About this file

This is a VA Lease Service Narrative document dated February 12, 2026, that supplements the GSA Form L-100 Global Lease with agency-specific utilities, maintenance, and services requirements for VA-affiliated outpatient clinics.

The narrative applies to Community Based Outpatient Clinics (CBOCs) with minimal additional requirements and Health Care Centers (HCCs) with some added janitorial requirements, but excludes Research and Development facilities, Community Living Centers, and Domiciliary facilities. Lessor responsibilities encompass comprehensive facility management including HVAC systems maintained 24/7 with no greater than 5% downtime in critical spaces (clean supply, sterile storage, pharmacy compounding, and computer rooms); janitorial services with detailed daily, weekly, monthly, quarterly, and semi-annual cleaning frequencies for all interior and exterior areas; landscape maintenance performed weekly through annually depending on task; snow and ice removal within one to two hours of accumulation or weather events; and maintenance of all building systems per manufacturer specifications and NFPA standards. The facility must comply with codes including NFPA 101 Life Safety Code, ABAAS accessibility standards, and standards such as ASHRAE 170 for healthcare ventilation, ASHRAE 62.1 for indoor air quality, USP Chapters 795, 797, and 800 for pharmaceutical compounding and hazardous drug handling, and AAMI standards for sterile processing and reusable medical device storage. Critical staffing requirements mandate that all janitorial personnel complete VA HIPAA/Privacy training course 10203 prior to working at the facility and receive biohazard waste certification every three years. The Lessor must provide an Operational and Maintenance plan with organizational charts, staffing details, on-site property manager availability, and quality control procedures; classify non-scheduled maintenance calls as emergency (requiring response within 60 minutes outside business hours) or routine (85% completion within five working days); and maintain specific cleaning products including EPA-registered germicides and manufacturer-recommended floor finishes with Safety Data Sheets available for VA review.
