Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-1549, Door Lock Systems
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 523, Facilities
Management Service, VA Medical Center Jamaica Plain, 150 South Huntington Avenue, Boston, MA 02130. The proposed procurement, Request for Proposal (RFP) 36C24123R0073, MATOC Seed Project 523-19-602 Install Site Security Campus Wide.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The justification is to support construction project 523-19-602 Install Site Security Campus Wide at the VA Medical Center Jamaica Plain, Boston, MA. This justification is for other than full and open competition for the procurement of certain construction materials.
The use of a particular brand name for the items listed below is a small portion of the construction materials requested to accommodate standardization of these items throughout the facility for the following:
Door Lock Cylinders with Removable Cores - Kaba Peaks, “Corbin-style” 6-pin
Estimated value: $6,239.74
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items identified above in paragraph 2 have been standardized throughout the VAMC for key control with use of their products currently being utilized to provide a secure facility for all keys, cylinders, and locksets. Kaba Peaks Preferred, “Corbin-style” 6-pin LFIC Cores in the Restricted PK1, PK2, PK3 and PK4 keyways are the existing VA Jamaica Plain building standard for door lock cylinders that are installed and operating the keyed security system campus wide. Other manufacturers cannot make these cores and keys. They are patented and restricted sole source from Kaba Ilco and WESCO Distribution Inc as the sole provider. The Jamaica Plain campus has an existing locksmith with inventory of necessary spare parts; the keys would NOT be compatible with the existing keyed security system. Therefore, only this manufacturer’s specific products are acceptable, no substitutions. It is in the VA’s best interest to maintain consistency using the standardized brand name system to prevent functioning issues due to non-compatibility.
4. Description of market research conducted and results or statement why it was not conducted: The purpose of the site security project project is to improve security throughout the campus, not the current established key control system.The current security keying system requires the same brandname manufacturer in all buildings throughout the campus.
Using different manufacturers would require new keys/doorlocks/hardware and new key distribution to end users. Using the existing system maintains the continuity of the current
Last Updated: 02/01/22 Page 2 of 2 key control system. It is not in the best interest to deviate from the established key system being used and replace all architectural hardware and locking products with an entire new key control system that would impact the entire medical center.
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brandname; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
