About this file

This document contains questions submitted in response to a solicitation for the renovation of an inpatient ward at a Veterans Affairs medical center, along with the corresponding answers provided by the contracting officer. Key details include:

  • The solicitation is for the renovation of an inpatient ward at the Veterans Affairs Medical Center in Togus, Maine, involving the phased renovation of three patient zones on the first floor over multiple years. Renovations will include demolition work, installation of new finishes, and upgrades to mechanical and electrical systems.

  • The work will be conducted in three sequential phases to ensure sufficient bed capacity remains available. Each phase must be fully completed before the next phase can begin to allow patients and staff to relocate between areas. The basement and ground floor may involve concurrent utility work as needed.

  • Questions seek clarification on abatement requirements, existing wall and ceiling types, routing for debris removal, coordination needs with other contractors and vendors, and project schedule assumptions. Answers provide additional detail to inform responsive bids for the planned renovations.

The document provides contractors potential questions to consider and the contracting officer's responses to inform competitive bids for the medical center inpatient ward renovation project.

Question# 8 Page 13 of 66, 3.7.1 Volume II Price Information Submission Requirements states that the Volume II Price submission should contain a signed and completed SF 1442, acknowledgement of all amendments, the pricing schedule (A.3 PRICE/COST SCHEDULE), and a VAAR 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction. Please confirm that these are the only documents to be provided within the Volume II Price proposal.

Answer: Confirmed. Offerors are also authorized, but not required, to provide any additional pricing information to include subcontractor quotes.

Question# 9

Regarding HVAC controls/building automation, is there a brand that we must use? Siemens? JCI? Honeywell?

Answer: As noted in Section 23 09 00, Part 2.1, the building automation system manufacturer used at this campus is Siemens.

Question# 10 Interior walls to be demolished, noted by Demolition Note #8 on sheet 31-AS-106, please confirm whether these [are] stud and drywall partitions, masonry, or lath and plaster?

Answer: Interior partitions appear to be a mix of metal stud with gypsum board or metal stud with gypsum plaster on metal lathe. The distribution and quantities of each type have not been inventoried. Attached, for general reference are PDF scans of the original building Ground & First Floor construction floor plans and wall/partition types, 3 drawings.

Question# 11 Existing walls noted by Demolition Note #8 on sheet 31-AS-106, do all these walls extend to the deck above? If so, what are the floor-to-floor heights? If not, what is their height?

Answer: The existing partition heights vary although it appears that the significant majority extends to ceiling height with some exceptions. The distribution and quantities of different partition heights have not been inventoried. Attached, for general reference, are PDF scans of the original building Ground & First Floor construction floor plans and wall/partitions types, 3 drawings. See existing building structural drawings included in the bidding documents to determine floor-to-floor dimensions.

Question# 12

Ceilings to be demolished, noted by Demolition Note #5 on sheet 31-AS-106, are these drywall on studs/grid, acoustical, or lath and plaster?

Answer: The existing ceilings, based upon limited site photographs, appear to be a mix of lay-in acoustical panels in a standard suspension grid and gypsum wallboard or gypsum plaster on lathe and suspension system. The distribution and quantities of each ceiling type have not been inventoried and all bidders have been encouraged to visit the project site to ascertain existing conditions first-hand.

Question# 13 Is there a preferred, or mandated, route for removal of demolition debris? If so, please specify for each level: basement, ground and first.

Answer: There is no mandated route for removal of demolition debris. The intended route for each phase is as follows: Ground Floor/Phase 1: Exit the ground floor through stairway #4 (use of this stairway will require compliance with any ILSMs required for fire safety in the facility while the stairway is dedicated to contractor’s use). 1st floor South-east Patient Zone/Phase 2: Per drawing 31-AS-104 an elevator (elevator #3) will be reserved for contractor use. Contractor may load carts into elevator and travel to basement level. Carts can be rolled through the basement to the exit door located adjacent to the loading dock (see attached plan of intended route). 1st floor North-west Patient Zone/Phase 3: Per drawing 31-AS-104 an elevator (elevator #1) will be reserved for contractor use. Contractor may load carts into elevator and travel to basement level. Carts can be rolled through the basement to the exit door located adjacent to the loading dock (see attached plan of intended route).

Contractor may propose other means of debris removal that does not impact healthcare functions. Any proposal must be approved by VA.

Question# 14 Is there any mold remediation required?

Answer: The VA is not aware of any mold remediation required with this project.

Question# 15 Page 13 of 66, 3.7.1.2 states “Offerors shall provide all price information necessary to provide a meaningful basis for Government's analysis and evaluation of price for the project.” Are any other pricing documents in addition to The Price/Cost Schedule and page 2 of the SF 1442 required to be submitted, or are these all that are required?

Answer: See response to Question (8) above. All required forms to be submitted with the Volume 2 Price Information are listed in item 3.7 Volume II – Price Information. The intent of that paragraph was to allow offerors the ability to provide additional price information, such as subcontractor quotes, if the offeror would like to.

Question# 16 How high is the asbestos wall tile present on the 1st floor? What rooms is it present in? From the site visit, it appears that tile is present in rooms other than hallways and rooms not indicated on the drawings.

Answer: Updated abatement drawings to follow in a future amendment.

Question# 17 Is it the intent to keep the ICU operational during Phase 3? If so, when should the renovation of the corridor in front of the ICU Door occur?

Answer: The ICU shall remain operational and occupied at all times, no exceptions. The contractor shall coordinate with the Owner the specific sequencing of sub-activities within the overall phasing strategy and these special situations shall be reflected in the contractor’s construction schedule.

Question# 18 Is it the intent for Phase 1 to be completed before Phase 2, or can both Phase 1 and Phase 2 happen concurrently?

Answer: The phasing is sequential, one following the other, to ensure sufficient bed capacity throughout the duration of the project.

Question# 19 If Phase 1 is to happen before Phase 2, there is Phase 2 work required in the area of Phase 1 ceilings. If occupied, acknowledge that this will require extreme coordination and access for work, specifically in areas with hard ceilings. A minimum of a week will be needed for access each time for all hard ceiling areas due to the process of demo, above ceiling work, patch back, paint, and touchup/clean. This will most likely require patients or staff to vacate the given areas.

Answer: The contractor shall coordinate with the Owner the specific sequencing of sub-activities within the overall phasing strategy and these special situations shall be reflected in the contractor’s construction schedule.

Question# 20 Will the ground floor be occupied or unoccupied during the 1st floor piping work in Phases 2 and 3? If occupied, acknowledge that this will require extreme coordination and access for work, specifically in areas with hard ceilings. A minimum of a week will be needed for access each time for all hard ceiling areas due to the process of demo, above ceiling work, patch back, paint, and touchup/clean. This will most likely require patients or staff to vacate the given areas.

Answer: All spaces of the Ground Floor during Phase 2 & 3 shall be occupied at all times but it is well understood that certain invasive activities will render specific limited areas un-occupiable on a short-term basis. The contractor shall coordinate with the Owner the specific sequencing of sub-activities within the overall phasing strategy and these special situations shall be reflected in the contractor’s construction schedule.

Question# 21 The Phasing Plan doesn’t mention anything about the Basement level. Is that work to be performed concurrently with Phase 1 as needed, or some other way?

Answer: Peripheral utility work shall be implemented at a time appropriate to the overall phasing strategy with the understanding that each phase shall be fully completed and occupied prior to the commencement of the next phase. The contractor shall coordinate with the Owner the specific sequencing of sub-activities within the overall phasing strategy and these special situations shall be reflected in the contractor’s construction schedule.

Question# 22 Who is the current vendor(s) on campus that facilitate(s) access controls hardware and programming and security? Are they to be used for the access controls and security for this contract, or can other firms be used?

Answer: VAMC key cores are 7-pin, TE Keyway. New cores to be consistent with existing campus cores.

Question# 24 Confirm that work areas of each phase will be unoccupied during the renovation of each phase.

Answer: Generally, this is the intent but it is inevitable that there will be brief periods of time when it becomes necessary for supportive work to occur in occupied areas. The contractor shall coordinate with the Owner the specific sequencing of sub-activities within the overall phasing strategy and these special situations shall be reflected in the contractor’s construction schedule.

Question# 25 Is it the intention of the VA to move out of the South-East patient zone and into the renovated Ground Floor Nursing Unit? If so, how much time should be figured between Phase 1 and Phase 2 for the VA to clear the South-East patient zone and occupy the Ground Floor Nursing Unit so that work in Phase 2 can begin?

Answer: This is the intent. The contractor shall assume 1 week for the Owner to transition between phases, measured from the time that the new work is fully complete and ready for occupancy.

Question# 26 How much time should be figured between Phase 2 and Phase 3 for the VA to clear the North-West patient zone and occupy the South-East patient zone so that work in Phase 3 can begin?

Answer: The contractor shall assume 1 week for the Owner to transition between phases, measured from the time that the new work is fully complete and ready for occupancy.

Question# 27 No abatement plan or notes were found for the basement. Are there any hazardous materials in the basement that will require abatement? If so, please provide information on such.

Answer: Updated abatement drawings to follow in a future amendment.

Question# 37
23.Reference the RFP, Instructions, Conditions and Other Statements to Bidder/Offerors, Part 3.5.3 under Key Personnel. Are the Site Superintendent, Quality Control Manager, Infection Control Manager and Safety Manager required to all be separate dedicated personnel on this project, or can some positions be dual hat?

Answer: Section 014500, 3.4, A, stipulates that the site specific safety officer cannot be the CQC manager. Section 013526 1.7, D, indicates that SSHO or an equally qualified Designated Rep will maintain a presence on the site during construction operations. Section 013526 1.7 F requires the site specific health officer to be separate from the superintendent. There is no requirement that the Site Superintendent, QC manger and infection control manager be separate dedicated personnel. There is no requirement that the infection control manager and safety manager be separate dedicated personnel.

Question# 38 Reference the RFP, Instructions, Conditions and Other Statements to Bidder/Offerors, Part 3.5.3 under Organizational Hierarchy. With this project being publicly available on Sam.gov for any subcontractor to retrieve and assemble a bid, it is extremely difficult for us as a general contractor to know what all subcontractors are going to provide a proposal until we receive all of them, and most of the time that occurs within the last hours before our bids are due. This makes it virtually impossible for us to get their information and provide it in the technical proposal. Is it absolutely required that we submit a list of major subcontractors and their information with our proposal? If so, could this portion of the technical proposal be delayed 48 hours for submission to give us time to see what all subcontractors provide proposals and be able to gather the needed information?

Answer: Offers are required to be submitted in accordance with the Solicitation. The proposal due date is extended as a result of this amendment (see first page of this amendment).

Question# 39 On Drawing 31-AS-110A between Sections 2.2 and 2.7 there appears to be 2 windows that are not marked. Should these be Type A Windows?

Answer: Yes. These openings were inadvertently overlooked and should be replaced with Type A windows.

Question# 40 Reference 01 45 00, 3.4.B. Is the CQC Manager required to be a dedicated person with no other duties, or can they be dual hat with the superintendent?

Answer: There is no requirement that the Site Superintendent and CQC manager be separate dedicated personnel.

Question# 41 On Drawings 31AS-110A and 31-AS-601 Detail 11 there are notes stating: ” TYPICAL AT ALL EXTERIOR WINDOWS: Contractor shall furnish and install exterior window shades”

Answer: This is correct as noted.

Question# 42 Drawing 31-AS-407 Detail 8 states: “WINDOW BLINDS BY OWNER (Typical)”. Please clarify. Are all window blinds OFOI??

Answer: This is an error. Contractor shall furnish and install window blinds.

Question# 43 Reference 01 45 02. Is there a specific QCS desired by this VA?

Answer: Section 01 45 02 references the 3-Phase QC system but the contractor may propose an alternate QC system.

Question# 44 Are there any liquidated damages associated with this project / project duration?

Answer: No.

Question# 45 Reference spec section 11 73 13. Is there a point of contact with Sure Hands Lift & Care Systems you can share? Specification 117313-2.1.B states that a portion of the patient lift scope is provided and installed under an existing contract while the remainder is to be included in our pricing for this project. We need to coordinate with Sure Hands to ensure that we provide the necessary components for the owner-furnished portion and to get accurate pricing for the models required in our bid.

Answer: Bidders may contact the following:

Carol M. Lavelle, Regional Sales Representative, Northern New England SureHands Lift & Care Systems C. 845-978-0565; email: c.lavelle@surehands.com www.surehands.com

Question# 46 Reference sheet 31-AS-602 Door Schedule. Door DFH-6 refers to deleting doors under a deductive alternate. The Bid Schedule calls for a one lump sum price and mentions nothing of any deductive alternates. Please clarify.

Answer: There are no deductive alternates. The reference to Deductive Alternate DA-5 in DFH-6 is an error.

Question# 47 Specification 12 24 00 Window Shade System/ Part 2 / Products /A / Basis of Design calls for: Mecho 5 System Roller Shade w/ translucent and blackout fabric to be Alkenz 4000 series. Drawing 31-AS-104 Miscellaneous Finish Note #10 calls for: Mecho 5 double roll w/ Fabric 1: Ecoveil 0950 Series and Fabric 2: Equinox Blackout Series 0100. Which is correct?

Answer: Miscellaneous Finish Note 10 on Drawing 31-AS-104 is correct.

Question# 48 Regarding finishes for the ground floor, the corridor is not labeled and there are no floor or wall finishes designated on the plan, sheet AS-109, nor the finish schedule, ID-105. Please provide finish selections.

Answer: Match existing where not otherwise identified. There is no intent to replace or change these finish materials.

Question# 49 Sheet AS-109 depicts proposed renovations to the ground floor and shows some, not all, of the proposed floor finishes. It lacks wall finishes. ID-101 and ID-102 seem to have all finishes covered for the first floor. Please provide similar drawings for the ground floor with complete finish designations for all surfaces.

Answer: Match existing where not otherwise identified. There is no intent to replace or change these finish materials.

Question# 50 Drawings clearly indicate that first floor patient rooms are to receive plastic laminate / vinyl acrylic covered headwalls (e.g. AS-416 and ID-103), but it appears that ground floor rooms do not (e.g. AS-420). Please confirm this is correct. Are the plastic laminate headwalls OFOI?

Answer: The Ground Floor patient rooms do not receive plastic laminate / vinyl acrylic covered headwalls. The plastic laminate / vinyl acrylic covered headwalls throughout the First Floor are contractor furnished and installed.

Question# 51 Specification section 11 73 13 Patient Lifts is confusing as written. Can you verify it is correct.

Question# 52 019113 mentions in a couple of locations “Cx Associates” including the project directory. Please confirm that Cx Associates is NOT the named or otherwise required Cx agent and that this function is to be provided by the GC via any acceptably qualified subconsultant?

Answer: Cx Associates is the commissioning agent for the project. Cx Associates is contracted through the A/E team as part of “Type C Services,” and a separate Cx agent will NOT be required to be provided by the GC. Requirements for participation in the commissioning process by the GC and applicable sub-contractors are outlined in spec section 019113.

Question# 53 019113 mentions the use of “CxAlloy” in numerous locations.

a. Is use of this tool a requirement? Typically we distribute via email a pdf issues log / status report.

b. Will the government provide access or will we need to obtain a suitable level of access (Subscription)?

Answer: CxAlloy is a centralized, online software that Cx Associates uses to track all commissioning-related activities. This includes prefunctional checklists, functional performance tests, the commissioning issues log, and field visit reports. Cx Associates hosts this software, so there is no additional cost to the GC or subcontractors. All applicable team members will be given access. Per the specifications, it is a requirement that CxAlloy be used by the team (including GC and subcontractors) for the communication of and resolution to commissioning related issues as well as for completion of commissioning related documentation including prefunctional checklists and functional performance tests. Details about how to use this software will be provided in the commissioning plan and during the commissioning kick off meeting.

Answer: Scanned copies are acceptable with the electronic version of the proposal.

Question# 56 Will the VA provide a Form CERT-134 to the awarded contractor for sales tax exemptions?
