Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-1549, Electronic Safety and Security
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 523, Facilities
Management Service, VA Medical Center Jamaica Plain, 150 South Huntington Avenue, Boston, MA 02130. The proposed procurement, Request for Proposal (RFP) 36C24123R0073, MATOC Seed Project 523-19-602 Install Site Security Campus Wide.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The justification is to support construction project 523-19-602 Install Site Security Campus Wide at the VA Medical Center Jamaica Plain, Boston, MA. This justification is for other than full and open competition for the procurement of certain construction materials.
The use of a particular brand name for the items listed below is a small portion of the construction materials requested to accommodate standardization of these items throughout the facility for the following:
Electronic Safety & Security – Electronic security installation requirements for Hirsch Electronics Card Access System is the sole manufacturer.
Video Monitoring System-ExacqVision Video Management System (VMS) Solutions, ExacqVision Software and Hardware Systems; Axis Cameras-The entire VA Boston Healthcare System (all three campuses) is on an ExacqVision video management system.
The system provides video monitoring to the complex and is connected directly to monitors in the Police headquarters at all three campuses.
Estimated value: $112,654.79
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Electronic Safety and Security/Video Monitoring Systems-The entire Medical Center Complex (all three divisions) is on a Hirsch Electronics card access system with ExacqVision Monitoring System. The system provides security to the complex and is connected directly to monitors in the Police headquarters at all three divisions. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical information systems in these spaces. The system as a whole, over $3,500,000 of installed equipment, is an essential part of assuring Safety and Security of patients and staff at the Medical Center with monitoring capabilities. Accordingly, as we look toward adding small new pieces to the system it is essential that we safeguard our investment and the systems overall integrity. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur, no other contractor has the information.
4. Description of market research conducted and results or statement why it was not conducted: The purpose of the site security project project is to improve security throughout the campus with an extension of the existing security systems. The nodes of the system are in controlled spaces throughout the facility. Access to the spaces is strictly controlled to assure the security of this system and the other critical information systems in these spaces. The recommended source has demonstrated both the ability to install the system properly and to troubleshoot problems when they occur, no other contractor has the information.
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brandname; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
