About this file
This is a pre-bid conference presentation for a Request for Lease Proposals (RLP) from the U.S. Department of Veterans Affairs for an Outpatient Clinic in Canton, Ohio (RLP No. 36C10F26R0052).
The VA seeks to lease approximately 52,290 to 60,134 ANSI/BOMA Office Area (ABOA) square feet of space on no more than two contiguous floors for a Veterans Affairs Outpatient Clinic. The offered space must include 300 surface/outside parking spaces dedicated for VA's exclusive use and must be fully serviced, with all utilities, taxes, and janitorial services included in rent. Offerors must propose pricing for both a 15-year firm term and a 20-year firm term lease, with a tenant improvement allowance of $24,865,000 (lump sum). The lease term commences upon acceptance of the space, with substantial completion anticipated approximately 28 months from award. The property must be located within a defined area of consideration in Canton, Ohio, cannot be in a 100-year flood plain, and must meet accessibility and fire protection requirements. Buildings with apartment space or living quarters are not acceptable, and space cannot be located near railroad tracks, flight paths, or operations producing excessive noise or vibration.
Award will be made using a best-value tradeoff source selection methodology, evaluating both technical factors and price. Technical evaluation factors include location, technical quality, delivery schedule, offeror qualifications and past performance, maintenance and operations, and socio-economic status. Offers must score as operating leases and cannot exceed the GSA Prospects Level Threshold. Questions are due by August 10, 2026, at 5:00 PM EDT, and initial offers are due by September 14, 2026, at 5:00 PM EDT. The presentation was prepared by DHC and Cushman & Wakefield on behalf of the VA and includes conceptual floor plans showing the desired facility layout with various clinical departments.
