About this file
This is an RFI Tracker and Question and Answer document for RLP No. 36C10F26R0052, a lease acquisition for the Canton, Ohio OPC (Outpatient Primary Care) facility.
The document addresses thirteen offeror inquiries regarding proposal requirements and solicitation terms. Key clarifications include: Net of Utilities, Prospectus, and Swing Space requirements are not required per R100 Section 1.06; the OIT Data Center Narrative is not required for the Canton CBOC; backup generator requirements are addressed in L100 Section 3.35 and Lease Design Narrative Section 4.6. Regarding documentation limits, the Government declined requests to increase Factor 1 page limits from four pages and Factor 5 page limits from five pages, but approved Design and Construction Duration/CPM Schedules formatted at 11x17 ledger size. For Tenant Improvement Allowance (TIA) amortization, the Government clarified that per L100 Section 1.07 B, it may elect to amortize a portion of the TIA in rent as a lump sum payment or in combination with other payment methods. The Government declined a two-week extension request for initial offers, maintaining the original deadline. For cultural resources requirements, offerors must self-certify that no ground-disturbing activities will occur with initial offers, with the Lease Contracting Officer reviewing such certifications; a Cultural Resources Study Report is required for any proposed site involving new construction, build-to-suit, demolition, or significant ground-disturbing work.
