Amendment 0013
405-13-104 Renovate Inpatient Ward, White River Junction, VT
Questions #1 - #106 Appear in earlier amendments
Question# 107 The specs are asking for all the CFMF framing to be engineered including both exterior wall infills and all interior partitions. Is that the intent?
Answer: Fully engineer all new exterior wall framing. The framing manufacturer’s loading data will be sufficient for most interior framing conditions; however, engineer all unique and/or unusual conditions to ensure that they have been fully designed and will perform as expected. Examples of this include extra wide and heavy doors, large expanses of interior borrowed lights and partitions bearing heavy loads.
Question# 108 The RCP is showing GWB ceilings in some of the rooms that the specs call for ACT? Can we get an updated RCP or can we get a definitive list of what rooms receive GWB ceilings and what rooms receive ACT and what type?
The reflected ceiling plans govern where there may be conflicts.
Question# 109 The titles for electrical drawings 31-ED-113/31-EP-113/31-EL-113 indicate that all work shown on these drawings is a deduct alternate. Where on the bid form should this deduct alternate be listed?
Answer:
There are no deductive alternates included in the solicitation. The drawings are mislabeled. Delete reference to “Deduct Alternate” and price the work shown as Base Scope.
Question# 110 Since there are none shown on the power/signal, patient room or fire alarm plans we want to confirm that there are no fire alarm system devices required in the patient rooms?
Answer: There are no fire alarm devices in the patient rooms. The nurse call station(s) are provided with manual pull stations, and it is understood all patients will need nursing assistance to exit the building or fire zone during a fire event.
Therefore, fire alarm devices are not required.
Question# 111 There is a contradiction in the plans regarding the fireproofing at the existing columns.
Details 4 and 6 on 31-AS-201 call for the existing gypsum wallboard fire-resistant construction to remain in tact. The note on 31-AS-106 instructs us to remove the gypsum wallboard and apply a 2-hour fire rated spray-applied cementitious fireproofing to the identified columns. Please clarify the intent.
Answer: Expose the existing columns and Furnish & Install spray-applied fireproofing as indicated on drawing 31-AS-106.
Question# 112
Verify that AutoCAD files in the proper format will be made available free of charge to the awarded general contractor for use during the project and to create the requested record documents. Refer the specification section 01999 Part 1.4.
Answer: Individual AutoCAD files will be made available at no cost to the general contractor upon formal request and submission of a properly completed release form. The Architectural & Engineering group has been contracted to provide the Electronic Record Drawings based on the general contractor’s record markups.
Preparation and delivery of Electronic Record Drawings, including CDs, PDFs and Reproducible Mylars will not be part of the general contractor’s scope of work.
Question# 113 Confirm that the requirement of printing 8 complete sets of CAD quality drawings on vellum is a requirement as per 019999 Part 1.4.B.1. Also confirm that AutoCAD and Adobe Acrobat files of the drawings are to be submitted on PC CD disks. Are the O&M Manuals as per 019999 Part 1.5 also to be submitted on PC CD disks?
Answer: The Architectural & Engineering group has been contracted to provide the Electronic Record Drawings based on the general contractor’s record markups.
Preparation and delivery of Electronic Record Drawings, including CDs, PDFs and Reproducible Mylars will not be part of the general contractor’s scope of work. VA will accept O&M Manuals and other submittal documents less than 100 MB in file size though a VA approved file sharing site.
Question# 114 The blocking schedule in 061000 calls for 3/4" plywood blocking extending floor to top of wall framing for "products bracketed to walls (sinks, cabinets, and similar products)".
Sheets 31-AS-901, 31-AS-902, and 31-AS-903 show 2x horizontal blocking for all the millwork items. Please verify the intent. What, if any, items located in the patient rooms require this 3/4" plywood blocking as the enlarged plans do not clearly identify items bracketed to the wall such as items located at the headwalls, patient wardrobes, equipment rails, etc.
Answer: 2x horizonal fire-retardant lumber blocking is acceptable. The methods and means of reliably securing heavy loads to the wall shall be at the discretion of the contractor in accordance with industry Best Practice to satisfy each condition.
See also the response to Item 1 above.
Question# 115 In typical patient rooms would it be acceptable to use low voltage [4] zone scene controllers in lieu of individual dimming switches in locations where multiple individual switches are currently shown? (see detail 4B on 31-EP-411 for typical).
Answer: VA will not accept low voltage [4] zone scene controllers in lieu of individual dimming switches.
Question# 116 Will product substitution (or equal) requests be reviewed post bid?
Many specification sections list only 1 manufacturer or supplier. Some reference us to sheet 31-ID-104 and only 1 manufacturer is listed there or there is the comment "shall be" in the finish notes.
It is not uncommon to receive "or equal" bids and we need to know if these will be reviewed by the VA and design team for acceptance during the shop drawing process or if the listed manufacturer/supplier is a sole source with no exceptions.
Answer: Substitutions for finish items proposed by the contractor will be reviewed and may be accepted by the VA.
