Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241-23-AP-1549, Fire Alarm System Components
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 523, Facilities
Management Service, VA Medical Center Jamaica Plain, 150 South Huntington Avenue, Boston, MA 02130. The proposed procurement, Request for Proposal (RFP) 36C24123R0073, MATOC Seed Project 523-19-602 Install Site Security Campus Wide.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The justification is to support construction project 523-19-602 Install Site Security Campus Wide at the VA Medical Center Jamaica Plain, Boston, MA. This justification is for other than full and open competition for the procurement of certain construction materials.
The use of a particular brand name for the items listed below is a small portion of the construction materials requested to accommodate standardization of these items throughout the facility for the following:
Fire Alarm System including components: General Electric/EST-3 Fire Alarm System as assembled and bench tested by the manufacturer of record, Signet Electronic Systems, Inc.
Estimated value: $18,715.99
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
General Electric/EST-3 Fire Alarm System as assembled, and bench tested by the manufacturer of record (Signet Electronic Systems, Inc.) is the existing fire alarm system installed and operating campus wide at the VAMC. National Fire Protection Association (NFPA), Building Code, Life Safety Code, and VA Standard require Fire Alarm systems to be the product of one manufacturer to maintain UL listing, NFPA compliance testing, and hospital certification. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system. Any products to be used on the existing fire alarm system must be the existing system’s products in order to ensure system compatibility and to maintain manufacturer’s warranty. Other manufacturer’s components may not operate properly or operate at all on the existing system.
Therefore, only this manufacturer’s products are acceptable; no substitutions.
4. Description of market research conducted and results or statement why it was not conducted:

The purpose of the site security project project is to improve security throughout the campus, not the existing fire alarm system. This project will include fire alarm system installation that is an extension of the existing campus wide code compliant and certified fire alarm system.
Any products to be used on the existing fire alarm system must be the existing system’s products in order to ensure system compatibility and to maintain manufacturer’s warranty.
Other manufacturer’s components may not operate properly or operate at all on the existing system.
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brandname; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
