was not listed in any other specs or drawings, is not achievable in a U.L level 3 booth and has not been done for other VA sites included this site as well. Due to this the 15-minute forced entry is NOT included.

76. Specs calls for “ventilation silencers” which we do not know of and are not offered for a wall mounted system and is NOT included.
Response: Ventilation silencers are required.
77. Confirm that the Government will allow proposers a minimum of seven (7) business days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.
Response: Technical Questions shall be submitted by 4:00PM EST on December 1, 2023.
78. Is the current VMS software licensing sufficient to cover the new cameras being added, or will a licensing upgrade be required?
Response: Licensing upgrade will be required.
79. Will all the work in "Police C1-38" be done during normal business hours?
Response: No, all work is to be performed off hours, weekdays from 5:00 pm to 5:00am and weekends all day and have to coordinated with engineering and police. Once awarded, a separate detailed schedule is to be submitted by the GC specific for that area for the off-hour work.
80. Will all the work in "Office C1-37" be done during normal business hours?

81. Who is to provide and install the console?
Response: The contractor. Refer to drawing page AS101, keyed notes 3.
82. Who is to provide and install the console equipment?
Response: Equipment is existing, relocation for remodel by contractor and reinstallation on new console by contractor.
83. Please provide a responsibility matrix for the existing console workstations temporary relocation and final re-installation.
Response: The GC is responsible for all equipment temporary relocation and final installation.
84. What is considered a grade to change to the larger foundations, considering the whole job is on a hill?
Response: Refer to the structural drawings.
85. Does site security need to be maintained during construction i.e., temp fence?
Response: Only on existing fencing areas.
86. Is it required that all foundations of existing fence be removed. Either way, every fifth post will be on top of an existing foundation anyway?
Response: Yes.
87. Will all post foundations require rebar or just the gates?
88. Can you please confirm if the Bid Bond for the Seed project needs to be on Government Form 24 or will you accept the AIA bid bond form? Additionally, please confirm the percent required for the bid bond.
Response: The bid bond for the seed project must be on a Standard Form 24. The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.
89. Please identify the current security company and security technology company.
Response: ADT.
90. Key Note 6 on E-105 calls for an Ice Melt System. What is the Design and Specification for the Ice Melt System.
Response: Refer to drawing page E-301.
91. Will off hours work be required for this project?
Response: All police office work is to be performed off hours, weekdays from 5:00 pm to 5:00am and weekends all day and have to be coordinated with engineering and police.
Once awarded, a separate detailed schedule is to be submitted by the GC specific for that area for the off-hour work. All exterior work can be performed on regular hours if they do not conflict with hospital operations. If required work interferes with vehicular or pedestrian traffic, it will need to be schedule for off hours.
92. Sheet E501, detail #3 & #4 shows light pole, but type of this pole is missing in drawings, please clarify.
Response: ROUND TAPERED STEEL POLES as noted in specification section 265600.
93. Where will the laydown area be on the JP campus for Construction trailer and other construction supplies and equipment, etc.?
Response: See question 15.
94. Sprinklers are not included and in our opinion are not needed since the booths are fabricated from noncombustible steel material.
Response: Sprinklers are not required for the exterior guard booths. Specification section
133423.16 references sprinklers should be omitted.
95. Has a Limited Source Justification (FAR 6.302-1(c), 6.303) been prepared for any materials identified under this solicitation? If so, identify which systems to which they apply and provide all related documentation, including any required Approval (FAR
6.304) or Certification (FAR 6.303(b)(12)).
Response: Refer to sole source requirements in the specifications and corresponding sole source justifications (see Attachments SSJ DDC BMS, SSJ Electronic Safety and Security, SSJ Fire Alarm Systems, and SSJ Lock Systems).
96. Please provide a complete list of all console related material/equipment.

Response: The GC is responsible for all equipment temporary relocation and final installation.

Response: Sizes listed on sheet AS101 24” and 27” 4K computer console monitors.
99. Will monitor mounts for console workstations be part of the console equipment?
Response: Yes, please refer to architectural drawings and specs. Monitor mount arms and poles to be included as part of the console station to which the monitors are attached.
100. Please provide specific model number for card readers to be used at the site? pivCLASS R40 and pivCLASS RP40 is not enough information.
Response: EY102 and EY105 list HID as the basis of design manufacturer for the pivCLASS RP40.
101. Please provide make/model of the locks that will be provided for the gate entrances.
Response: Civil drawings identify the gate hardware sets and specification section 087100 provides the hardware set information.
102. Please provide make/model for door contacts to be used on the gate entrances.
Response: Door contact performance requirements are part of division 28 specifications.
103. Please provide make/model of request to exits to be used on the gate entrances.
Response: Specification section 087100 lists the basis of design panic hardware as DETEX V40. This should include the electric “EX” option which will have the request to exit as part of the item.
104. Please provide make/model for new camera poles.
Response: Where new cameras are attached to poles, those would be attached to the light poles, not their own separate poles.
105. Please verify if the new cameras with a "CAM-1" type will require the integrated PTZ camera.
Response: Yes, an ‘integrated’ PTZ is a ‘digital’ PTZ.
106. Please verify what cameras will require fiber optic cabling.
Response: Yes, please refer to electrical drawings and specs.
107. Please provide make/model for fiber optic converters.
Response: Refer to specification section 282300 for performance requirement.
108. Please verify that existing network switches have the POE necessary for the specified cameras.
Response: New Power injectors shall be installed for each camera. Refer to details 1/EY- 001 and 2/EY-001.
109. Please provide make/model of POE injectors.
Response: Refer to drawings and specification section 282300 for performance requirements.
110. Please verify any location that will require a new network switch.
Response: No new network switches identified on the drawings.

113. Sheet EY-106, there is a CR icon shown with a note 6 designation. Note 6 refers to a new panel installation. Please clarify work to be done.

118. Panel schedules NEP & DPS21C on E-501 indicate the Guard Houses are feed with 1-20 amp 120v circuit for power & Lighting & 1-30 amp 120v circuit for HVAC.
Specification for the Guard House section 13 34 23.16-2.13-1 indicates the pre- fab requires a single point connection of 125 Amps. Please advise on the correct configuration and revise the drawings if necessary.

123. Big Enterprises withdrew their bid upon reading the RFI #7 answers. Do you have a suggestion for another manufacturer who can provide a 15-minute forced entry rating for a UL level 3 booth?

Enterprises. They have informed us that they cannot meet the design requirements. What Prefabricated Control Booth Manufacturer can be the Basis of Design?
125. After further review of the provided project documents a question arose regarding the
"Ticket Dispenser", there is no further information and nothing shown to run either power or control cabling. The only reference is in the Specification Section 09 06 00, Page 5, Parking Control Equipment. Does that parking control vendor have this equipment and cabling?
Response: There are no “ticket dispensers” on the project.
126. The plans for the perimeter/gate fencing do not indicate which part is the 8’ -H BCL and which part is the 8’ -H Ameristar. Where are they to be provided?
Response: Limits of the fencing are shown on the C100 series drawings. The extent of chain link fencing is shown on C102.
127. Who is supplying & Installing Vehicular Access Control Gates (12’ W Opening), Shown on Drg # CL103. If F&I by GC, Please provide us detail for the gates.
Response: The basis of design for the Vehicular Access Control Gate is documented in specification section 11 12 00.
128. Under the IT Contract Security Clause in the solicitation, what is the amount per affected individual in section d. of the liquidated damages data breach section?
Response: $42.00 per affected individual.
129. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc.? Can an Equitable Price Adjustment (EPA) per contract length clause be added to the RFP?
Response: No, all task orders are firm fixed price.

Subcontractors are receiving unforeseen increases in material delivery durations from their suppliers. How is the Government going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry?
Response: Contractors are responsible for notifying Contracting/Engineering of issues with material lead times that will adversely affect planned project completion schedules and will be addressed on a task order basis.
