RFI Questions Submitted with Answers 36C24122R0135
Amendment 0005
405-13-104 Renovate Inpatient Ward, White River Junction, VT
Questions #1 - #80 Appear in earlier amendments
Question# 81 Will the VA provide the Site Visit Sign-in Sheet from the additional site visit conducted on 3/21/2023.
Answer: There were no attendees at this additional site visit.
Question# 82 Will the VA verify how long pricing must be valid for given the most recent amendment #0008.
Answer: All prior solicitation language regarding how long offers must be valid is hereby rescinded and updated as follows:
Offers and pricing shall be valid for a time period from the date of the proposal submission through May 31, 2023. Offers that provide pricing less than the time period covering the proposal submission date to May 31, 2023 will not be considered for Government acceptance and will be rejected.
Question# 83 Does the VA have any additional information to provide regarding the Nurse Call System?
Answer:
The VAMC White River Junction campus recently experienced a station-wide failure of their Nurse Call System and will soon be executing an Emergency Contract for campus-wide replacement of the Nurse Call System, including all areas affected by Solicitation 36C24122R0135 Inpatient Ward Renovation. The funding for the emergency contract has been approved, although the vendor of the replacement system is not yet known.
It is therefore the intent of this amendment to notify Offerors/Bidders of the following:
1. Where conflicts exist between this amendment and information contained in the current bid documents this amendment shall govern.
2. At the time the Inpatient Ward Renovation project commences it is expected that the Nurse Call System serving the 1st floor Inpatient Ward and the involved temporary nursing unit on the Ground Floor will have both been replaced but will need to be further modified to support the configuration of the Inpatient Ward Renovation project.
3. The relevant record drawings of the installed Nurse Call System will be provided by the VAMC to the successful Offerors/Bidders (aka “Contractor”) as soon as they become available.
4. The VAMC will engage the design services of the campus Nurse Call System Vendor to develop the Nurse Call System Modification Layout that supports the Inpatient Ward Renovation project. The final design drawings will be provided by the VAMC to the Contractor for field use.
5. The Contractor shall furnish and install back boxes, conduit, junction boxes, pull chords, and electrical power in support of the Inpatient Ward Renovation nurse call system design and shall integrate the activities of the Nurse Call System Vendor into the project schedule. The Contractor shall price this work based on the nurse call system design materials already included in the bid documents (See Amendment 0005) and shall include the cost in the proposal. Variations in scope between the bid documents and the final nurse call system design will be negotiated and processed as a Change Proposal, subject to justification.
6. The VAMC will arrange and pay for the Nurse Call System Vendor to remove, protect, and hold for reinstallation all existing Nurse Call System components as shown on the record drawings. The Work shall correspond with the project phasing and the unaffected areas shall always remain fully operational.
7. The VAMC will arrange and pay for the Nurse Call System Vendor to reinstall the existing Nurse Call System components and furnish and install additional components as needed to implement the approved Nurse Call System Modification Layout. The Work will correspond with the project phasing and the newly modified areas shall be fully operational, tested, accepted by the Owner, and placed into service before the next phase is deactivated.
Question# 84 Will the VA consider Value Engineering as part of this acquisition?
Answer: Yes, FAR 52.248-3 Value Engineering-Construction is incorporated into the solicitation and will be part of the contract.
